(a) 
A person who may be engaged in:
(1) 
Erecting or making an addition to a building;
(2) 
Paving a street;
(3) 
Constructing a sewer or drain;
(4) 
Laying pipes or conduits for gas, water, electricity, or other purposes; or,
(5) 
Making excavations or causing obstructions of any kind whatsoever, in or upon a street or sidewalk, whereby accidents or injuries might be occasioned, shall protect the excavation or work in a manner so as to prevent accidents or injuries to persons or property passing through the streets.
(b) 
Such protection shall be continued until the obstruction is removed which must be no longer than three (3) months from the beginning of the obstruction.

(a) 
No later than thirty (30) minutes after sunset until thirty (30) minutes after dawn every day, a person shall place upon or by an obstruction, at all points necessary to afford proper warning, suitable and sufficient lights.
(b) 
Such lights shall be kept burning through each night during the continuance of the obstruction.

A person using a street or sidewalk for a purpose mentioned in Section 13:3-1 shall cause the street and sidewalk on completion of the work, to be left in a condition comparable to the condition of the street, before the work was begun, to the satisfaction of the Director of Public Works or his designee.
