a. Buildings, Grounds and Roads Foreman. The Buildings, Grounds and
Roads Foreman, under the direction of the Superintendent, shall supervise
the work of the utility workers and laborers assigned to the Division
and perform such other duties as may be required.
b. Buildings, Grounds and Roads Assistant Foreman. The Buildings, Grounds
and Roads Assistant Foreman, under the direction of the Superintendent
and Foreman shall supervise the work of the utility workers and laborers
assigned to the Division and perform such other duties as may be required.
c. Utility Workers and Laborers.
1. There shall be as many utility workers and laborers, according to
grade as the Borough Council may determine and appoint.
2. The utility workers and laborers assigned to the Division shall perform
such duties more particularly set forth herein and as may be required.

a. Equipment Supervisor-Mechanics. The equipment supervisor-mechanics
assigned to the Division shall perform such duties assigned to them
by the Superintendent in accordance with the duties more specifically
set forth herein.
b. Utility Workers and Laborers.
1. There shall be as many utility workers and laborers, according to
grade as the Borough Council may determine and appoint.
2. The utility workers and laborers assigned to the Division shall perform
such duties more particularly set forth herein and as may be required.
c. Equipment Supervisor-Mechanic: Mechanic's Helper. An equipment
supervisor-mechanic shall be qualified as a mechanic in accordance
with accepted standards of the trade, shall make necessary repairs
to Borough vehicles and equipment and shall be responsible for the
general maintenance servicing and repair of all equipment of the Department
of Public Works and Construction Code Enforcement.
The position of mechanic's helper, employed on a full-time
basis, is hereby established. The mechanic's helper shall possess
a valid New Jersey driver's license and must have a basic knowledge
of standard tools, materials, mechanical skills and safety precautions.
The mechanic's helper shall perform work assigned by the mechanic.
d. Laborers, Temporaries; Duties. The positions of one (1) or more laborers,
employed on a temporary basis, as determined by the Mayor with the
advice and consent of the Borough Council, are hereby established.
Laborers shall perform work assigned by the foreman of the Division,
generally on the level of utility worker, Grade 1.
e. Clerk-Typists, Part-Time. The positions of one (1) or more clerk-typists,
part-time, as determined by the Mayor with the advice and consent
of the Borough Council, are hereby established. The clerk-typists,
part-time, shall perform general clerical duties as required to assist
in the operation of the Department of Public Works as the same may
be assigned by the Superintendent.
f. Custodian. The custodian shall perform such duties as are assigned
to him by the Superintendent of Public Works relating to general labor
tasks, cleaning and maintenance of Borough buildings. The custodian
shall possess a black seal license from the State of New Jersey.

a. Water Operator. The Water Operator, under the direction of the Superintendent,
is the individual who may or may not be an employee of the Borough
who is licensed by the New Jersey Department of Environmental Protection
and holds a local title, designation, or job description who is actively
involved in and responsible for the operation, maintenance, and effectiveness
of the system and who holds a valid license equal or superior to that
required for the system;
b. Water and Sewer Foreman. The Water and Sewer Foreman, under the direction
of the Superintendent, shall supervise the work of the utility workers
and laborers assigned to the Division and perform such other duties
as may be required.
c. Utility Workers and Laborers. The utility workers and laborers assigned
to the Division shall perform such duties more particularly set forth
herein and as may be required.

There shall be as many utility workers, according to grade as
the Borough Council may determine and appoint. The duties of each
grade are as follows:
Grade 1. Perform general labor tasks, drive trucks, operate
simple machines, such as pumps, mowers, under immediate supervision
and related tasks as required.
Grade 2. Perform and complete individual and more difficult
tasks assigned; operate machines, including, but not limited to, leaf
vacuum, compressor, roller and loader; and be responsible for tree
maintenance, traffic painting and sign installation.
Grade 3. In addition to performing tasks required of utility
worker Grade 2, supervise small work crews and be able to perform
tasks such as street patching, salting and operating a back hoe.
Grade 4. Perform more specialized work tasks, such as more difficult
mechanical work, tree trimming, planting and care, maintenance of
sewers and pump stations, repair of water valves, hydrants, and meters,
supervise work crews of four (4) or five (5) personnel and keep appropriate
records.
Grade 5. Reserved.
Grade 6. Reserved.

a. Division
of Construction Code Enforcement.
1. Subcode Officials. The duties and qualifications of the subcode officials
shall be those set forth in Chapter X of this revision, and such other
duties imposed by State Statutes and regulations, and ordinances and
regulations of the Borough.
The Subcode Officials shall be responsible directly to the Construction
Official.
