The State traffic laws regulating the speed of vehicles shall
be applicable upon all streets within the City, except that the City
may by ordinance declare and determine upon the basis of engineering
and traffic investigation that certain speed regulations shall be
applicable upon specified streets or in certain areas, in which event
it shall be unlawful for any person to drive a vehicle at a speed
in excess of any speed so declared when signs are in place giving
notice thereof.
The City Traffic Engineer is authorized to regulate the timing
of traffic signals so as to permit the movement of traffic in an orderly
and safe manner at speeds slightly at variance from the speeds otherwise
applicable within the district or at intersections and shall erect
appropriate signs giving notice thereof.

Except as otherwise provided by this Chapter, no person shall
operate or drive a motor vehicle, except authorized emergency vehicles
on emergency runs, on any public highway, road, street or alley in
the City at a rate of speed in excess of twenty-five (25) miles per
hour, except on State highways or as otherwise provided for and described
in Schedule VII and except as the City Council may from time to time
prescribe by ordinance.

A.
It
is hereby determined, upon the basis of an engineering and traffic
investigation and the recommendation of the State Highway Commission,
that no person shall operate a motor vehicle upon the portions of
State highways located within the City in excess of the speed limits
indicated for each such portion. The City Council may from time to
time, by ordinance, limit speed on all portions of State highways
as engineering and traffic investigations show the necessity for such
limitations.
B.
On
any divided highway, within the City limits, designated as part of
the Federal interstate system, no vehicle shall be operated at a speed
of less than forty (40) miles per hour nor greater than sixty (60)
miles per hour, except when a speed slower than forty (40) miles per
hour is required for safe operation of the vehicle because of weather
or other special conditions.

There shall be a speed limit of ten (10) miles per hour for
all motor vehicles while traveling on and making use of the roads
and parking areas within the City parks.

All portions of highways, roads and streets on which there has
been established a speed limit other than twenty-five (25) miles per
hour shall be marked by signs erected at the beginning and end of
such designated portion of highways, roads or streets.

A.
Generally. No person shall drive a motor vehicle at such
a slow speed as to impede or block the normal and reasonable movement
of traffic, except when reduced speed is necessary for safe operation
or in compliance with law. Police Officers may enforce the provisions
of this Section by directions to drivers, and in the event of apparent
willful disobedience to this provision and refusal to comply with
direction of an officer in accordance herewith, the continued slow
operation by a driver is a misdemeanor.
B.
Vehicles Used For Advertising Purposes, Etc. No person shall
operate or drive a motor vehicle used primarily for advertising purposes
or display posters or placards or any article for the inspection of
the public on such vehicles or as a part thereof at a rate of speed
less than twenty (20) miles per hour, and the operator of such vehicle
shall move the same continuously and shall not stop the same except
when ordered by any Police Officer or in obedience to traffic signals
or signs.

There shall be a speed limit of twenty-five (25) miles per hour
for all vehicles traveling on City streets within a "school zone"
when school is in session. A "school zone" shall
be deemed to be the street upon which the school fronts and shall
extend one thousand (1000) feet in each direction from the entrance
to the school.

A.
For
purposes of this Section, Keep Kids Alive Drive 25® Special Enforcement
Areas are any public or private roadways or streets where the speed
limit has been established at twenty-five (25) miles per hour and
Keep Kids Alive Drive 25® signs are posted.
B.
Upon
conviction or a plea of guilty to a moving violation in a Keep Kids
Alive Drive 25® Special Enforcement Area, any violator shall pay
a fine at least double that set for such violation on the schedule
of the Violations Bureau otherwise established, but in no event to
exceed one thousand dollars ($1,000.00).
C.
The
City Traffic Engineer is authorized to designate Keep Kids Alive Drive
25® Special Enforcement Areas and post or provide for the posting
of appropriate signs on the basis of such engineering and traffic
investigation as he/she shall deem appropriate.
D.
Damage
to, defacement of or unauthorized removal of signs relating to Keep
Kids Alive Drive 25® Special Enforcement Areas shall not relieve
a violator of the additional penalty provided by this Section unless
the violator is not a resident of Florissant and has not been within
the limits thereof for a continuous period of more than forty-eight
(48) hours. The burden of injecting the issue as to the applicability
of the exception provided by this Subsection shall lie with the alleged
violator.
