The Mayor is hereby authorized to effect by regulation the closing of any street, or portion thereof, to motor vehicle traffic on any day or days or during specified hours whenever he finds that such closing is necessary for the preservation of the public safety, health and welfare as provided for in N.J.S.A. 40:67-16.9. The Mayor shall direct the posting of adequate and proper warning signs indicating that such street is closed during the time when the same is so closed. During such time as any street or portion thereof is closed as provided for herein or under any regulation promulgated hereunder, it shall be unlawful for any person to operate a motor vehicle on the street, or portion thereof, which shall have been closed to traffic.[1]
