There shall be created and established the position of Alcoholism Counselor in the Department of Community Services, who shall be directly responsible to the Drug and Alcohol Abuse Coordinator and shall be responsible for providing individual and group counseling to individuals or families who participate in the Orange Drug and Alcohol Abuse Program involving the prevention, cure or treatment for alcohol abuse; shall provide necessary public information concerning the overall problem of alcoholism; may assist in developing programs which are educational and/or service oriented; shall act as liaison between various concerned organizations; and shall do related work as required.

The responsibilities of the Alcoholism Counselor pursuant to the provisions of this Article shall include but not be limited to the following. The Alcoholism Counselor:
A.
Provides guidance counseling, motivation and moral support to alcohol-dependent individuals or their families who are referred to or indicate they wish to begin a program of prevention, treatment or cure for alcohol abuse.
B.
Assists in developing a treatment plan for clients based on an identification of individual needs and behavioral problem.
C.
Advises them as to programs available and people to contact.
D.
Provides motivation and moral support during a program of treatment and prevention.
E.
Continually evaluates clients behavior to determine if improvement has occurred.
F.
Speaks before groups and individuals on the problem of alcoholism in society and business affairs.
G.
Maintains contact with the client's family in order to keep them abreast of the client's progress or special problem.
H.
Makes suggestions which may aid in fulfilling the family members' needs.
I.
Assists in developing programs for the prevention or treatment of alcoholism and related problems.
J.
Keeps abreast of new development in the field of alcoholism rehabilitation.
K.
Assists in maintaining needed records and files.
The qualifications of the person appointed to the position of Alcoholism Counselor pursuant to the provisions of this Article shall be as follows:
