Whenever any words and phrases are used in this chapter, the meaning respectively ascribed to them in Subtitle 1 of Title 39 of the Revised Statutes of New Jersey shall be deemed to apply to such words and phrases used herein.
Whenever certain hours are named in this chapter, they shall mean either Eastern Standard Time or Eastern Daylight Time as may be in current use in the township.
The provisions of this chapter imposing a time limit on parking shall not relieve any person of the duty to observe other more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles as set forth in R.S. 39:4-138, any other New Jersey statute or as hereinafter provided.
a. 
Upon the declaration of an emergency, there shall be no parking upon streets or sections of streets where temporary EMERGENCY-NO PARKING signs are displayed. The chief of police or, in his absence, the ranking police officer is authorized to declare an emergency and to direct the posting of EMERGENCY—NO PARKING SIGNS when weather conditions, accidents, fires or public celebration dictate or require the avoidance of hazards or other conditions which interfere with the free flow of traffic. Notification the EMERGENCY—NO PARKING signs are being or will be posted shall be given to the operator or owner of any vehicle which has been parked prior to the posting of the signs.
b. 
Any unoccupied vehicle parked or standing in violation of this section shall be deemed a nuisance and a menace to the safe and proper regulation of traffic and any police officer may provide for the removal of such vehicle. The owner shall pay the reasonable costs of removal and storage which may result from such removal before regaining possession of the vehicle.
c. 
The effectiveness of this subsection is contingent upon the signs being erected as required by law.

No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule I attached to and made a part of this chapter.[1]

No person shall park a vehicle between the hours specified in Schedule II of any day upon any of the streets or parts of streets described in Schedule II attached to and made a part of this chapter.[1]

No person shall stop or stand a vehicle between the hours specified in Schedule III of any day (except Sundays and public holidays) upon any of the streets or parts of streets described in Schedule III attached to and made a part of this chapter.[1]

No person shall park a vehicle for longer than the time limit shown in Schedule IV at any time between the hours listed in Schedule IV of any day (except Sundays and public holidays) upon any of the streets or parts of streets described in Schedule IV attached to and made a part of this chapter.[1]

No person shall park a vehicle or allow, suffer or permit a vehicle owned or controlled by that person to remain parked on any street within the Township of Roxbury upon which there is a covering of ice to any thickness or snow to a thickness of one-half inch. Any vehicle parked in violation of this restriction may be removed by towing the vehicle at the owner's or operator's expense.

a. 
Any police officer may move or cause to be moved any motor vehicle parked in contravention of the terms of this section to a place designated by the Chief of Police for the impounding of such vehicles.
b. 
Within 24 hours of such impoundment, the Chief of Police or his designee shall notify, personally or by mail, the registered owner of the location of the impounded vehicle.
c. 
Such vehicle shall not be released until the owner shall have paid all reasonable towage, storage and other incidental charges connected therewith, which charges shall be set forth on a fee schedule on file in the office of the Chief of Police. In the event of a dispute over charges, the owner of the vehicle shall have the right to appeal the validity of the charges to the Township Manager, who shall conduct a hearing as soon as is practicable. If, after the hearing, the Township Manager determines that there is a legitimate basis to dispute the billing, he shall order the vehicle released upon payment of the amount determined to be valid and the owner may address the issue further in such legal proceedings as deemed appropriate.
d. 
In addition to any reasonable charges of fees herein provided for, any person convicted of violating the provisions of this subsection shall be subject to fines as provided by law.
Trucks over four tons gross weight are hereby excluded from the streets or parts of street described in Schedule V except for the pick up and delivery of materials on such streets, or the providing of essential services upon said streets. Schedule V being attached to and made a part of this chapter.[1]

Trucks with a registered gross weight of 12,000 pounds (six tons) or over are hereby excluded from the streets or parts of streets described in Schedule VA, except for the delivery or removal of supplies, materials, merchandise or goods, to and from properties dependent for access upon such roads. Schedule VA being attached to and made a part of this chapter.[1]

No person shall make a right turn when facing a steady red signal (STOP) indication whenever an official sign is present prohibiting such turn on the red signal as described in Schedule XVI.
The streets or parts of streets described in Schedule XVII attached to and made a part of this chapter shall have the speed limits designated in such schedule.[1]
Regulatory and warning signs shall be erected and maintained to effect the above designated speed limits as authorized by the department of transportation.

a. 
No operator of any motor vehicle shall pass any authorized emergency vehicle, which is occupying any street or parts of streets described in Schedule XVIIIA attached to and made a part of this chapter.[1]

b. 
Any operator convicted of a violation of this provision shall be liable to a penalty of not less than $100 or more than $500.
Unless another penalty is expressly provided by New Jersey Statute, every person convicted of a violation of a provision of this ordinance or any supplement thereto shall be liable to a penalty of not more than fifty ($50.00) dollars or imprisonment for a term not exceeding 15 days or both.
All former traffic ordinances of the Township of Roxbury covered in this traffic chapter are hereby repealed except that this repeal shall not affect or prevent the prosecution or punishment of any person for any act done or committed in violation of any ordinance hereby repealed prior to the taking effect of this ordinance.

The provisions of Sub-title One, Title 39 of the Revised Statutes of New Jersey shall be made applicable to the semi-public roadways, streets, driveways and parking lots of the Roxbury Mall located in the Township of Roxbury, County of Morris and the following regulations shall be enforceable:
a. 
All vehicles must park only in designated areas and between the lines provided.
b. 
Handicapped parking. All stalls shall be 12 feet wide as shown on the attached site plan[1] and signed with R7-8 (Reserved Parking sign and penalty plate), in the designated parking areas for persons who have been issued the Handicapped Parking permits by the Division of Motor Vehicles.

n. 
Yield to pedestrian. A sign entitled "Yield to Pedestrian" shall be installed and given the full force and authority of law at the intersection of South Drive and a road to be designated as Road A-1 which road is located in the parking area to the north of South Drive and the east of Road H for all vehicles traveling in a westerly direction on South Drive.
o. 
Slow-pedestrian crossing. A sign entitled "Slow-Pedestrian Crossing" shall be erected on South Drive at the northerly end of Lot 4.
p. 
Site plan. The provisions of this subsection and all amendments and supplements thereto are described in accordance with a site plan map entitled: "Proposed site plan for Block 344 - Lot 15, Roxville Associates, Roxbury Township, Morris County, New Jersey, Scale 1" = 50', Dated February 9, 1990, prepared by Samuel F. Champi, NJPE, Lic. No. 21325; on file at the office of the Municipal Clerk at the Municipal Building, 72 Eyland Avenue, Succasunna, New Jersey."
The provisions of Subtitle One of Title 39 of the revised Statutes of New Jersey shall be made applicable to the driveways and parking lots at The Ledgewood Mall located in the Township of Roxbury, County of Morris and the following regulations shall be enforceable:
a. 
All vehicles must park only in designated areas and between the lines provided.

Handicapped parking. The provisions of various traffic regulations can be made applicable to the semi-public roads, streets, driveways and parking lots at the Roxbury Township Public Library (municipal property) at 103 East Main Street located in the Township of Roxbury, County of Morris, and the following regulations shall be enforceable:
a.

On the property which is owned by the Township of Roxbury, a portion of which fronts along Eyland Avenue within the Township of Roxbury and known and designated as the "Horseshoe Lake Property" there is hereby designated a five m.p.h. speed limit on all roads and areas on said property which may be traversed by motor vehicles and a STOP sign shall be installed at the end of the existing dirt road leading from the area known as the "ballfield area" to the main parking lot located at said property fronting on Eyland Avenue. Unless another penalty is expressly provided by New Jersey Statute, the maximum penalty upon conviction for violation of this section shall be a fine not exceeding one hundred ($100.00) dollars.
Trucks over four tons gross weight are hereby prohibited from parking on streets or parts of streets described in Schedule VB during the hours specified as set forth herein. Schedule VB is attached hereto and made a part of this chapter.
The penalty shall be as set forth in section 7-13.
The township shall, on or about the effective date hereof, erect approved signs containing an appropriate notice to the public of this restriction placed within the restricted area.
The provisions of subtitle one of title 39 of the Revised Statutes of New Jersey, shall be made applicable to the semi-public roads, streets, driveways and parking lots at Diann's Gifts and Collectibles located in the Township of Roxbury, County of Morris and the following regulations shall be enforceable.
