On all the streets and highways, the carriage or roadway from gutter to gutter shall be three-fifths (3/5) of the width of the street, leaving one-fifth (1/5) for each sidewalk. In working or grading the roads, the elevation of the crossing or center of the roadway above the bed of the gutter shall not exceed in the aggregate one (1) foot in twelve (12) feet. For the proper drainage of the roadway, such sluices or street crossing shall be constructed as the Director of the Public Works Department shall deem necessary. In special cases the City Council may by resolution grant deviations in the foregoing measurement.
