A. 
Words and phrases, when used in this chapter, except for sections or articles to which different or additional definitions apply, shall have the meanings ascribed to them in the Vehicle Code, 75 Pa.C.S.A. § 101 et seq. (the Act of June 17, 1976, P.L. 162, No. 81), as amended, except that, in this chapter, the word "street" may be used interchangeably with the word "highway" and shall have the same meaning as the word "highway" as defined in the Vehicle Code.
B. 
The term "legal holidays," as used in this chapter, shall mean and include New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day and Christmas Day.
C. 
In this chapter, the singular shall include the plural, the plural shall include the singular, and the masculine shall include the feminine.
A. 
The Chief of Police shall have the following powers to regulate traffic and parking temporarily and in time of emergency:
(1) 
In the case of fire, flood, storm or other emergency, to establish temporary traffic and/or parking regulations.
(2) 
In the case of emergency public works or public events of limited scope or duration, to restrict or prohibit traffic and/or parking in limited areas for periods of not more than 72 hours.
B. 
These temporary and emergency regulations shall be enforced by the Police Department and the police in the same manner as permanent regulations. Any person who drives or parks a vehicle in violation of any such regulation or who shall move, remove, destroy, injure or deface any sign or marking erected, posted or made to give notice of any such regulation shall, upon conviction thereof, be liable to the penalty set forth in the law or elsewhere in this chapter for a violation of such nature.
A. 
The Chief of Police, by and with the consent of the Mayor or President of Council, is hereby empowered to make a ninety-day trial of any traffic regulation, provided that, in advance of its becoming effective, Council shall be notified, in writing, of such proposed regulation, with reasons for it, and provided that notice of such regulation by signs shall be given to the public in advancement of its enforcement. After the day the said regulation becomes effective, it shall govern traffic for a period of 90 days thereafter, within which time there shall be introduced in Council an ordinance embodying such regulation or such part thereof as it may desire to have continued in force and such regulation as is embodied in such ordinance shall continue in force during such time as said ordinance shall be pending.
B. 
If no ordinance embodying such regulation or any part thereof shall have been introduced in Council within said period of 90 days or if any such ordinance shall fail to final enactment, then such regulation shall be no longer in force.
C. 
Council may at any time rescind any such trial regulation by motion or resolution and the Chief of Police shall immediately cause such regulation to be withdrawn and the regulation which applied prior to it again enforced.
A. 
The Mayor and Council shall have authority to close any street or specific part of a street to vehicular traffic and to place barriers or station police officers at each end of the closed portion while construction or maintenance work is under way or a special event is being conducted on the closed portion. It shall be unlawful for any person to drive a vehicle upon any such closed portion.
B. 
The Mayor and Council shall have authority to establish a restricted traffic area upon any street where construction or maintenance work is under way and to station flagmen at each end of the restricted portion. It shall be unlawful for any person to drive a vehicle upon any such restricted traffic area at any time when the flagman is displaying a sign directing that vehicle to stop or is signaling that vehicle, by a flag or other device, not to proceed.
C. 
It shall be unlawful for any person or persons, firms or corporations, etc., to use the streets or highways of the Borough of Blawnox for a procession or parade or any kind of an assemblage without first obtaining from the Chief of Police a permit to do so and, upon application being made the Chief of Police, shall be authorized to issue a permit to hold a parade or assemblage on the streets or highways in such a manner and at such times as shall not interfere in an unreasonable degree with the public use thereof.
The police shall have authority to direct traffic on the streets in the Borough, at intersections in public and in other places where the Vehicle Code or this chapter applies.
A. 
Authorization. In accordance with the Act of the General Assembly of the Commonwealth of Pennsylvania, the Vehicle Code, 1976, June 17, P.L. 162, No. 81, Section 1, as amended, [75 Pa.C.S.A. §§ 3368(c)(1), 6102(b), 6109(a)(10) and (11) and 6109 (b)] establishing speed limits and enforcement of the speed restrictions authorized under Subchapter F of Chapter 33 of the Vehicle Code [75 Pa.C.S.A. § 3361 et seq.].
B. 
Utilization of mechanical and electronic speed-timing devices. The Borough of Blawnox Police are hereby authorized to use any approved device, including but not limited to Accutrack Certified Speedometer, the Excessive Speed Preventor (ESP) and/or the Visual Average Speed Computer and Recorder (VASCAR) devices to assist them in enforcing the speed limits for the highways, streets, roads and alleys of the Borough of Blawnox.
C. 
Effect. The purpose of this section is to authorize the Borough of Blawnox Police, in addition to ascertaining the speed of a vehicle by any other method permitted by law, to utilize and operate the Excessive Speed Preventer (ESP) and/or the Visual Average Speed. Computer and Recorder (VASCAR) when enforcing the speed restrictions on the highways, streets, roads and alleys in the Borough of Blawnox.
