For the purposes of this Article, the following words and phrases shall have the meanings respectively ascribed to them by this section:
PAPER
Such term shall be divided into two (2) classes, clean paper and mixed paper, as follows:
A. 
CLEAN PAPER- Newspapers, magazines, books, corrugated boxes and similar unsoiled paper, and there shall be no time limitation as to the storage thereof, provided that the same is stored as set forth in this Article.
B. 
MIXED PAPER- Loose paper, including paper picked up on the public streets or secured in stores or offices and soiled paper of different types and varieties. "Mixed paper" shall not be stored for a period in excess of forty-eight (48) hours in any paper storage building, and it shall be illegal to store more than one hundred (100) tons of mixed paper in a paper storage building at any time.
PAPER STORAGE BUILDING
Any premises or building used or set aside for the purpose of storing, purchasing, selling or baling old or used paper, which shall include used paper of all descriptions, including, but not by way of limitation, old or used newspapers, cartons, magazines and other paper products.
No person shall carry on the trade or business of or conduct, maintain or operate a paper storage building as defined in this Article without first obtaining a license therefor as provided in this Article.
A. 
Any person engaged in the business of buying, selling or storing of used or old paper, as described in this Article, shall apply for a license therefor. The application for such license shall be filed with the Finance Department, shall be in writing, signed by the applicant, and shall state the name and residence of the applicant and, if a firm or corporation, the name and address of all of the officers of such corporation and the name of the registered agent thereof. The applicant shall furnish such additional information as the Finance Director shall require.

B. 
Each application shall contain an agreement that the applicant accepts such license upon the condition that it may be suspended or revoked, for cause, by the City Council.
C. 
If the applicant is not the owner of the site where the business is to be conducted, the owner's consent to the conduct of such business shall be endorsed upon the application.

If an application for a license under this Article complies with the requirements of this Article and any other ordinance of the city, the Finance Director shall issue a license upon the payment of the license fee.

The annual fee to be paid for a license under this Article shall be as provided in Chapter 88, Fees, which sum shall be payable at the time of the issuance of the license. The license shall terminate on December 31 of the year of issue thereof, unless suspended or revoked prior to that time, for cause, by the City Council. If the license so granted is surrendered, suspended or revoked during the year of issue, there shall be no pro rata return of the license fee paid.
A license issued pursuant to this Article shall authorize the licensee to conduct the business at the place specified in the license, and a license shall not be assignable or transferable in any manner.
Any building used for the storage of old or used paper shall be of fireproof construction and have an approved sprinkler system (approved by the American Insurance Association), and shall further have a fire alarm bell installed on the outside of such building. In addition thereto, at least two (2) soda and acid fire extinguishers shall be located within such building.
"No smoking" signs shall be prominently posted at all entrances and other points throughout a storage building under this Article. Such signs shall be ten by twelve (10 x 12) inches, in red letters at least two and one-half (2 1/2) inches on a white background, and the words "By Order of the Director of Fire" in red letters at least one (1) inch high.
Automobile trucks and trailers shall not be stored or garaged in the same building where used or old paper is stored. Within close proximity and easy access to the point where automobile trucks or trailers are discharging or loading old or used paper, there shall be located two (2) fire extinguishers.
It shall be unlawful for any person to store more than two hundred (200) pounds of used or old paper in any building within the city without first having obtained a license in accordance with the provisions of this Article. All old or used paper shall be stored in the first floor only, and storing of used or old paper above the first floor shall be prohibited.
No licensee to whom a license has been issued to operate and maintain a paper storage building, his servant, agent or employee shall receive or purchase from any minor old or used paper, unless such minor bears written authorization by his parent or guardian authorizing the disposition and sale of one (1) or more of the articles described in this Article.

Any person who violates any of the provisions of this Article shall, upon conviction thereof, be subject to a fine not exceeding five hundred dollars ($500.) or imprisonment for a period not exceeding ninety (90) days, or both.
