A. 
Upon the payment to the city of the appropriate fee from time to time established by the city pursuant to Section 88-1 hereof, a person shall be permitted to park a designated vehicle at Tony Galento Plaza, Crane Street, Railroad Place and the area formerly known as Llewellyn Lanes for a monthly, quarterly, semi-annual or annual period, as the case may be, at any one of the unmetered, permit parking spaces, now or hereafter designated at Tony Galento Plaza, Crane Street, Railroad Place and the area formerly known as Llewellyn Lanes. Each of the periods shall be based on a calendar period commencing on the first day of the applicable calendar month and ending on the last day of the applicable calendar month. There shall not be any proration of any fee for a parking permit issued during any said periods. The city shall issue to such person a sticker or other suitable sign to be placed on the vehicle designated thereon, showing the period during which such vehicle may be parked at Tony Galento Plaza, Crane Street, Railroad Place and the area formerly known as Llewellyn Lanes.
B. 
A parking permit area shall be established in the Municipal Parking Plaza Number 3, providing twenty (20) parking spaces and in the Municipal Parking Plaza Number 1 providing ten (10) parking spaces to Donnelly Industries, Inc., on behalf of 26 North Center Street LLC, Orange, New Jersey for their tenant Cerebral Palsy of North Jersey, a nonprofit organization, and interested residential tenants in the building.

Upon the payment to the City of Orange, of the appropriate fee, a person shall be permitted to park a designated vehicle in the Municipal Parking Plaza Number 3 and in the Municipal Parking Lot Number 1. Donnelly Industries, Inc., agrees to pay both resident and nonresident parking fees for the parking spaces needed by the nonprofit tenant Cerebral Palsy of North Jersey and interested residential tenants in the building. Motor vehicles with the decal prominently displayed in the rear window shall be entitled to be parked without limitation as to hours parked. Payment can be made according to the following schedule:

A parking permit area in the Municipal Parking Plaza Number 3, providing twenty (20) parking spaces and in the Municipal Parking Plaza Number 4 providing twenty (20) parking spaces. The parking spaces are for a temporary period of April 1, 2014 to July 1, 2015, the expected timeframe to construct the Tony Galento Transit Village Project.
Upon the payment to the City of Orange, of the appropriate fee, a person shall be permitted to park a designated vehicle in the Municipal Parking Plaza Number 3 and in the Municipal Parking Lot Number 4. Commuters agree to pay either the resident or nonresident parking fees for the parking spaces needed. Motor vehicles with the hang tag permit prominently displayed in the vehicle, which shall be clearly visible through the front windshield, shall be entitled to be parked without limitation as to hours, Monday through Saturday. Requests for permits shall be sorted and issued first to residents and then by duration of permit requested (i.e., annual permits will be issued first), followed by issuing permits to nonresidents and then by the duration of the permit requested. Parking permits for Tony Galento Plaza shall be issued by the Department of Planning and Development.

A. 
Individuals and entities that utilize space or spaces on private property for commuter parking within the City of Orange Township shall not charge or raise fees that are not proportional to the fees charged in Municipal Lots #1, 3, 4 and 9, referenced in § 200-68 above, and pursuant to the present standard for such services in municipalities that service and support commuter train service without prior approval of the City Council.
B. 
Any individual or entity seeking to impose or raise said fee shall, prior to imposing or raising such fees, submit a proposal for approval to the appropriate City Official who administers said fees in accordance with § 88-1. Said City Official shall submit said proposal to the City Council who shall deliberate and act on said proposal by resolution.
C. 
At no time shall any proposal include a rate or increase that is more than fifty percent (50%) of what is presently being charged in Municipal Lots #1, 3, 4 and 9, referenced in § 200-68 above.
