There is hereby created in and for the Borough of New Stanton an emergency relief program to address emergency, social, economic and environmental needs of the Borough and to deal with and eliminate conditions which are detrimental to the health, safety and public welfare of the citizens of the Borough caused by emergency or disaster conditions which are detrimental to the health, safety and public welfare of the citizens of the Borough and individuals present in the Borough.

To assist the Borough Council in the administration of the emergency relief program, there is hereby created a Board of 11 members, all of whom shall be appointed by the Borough Council for terms of three years with the initial Board consisting of the following named individuals appointed for the following terms: (Here followed the names and terms of the initial Board members.)

The Advisory Board shall organize itself as it sees fit insofar as officers and rules of conduct for meetings and action by the Board. The Advisory Board shall, upon the request of the Council and at other times as the Advisory Board so determines, make recommendations to the Borough Council concerning the emergency relief programs undertaken by the Borough, and said Board shall undertake and perform those activities as requested by the Borough Council in fulfillment of the objectives and purposes and within the guidelines as established by the Borough Council for such emergency relief programs. The Chairman of the Finance Committee of the Borough Council is hereby granted the discretion and is authorized to expend funds to the extent available from the emergency relief program monies for temporary food, shelter or transportation needs of individuals within the Borough who are without such funds or resources caused by a temporary emergency or disaster situation.

The Borough Council shall, by resolution, set forth the purposes, objectives, means and methods by which the particular emergency relief programs shall be established and administered.

It is hereby declared to be the intention of the Borough Council of the Borough of New Stanton to establish a permanent emergency relief apparatus to deal with future emergency disaster situations that may arise, as well as dealing with the current emergency situation.
