A. 
Pursuant to N.J.S.A. 45:24-1 et seq., the Department of Community and Economic Development, Division of Inspection and Licensing, is hereby designated as the licensing official who shall, with the approval of the Chief of Police in accordance with such state law, supervise and conduct the licensing of transient merchants and itinerant vendors.
B. 
The license fee for said transient merchants or itinerant vendors is hereby fixed in the sum as provided in Chapter 88, Fees, for a term of one hundred eighty (180) days, payable as provided by law.

A. 
No person shall hawk, peddle, cry forth, sell or attempt to sell any newspapers, magazines or periodicals for commercial business enterprise without having first made application for a permit to be issued by the Finance Department of the City of Orange Township.

B. 
Any person desiring to hawk, peddle, cry forth, sell or attempt to sell any newspapers, magazines or periodicals upon the streets or public places of the city for commercial business enterprise or for profit shall first secure a permit from the Finance Department. Said person, group or association shall first obtain the permit upon written application as provided by the Finance Department which shall be made at least seven (7) days in advance of the time period within which said individual, group or association seeks to conduct the activity as set forth in § 152-2A. The Police Department shall review the application prior to issuance of a permit for the purpose of time, place and manner of distribution as to whether it will have an impact upon the free passage of pedestrians upon the streets and sidewalks of the municipality, as well as the flow of vehicular traffic in and around the place of distribution and dissemination.

C. 
No license shall be granted to any person under the age of eight (8) years.
D. 
Prohibited acts; contents of license.

(1) 
Any individual, group or association engaging in the business of hawking, peddling, crying forth, selling or attempting to sell newspapers, magazines or periodicals upon the streets and public places of the city shall confine their activities in such a manner as not to impede or interfere with the free passage of pedestrians or vehicular traffic and shall be prohibited from placing said newspapers, magazines, leaflets or periodicals on or about public streets, thoroughfares or sidewalks or alleyways which shall cause in the distribution of said material the littering of public places throughout the City of Orange Township.
(2) 
The application to be filed by any individual, group or association that seeks to conduct the activities as set forth in § 152-2A shall state the name of the periodical, the name of the publisher, and the name or names of the individuals who shall be distributing or disseminating the periodical, magazine or newspaper and the time period and place that said activity shall be conducted.
E. 
All licenses shall expire on December 31 next after the issuance thereof and shall be renewed for the succeeding year on or before such date.
No person under the age of fourteen (14) years shall, during the hours in which the public schools of this city are in session, hawk, peddle, cry forth, sell or attempt to sell any newspapers, magazines or periodicals upon the street or public places of the city.
