There is hereby created a Park and Recreation Commission in
and for the Borough of Royersford. The Commission shall consist of
nine voting members who shall be qualified electors of the Borough
and shall be appointed by the Borough Council. Voting members shall
have a term of three years each; however, upon the adoption of this
article, three members shall be appointed to serve for a term expiring
December 31, 1983, three members shall be appointed to serve a term
expiring December 31, 1984, and three members shall be appointed to
serve a term expiring December 31, 1985. Thereafter, all members shall
be appointed for a term of three years. Members of the Park and Recreation
Commission shall serve without pay or compensation.

As terms expire, the members of the Park Recreation Commission
shall be appointed for a term of three years each. Any vacancy occurring
for any reason whatsoever shall be filled by appointment of Borough
Council. Members so appointed shall serve to the termination of the
term of the member replaced.

The Park and Recreation Commission shall have the authority
to authorize vendors in Victory Park.
The Park and Recreation Commission shall make and alter rules
and regulations for its organization and procedure, provided that
said rules and regulations shall be consistent with the ordinances
of the Borough of Royersford and the laws of the Commonwealth of Pennsylvania.
With the approval of Borough Council, the Park and Recreation Commission
may employ engineers, play leaders, recreation directors, supervisors,
superintendents, or any other officers or employees as it may deem
proper and may make contracts for professional services. The Park
and Recreation Commission shall incur expenses only when authorized
by, and approved by, Borough Council.
The Park and Recreation Commission shall initiate, provide,
approve, and recommend to Borough Council, from time to time, plans
for the acquisition of, or construction of, improvement of, maintenance
of, equipping of, operation of, and regulation of, public parks, parkways,
playgrounds, playfields, swimming pools, bathing places, and indoor
and outdoor recreation places and facilities. It may cooperate with
one or more other municipalities for these purposes.
Subject to the ordinances of the Borough of Royersford and the
laws of the Commonwealth of Pennsylvania, the Park and Recreation
Commission shall initiate and provide plans and methods, and may cooperate
with one or more other municipalities and with the Commonwealth of
Pennsylvania and the appropriate agencies of the United States of
America, to develop and acquire land for park purposes, for open space
purposes, and other purposes similar to and connected therewith.
Subject to approval by the Borough Council, it is the intent
of this article that the Park and Recreation Commission shall do all
the acts necessary and have the powers necessary to cooperate with
the Commonwealth of Pennsylvania and the United States of America
to obtain such funds as may be necessary or desirable to acquire and
develop public parks, parkways, playgrounds, playfields, swimming
pools, bathing places, and indoor and outdoor recreation places and
facilities for the use of the Borough of Royersford, both within and
without the Borough limits.
