The head of each department, under the supervision of the township committee and subject to this revision and all other ordinances, shall:
a. 
Prescribe written rules and regulations for the internal organization of the department and the duties of subordinate officers and employees within the department.
b. 
Assign functions, powers and duties to subordinate officers and employees within the department and modify such assignments as need appears.
c. 
Supervise the work of the department and such other organization units as may be assigned to such department by the township committee or the administrator.
d. 
Delegate to subordinate officers such of his powers as he may deem necessary for efficient administration.
e. 
Report at least monthly to the township committee or the administrator on the work of the department.
a. 
No governing body member, officer or employee elected or appointed in the township shall be interested directly or indirectly in any contract with the township or in any other transaction with the township from which he may directly or indirectly benefit, or in the compensation for work done or for materials or supplies furnished to the township, or to any contractor, or other person furnishing the same to the township, nor shall be participate in any profits of such contractor or other person or receive any compensation, commission, gift or other reward for his services except for his services except the salary or fees established by law or by ordinance or resolution of the township committee.
b. 
No governing body member, officer or employee elected or appointed in the township shall accept or solicit anything of value as consideration for or in connection with the discharge of his official duties other than the fee or compensation prescribed pursuant to law.
c. 
Any officer or employee who violates any pro-vision of this section or of any statute or ordinance relating to conflict of interest shall be deemed guilty of misconduct in office and liable to removal from office therefor. Any officer or employee who shall knowingly permit any provision of this section to be violated by any of his subordinates shall also be guilty of misconduct in office and liable to removal therefor.
All offices of the Township of Roxbury shall be open five days each during those hours established by resolution of the township committee, except Saturdays, Sundays and legal holidays.
The employment policies established herein are intended:
a. 
To provide the township committee with an instrument for better budgeting.
b. 
To eliminate guesswork and needless negotiation when hiring an employee or when making a meritorious promotion.
c. 
To assure a faithful and deserving employee of an adequate and reliable wage progression.
d. 
To reward such employee for the years of service devoted to the township.
e. 
To enable the township committee to fix salaries of township personnel to accord with cost of living or other economic or social changes.
The provisions of this section shall apply alike to all officers, employees or positions in the township regardless of the time of the creation of the office or position or of the time of the appointment or the employment of the officer or employee.
All personnel for the township shall be appointed or hired by the township committee or by the municipal administrator.
No full time municipal employee shall engage in any outside employment which will impair the performance of his duties or be detrimental to the municipal service.
The township committee shall have the power to remove any employee or appointed official, on any formal charge, whenever the interests of the township demand such a removal.
Every officer and employee of the township, upon the expiration of his term for any cause whatsoever, shall deliver to his successor all books and records of his office which may be the property of the township; and, if no successor has been appointed within two weeks after the termination of office such property shall be delivered either to the township committee or to the municipal administrator.
All officers and employees of the township shall receive such salaries as may be provided by ordinance or by contract. No officer or employee shall be entitled to retain any portion of any fees collected by him in the performance of his duties as municipal officer or employee.
a. 
Employees may request reimbursement of tuition for courses taken by them which relate to the position at which they are employed, or, if in the opinion of the majority of the township committee, the course or courses would provide the employee with knowledge or training beneficial to the township.
b. 
Reimbursement shall not be made unless the employee desiring to take such course or courses obtains permission of his department head or supervisor and the township committee prior to taking such course.
c. 
Employees requesting reimbursement shall accompany their voucher with a copy of the certificate showing satisfactory completion of such course or courses.
d. 
Unless specifically otherwise provided, courses will be taken on the employee's own time, not during normal working hours.
An employee obtaining a special license, such as a sewer operators State license, may receive additional compensation as may be established in the salary section by the township committee, provided that his acquisition of such license will enable him to perform duties or functions necessary to a township operation.
a. 
Definition.
SICK LEAVE
shall mean paid leave that may be granted to each full time and regular part time employee who because of sickness or injury becomes incapacitated to a degree that makes it impossible for him to perform the duties of his position, or who is quarantined by a physician because he has been exposed to a contagious disease.
b. 
Each full time and regular part time employee shall accumulate sick leave on the basis of one day sick leave for each full month of employment.
c. 
Sick leave may be accumulated without limit during each employee's length of service.
d. 
The employer may request a physician's certificate as sufficient proof of the need for sick leave if the absence exceeds three consecutive days, or in the case of repeated absences.
e. 
Accumulated sick leave may be used by an employee for illness in his immediate family which requires his attendance upon the ill person, for quarantine restrictions, or for disabling injuries. The term "immediate family" for the purpose of this paragraph shall mean and refer only to the employee's spouse, child or parent.
f. 
Sick leave shall not be allowed for ordinary dental care, nor for the services of an oculist for normal eye care as such professional services are readily available outside of hours.
g. 
Since it is impossible to determine the number of sick days taken by any individual employee, each employee will be credited with sick leave days accumulated as of January 1, 1968, based on 50 percent of the total number of days of entitlement since his initial date of employment.
Example: John Doe was hired as of January 1, 1961. As of December 31, 1967, he would have accumulated 84 sick days. (Seven years times 12 days per year.) He would receive credit as of January 1, 1968 for 42 accumulated sick leave days.
h. 
After an employee has used his accumulated sick leave, any additional time required for his convalescence may, with such employee's consent, be charged against vacation leave.
i. 
An employee's salary shall cease upon use of all of his accumulated leave.
j. 
Any absence not allowable under any of the provisions of the absence and leave policy defined herein shall result in a loss of pay to that employee at the rate of 1/260th of the employee's base salary for each day's absence.
k. 
An employee who is certified as absent on account of a disability or accident caused in the usual course of his employment and directly in the line of duty shall not have such absence charged against his accumulated sick leave.
Leave with pay, not exceeding three days, shall be granted by the municipal administrator to any employee, in the event of death in his immediate family. For the purpose of this section "immediate family" shall include: (1) the employee's spouse, child, parent, brother or sister; (2) the child, parent, brother or sister of his spouse, or (3) a relative living under the same roof.
a. 
Any full time employee who is a member of the National Guard, Naval Reserve, Air National Guard, or a reserve component of any of the Armed Forces of the United States and is required to engage in field training, shall be granted a military leave of absence for the period of such training as is authorized by law. This leave of absence shall be in addition to his vacation. His compensation for such period of training shall be at his full pay less any amounts paid him for such field training.
b. 
When an employee, not on probation, has been called to active duty or inducted into the Armed Forces of the United States, he shall be granted an indefinite leave of absence, without pay, for the duration of such active military service. Each employee may be reinstated without loss of privileges or seniority provided he reports for duty within 60 days following his honorable discharge from military service.
a. 
The following days or dates shall be considered as holidays for all full time and regular part time employees with all township offices closed and normal operations suspended. All such employees will receive normal pay on these dates:

In addition to the above holiday entitlement, employees shall receive two holidays of their choice which they may take at their discretion after receiving the prior approval of their supervisor subject to the manpower needs of the township.
b. 
An employee required to work on a holiday shall be given an alternate day off.
c. 
Whenever any of the aforementioned days or dates fall on a Saturday. the Friday immediately preceding such Saturday, shall be deemed a holiday; or whenever any of the aforementioned days or dates fall on a Sunday, the Monday next following shall be deemed a holiday.
a. 
All full time and part time regular employees shall be entitled to and receive vacation with pay in accordance with the following schedules:
In the first calendar year of employment vacation entitlement shall be calculated at 10/ 12 of a day for each full month of employment, not to exceed ten days for the first calendar year. Thereafter, vacation entitlement shall be calculated as follows:

b. 
Any new employee may not accrue nor take vacation leave until they have worked for the township for at least six months. After six months of service, they shall be entitled to vacation earned for that first six months.
c. 
Vacation days for all employees who have been with the township for at least one year shall be made available to the employees on January 1 of the calendar year. Employees shall notify their supervisor of their requested vacation schedule by March 15, although vacations may be taken at any time during the year. If employment is terminated during the year, the amount of actual vacation entitlement shall be based upon the ratio of the number of weeks actually worked to the entire year. The employee shall then be compensated for this accrued but unused vacation or he shall reimburse the township for unaccrued but used vacation.
d. 
The township will schedule vacations in accordance with the manpower needs and job assignments of the township. The township shall assign the first two weeks of vacation on the basis of the department seniority of the employees. Selection of vacation periods in excess of two weeks shall be made after all other vacations have been scheduled. Eligible employees may take all of their vacation in consecutive weeks if permitted by the work schedule as determined by their supervisor.
e. 
Vacation shall not be cumulative and must be taken during the calendar year, unless circumstances are such that an employee cannot be spared by the department head or supervisor. In this case, any employee who wishes to carry over accrued vacation to the following year must request approval from the manager by December 1st. All carryover days must be used by March 31st of the following year.
f. 
The vacation schedule in paragraph a. is based upon a seven hour day - 35 hour week or eight hour day, 40 hour week wherein a "vacation day" equals a normally scheduled tour of duty. Any employee assigned to an alternate work schedule will receive an equivalent number of hours of vacation leave or scheduled duty tours off.
a. 
Upon termination employment for reasons other than retirement or death, an employee shall receive the following payment:
1. 
Any unpaid earned salary to date of termination.
2. 
Any accumulated earned but unused vacation
3. 
Any unused earned holiday pay.
b. 
Upon death or retirement, in accordance with the provisions of the particular retirement system of which the employee is a member, the employee shall receive the following payment:
1. 
Any unpaid earned salary to date of death or retirement.
2. 
Any accumulated earned but unused vacation
pay.
3. 
Any unused earned holiday pay.
4. 
Any accumulated but unused sick leave at a rate of ten ($10.00) dollars per day with no maximum.
For salary grades and ranges, wages, compensation and fees of all officers and employees of the township, see annual salary ordinances and collective bargaining agreements of the township. Such ordinances and agreements are not included in these Revised Ordinances, but are saved from repeal. See Adopting Ordinance.
a. 
Specific Provisions. The standard work week for all regular full time officers and employees within the administrative group shall be 35 hours per week. A working day shall consist of seven and one-half hours with one-half hour per day allowed for lunches.
b. 
Regular Part-Time Office Employees.
1. 
Definition. For the purposes of administration of this guide a regular part-time office employee shall be defined as any office employee who is required to perform his duties on a regular basis, totaling less than 35 hours per week.
2. 
Compensation. Regular part-time office employees shall be compensated at a percentage of the pay for full time office employees.
Example: If an employee is scheduled to work four (4) hours daily, twenty (20) hours per week, the employee shall receive compensation equal to twenty-thirty-fifths (20/35ths) of the salary paid to a regular full time employee on that step of the particular category applicable.
3. 
Any employee on sick leave and receiving his normal compensation, who, in addition qualifies for payment under Worker's Compensation weekly benefits, shall during the period he is receiving such weekly benefits, be entitled only to that portion of his regular salary which with Worker's Compensation payments, equals his normal salary.
c. 
Police Department.
1. 
Additional Allowances. In addition to the salaries set forth in the salary ordinance, all members of the police department shall receive all allowances and benefits provided for in any collective bargaining agreement affecting the police department but which are not otherwise provided for in this section.
d. 
Public Works Department.
1. 
Additional Allowances. In addition to the salaries set forth in the salary ordinance, all members of the public works department shall receive all allowances and benefits provided for in any collective bargaining agreement affecting the public works department but which are not otherwise provided for in this section.
A pension in the sum of one thousand two hundred ($1,200.00) dollars per annum shall be paid to the widow or to the minor child or children of a volunteer fireman who shall have died as the result of injuries sustained in the course of performance of duty as a member of a township volunteer fire company, as provided in Sections 43: 12-28. 1 et seq. of the Revised Statutes of the State of New Jersey.
The pension shall be paid to the widow, during her widowhood, or to the minor child or children of such fireman, if he shall leave no widow surviving him, or to such minor child or children after the death of such widow.
Provisions shall be made in the municipal budget for the payment of any such pension which shall be paid in the same manner as municipal employees are paid.
