There is hereby created and established in the Borough a Planning Commission to be known as the "Planning Commission of the Borough of New Stanton."

The Planning Commission of the Borough shall consist of seven members, all of whom shall be residents of the Borough of New Stanton. At least five of the seven members of the Planning Commission shall be citizen members. A "citizen member" is an individual who does not hold or serve in any other office of the Borough nor is employed in any other capacity by the Borough.

Except for the Borough's elected or appointed officers who also serve on the Planning Commission of the Borough and the Borough's employees who also serve on the Planning Commission of the Borough, all other members of the Planning Commission of the Borough shall be compensated $50 per Planning Commission meeting that each member attends, but only to the extent that said compensation does not exceed $1,200 per year.

1. 
The members of the Planning Commission of the Borough shall be appointed by the Council of the Borough. The terms of each of the members of the Planning Commission shall be four years or until a successor is appointed and qualified, except that the terms of the members first appointed pursuant to this Part shall be as follows:
A. 
Two of the members of the Planning Commission shall be appointed for a term of one year.
B. 
Two of the members of the Planning Commission shall be appointed for a term of two years.
C. 
Two of the members of the Planning Commission shall be appointed for a term of three years.
D. 
One of the members of the Planning Commission shall be appointed for a term of four years.

The Planning Commission of the Borough of New Stanton shall have and exercise those powers and duties conferred upon planning commissions by the Municipalities Planning Code, 53 P.S. § 10101 et seq.

The Planning Commission shall keep a full and accurate record of its business and shall monthly make a written report of its activities to the Borough Council by March 1 of each year.
