The following parking lots have been designated:
A. 
Area One — north side of the building
B. 
Area Two — east side of the building from William Street to the walkway for the main entrance to the building
C. 
Area Three — east side of the building from the walkway for the main entrance to the southern most border of the parking lot
D. 
Area Four — south side of the building including the driveway that extends from Canfield Street to the southeast corner of the building
A. 
All vehicles must park only in designated areas and between the line provided.
B. 
Handicapped spaces are provided in Areas Two, Three and Four.
C. 
All exits from all parking areas to city streets shall be designated as STOP intersections.
D. 
Speed limit for all parking areas restricted to five (5) m.p.h.
E. 
Regulatory and warning signs shall be erected and maintained to effect the above-designated speed limit authorized by the Department of Transportation.
F. 
Any vehicle parked or standing in any of the parking areas so as to obstruct or impede the normal flow of traffic, block entrances, exitways, loading zones, oil fills, any grass area or pedestrian walkway or present in any way a safety or traffic hazard may be removed by towing the vehicles at the owner's or operator's expense.
G. 
Permit parking in designated areas:
(1) 
Area Two, Employees only, sign to say "Permit Parking Only."
(2) 
Area Four, Employees only, sign to say "Permit Parking Only." Only the last three (3) parking spots in Area Four at the eastern end of lot, shall be reserved for Juvenile Aide Bureau vehicles only.
H. 
Parking for Police Vehicles Only in Area One, with first three (3) spaces west of William Street entrance to be reserved for outside police agencies. Also parking for Juvenile Aide Bureau vehicles in Area Four, (see subsection G) limited to certain areas or spaces.
I. 
Parking for Police and Court Business Only in Area Three — any unauthorized vehicles parked in the Area will be towed.
J. 
One Way Traffic Only from Canfield Street entrance to southeast corner of parking lot, known as Area Four, direction of travel from west to east.
K. 
Head in parking only for Areas Two, Three and Four.
L. 
Installation of bicycle racks for citizens arriving by bicycles, installed on crosswalks, between Areas Two and Three (see attached site plan).[1]

M. 
Signs to be posted for the following: "Permit Parking Only" for Areas Two and Four; "Police Vehicles Only" for Area One; "Speed Limit 5 MPH" for all areas; "Head in Parking Only" for Areas Two, Three and Four. "Police Driveway No Thru Traffic" at entrance to Area Two — posted on both sides; "Police Parking Outside Agencies" for Area One; "Juvenile Aide Bureau Parking" — Area Four.
This ordinance shall take effect upon the relocation of the Police Department and Court personnel to 29 Park Street, Orange, New Jersey.
