[HISTORY: Adopted by the Borough Council of the Borough of Royersford 12-11-1984 by Ord. No. 639 (Ch. 1, Part 5, of the 1990 Borough Code of Ordinances). Amendments noted where applicable.]
There is hereby established a Police Department in and for the Borough of Royersford.

A. 
The Chief of Police shall be the chief executive police officer of the Police Department. He/she shall administer the Police Department and shall have supervision over its members in the exercise of their powers, duties and authority pursuant to statutory law, ordinances of this Borough and such regulations adopted from time to time by the Borough Council. The Chief of Police shall be appointed by the Borough Council subject to statutory law.
B. 
Subordinate to the Chief of Police, the following classifications are hereby established:
(1) 
Sergeant.
(2) 
Corporal.
(3) 
Patrolman. The priority of authority among such subordinates' classifications shall be in the order above listed.
C. 
To be eligible for promotion to corporal of police with the Royersford Police Department, an applicant must meet the following criteria:

(1) 
Must be a full-time police officer with the Borough of Royersford;
(2) 
Must have been employed with the Borough of Royersford Police Department for two years; and
(3) 
Must have five years' full-time police officer experience.
D. 
To be eligible for promotion to sergeant of police with the Royersford Police Department, an applicant must meet the following criteria:

(1) 
Must be a full-time police officer with the Borough of Royersford;
(2) 
Must have been employed continuously with the Royersford Borough Police Department for five years.
E. 
Both corporals and sergeants shall serve a probationary period of one year. During the probationary period, each can be reduced to his/her previous rank and salary without a hearing, in accordance with the civil service provisions and Borough Code.

The number of persons to serve in each such classification on a full-time and/or part-time basis, and the compensation of each, shall be determined by the Borough Council of the Borough of Royersford from time to time pursuant to applicable Acts of Assembly.
Subject to civil service provisions of the Borough Code of the Commonwealth of Pennsylvania,[1] and as may otherwise be provided by law, Borough Council shall from time to time designate the individuals assigned to each classification or office and the compensation received by them.

The Police Department and the members thereof shall have such powers, duties and authority as may from time to time be set forth by Borough Council and as otherwise provided by law, including but not limited to enforcement of Borough ordinances and statutes of the Commonwealth of Pennsylvania.
Nothing therein contained shall affect the authority of the Mayor to appoint special policemen during emergencies, as provided by law.
The Borough Council of the Borough of Royersford may, by resolution, adopt a manual for the Police Department for the Borough of Royersford.
