The following definitions shall apply to construction work:
BOROUGH MAIN
shall mean the transmission and distribution pipe line or
lines and appurtenances owned by the Borough and located in a public
street or right-of-way.
BOROUGH MAINS IN PRIVATE PROPERTY
shall mean privately constructed mains which are turned over
to the Borough to become part of the Borough water system, together
with a permanent right-of-way or public easement so that the Borough
may maintain and service the main.
BOROUGH SERVICE LINE
shall mean the line from the Borough main to the curb or
to the limit of the right-of-way, and including the curb stop or valve,
if within the right-of-way or easement granted to the Borough.

The construction of all extensions and additions to the Borough
water system shall be made as directed and approved by the Borough
Council and in accordance with the standards for material and workmanship
hereinafter set forth or such other standards as may from time to
time be adopted by the Borough Council.
a. Pipe Materials and Tests. All mains shall be of cement lined ductile
iron pipe of a minimum structural standard equal to the specifications
of the American Water Works Association Class "d" bell and spigot,
and designed for maximum working pressure of two hundred (200) pounds
per square inch. All pipe shall be subject to a hydrostatic test of
two hundred (200) pounds per square inch or one hundred fifty (150%)
percent of line pressure, whichever is greater. No main shall have
an internal diameter of less than eight (8) inches. No main shall
be less than four (4) feet below finished grade at any point.
Neoprene compression type gaskets, which consist of a preformed
molded ring secured by pulling the pipe together in such a way as
to compress the molded ring into its seal, may be used in lieu of
lead and oakrum caulked joints when approved by the Borough Engineer.
All service lines shall be constructed of copper tubing (Type
"K" or equal) and shall be a minimum diameter of three-quarters (3/4)
inch.
b. Mechanical Joint Pipe. Mechanical joint cement lined cast iron and ductile pipe shall be permitted when the contractor can demonstrate thorough knowledge of the methods of installment and shall meet the latest American Water Works Association and American Standards Association specification for such pipe. The pipe shall meet the same size, pressure and test requirements as outlined in subsection
17-1.2a above.
c. Special Castings and Fittings. All special castings and fittings
used in construction of mains shall be of American Water Works Association
standards Class "D" (Class 52-Class 56).
d. Mechanical Joint Specifications. All mechanical joint cast iron fittings
and specials used in the construction of mains shall be of American
Water Works Association and American Standards Association specifications
for a maximum working pressure of two hundred fifty (250) pounds for
fittings and specials up to and including sixteen (16) inches in diameter
for a maximum working pressure of two hundred (200) pounds for all
sizes larger than sixteen (16) inches.
e. Hydrants. Hydrants and gate valves shall conform to the standards
of the American Water Works Association and shall be of latest approved
type and make as generally used. The number and distance between hydrants
in all new construction shall be at the discretion of the Fire Chief,
Borough Engineer and foreman. In no event shall hydrants be set greater
than five hundred (500) feet apart.
f. Lead Joints. Use of lead joints on newly installed pipes is not permitted.
The spigot of each pipe and special castings should be installed and
adjusted so as to provide a uniform joint space. The joint shall be
made with the best quality of approved sterilized packing and soft
pig lead. The packing shall be closely twisted in one (1) piece for
each joint and shall be thoroughly driven into the bell so that the
lead, after having been caulked, shall have a depth of two (2) inches
for pipes twelve (12) inches and less in diameter and a depth of two
and one-quarter (2 1/4) inches for pipes over twelve (12) inches
in diameter. Each pot shall be kept near the joint to be poured and
dross shall not be allowed to accumulate in the melting pot. The lead
shall be soft and malleable and cylinders two (2) inches in diameter
and three (3) inches high shall compress under a pressure of fifteen
thousand (15,000) pounds, without cracking. The joints shall be thoroughly
caulked by competent mechanics and in such a manner as shall secure
tight joints without overstraining the iron of the bells.

All mains shall be subjected to a test made under the supervision
of the foreman and at the expense of the contractor before approval
shall be given by the Mayor and Council. All mains shall be tested
at two hundred (200) PSI for a period of one (1) hour witnessed by
the foreman or his designee. No leakage shall be permitted in main
lines, service lines or house connections.

No permit shall be issued for the construction or installation
of any main by any person unless there is an enforceable agreement
on the part of the person constructing the main, upon completion of
the main, to turn it over to the Borough to become part of the Borough
water system and unless at the same time there is an agreement, upon
completion of the main, to grant to the Borough a permanent easement
or public right-of-way upon terms acceptable to the Borough, in which
the main is located so that the Borough may service and maintain the
main.

All privately constructed mains and service lines designed to become part of the Borough water system shall be constructed under the supervision of the foreman or of another person to be selected by the Council. The design, materials and workmanship shall be the same as those set forth under subsection
17-1.2.

No work shall be started on the construction of any mains or
service lines designed to become part of the Borough system until
complete plans, specifications and profiles for the same have been
submitted to and approved by the Borough Council if the mains and
service lines are designed to be served by the Borough water system.
The plans, specifications and profiles shall conform to the details
of:
a. Typical joint restraint for fittings.
b. Typical hydrant installation.
c. Typical thrust block installation.
d. Typical water service installation.
e. Typical water main interconnection - all as illustrated in drawings
so titled, as adopted by resolution of the Mayor and Council on recommendation
of the Public Works Committee and foreman and, as such, obtainable
from the office of the Borough Engineer or foreman.

All mains and service lines designed to become or that may become
part of the Borough water system shall be constructed under the supervision
of the foreman or a properly appointed representative of the same.
This supervision shall be continuous during the course of construction.
An inspection fee shall be charged to and paid by the owner to the
Borough Clerk at the prevailing hourly rate of the inspector, plus
twenty-five (25%) percent to defray the cost of this supervision and
inspection.

All mains, service lines and connections shall be tested under
the supervision of the Department or Plumbing Subcode Official before
any backfilling is permitted. The tests shall be at the same pressure
and for the same duration and with the same allowable leakage as is
provided under these regulations. No leakage will be tolerated in
the service lines or connections. All tests shall be made at the expense
of the owner, and the fee for the performance of these tests by the
Department shall be paid by the owner directly to the Borough at the
prevailing hourly rate of the inspector plus twenty-five (25%) percent
for the actual time spent in making such tests.

All connections shall be in accordance with the Uniform Construction
Code of New Jersey.

Where existing pavement is damaged in the performance of the
work of installing new mains and service lines, the same shall be
restored at the cost of the owner and in such manner as is provided
in the rules and regulations of the Road Department of the Borough.
