No person shall park any vehicle on any of the streets or portions thereof in the City, listed in Section 16A-20, Schedule XX and designated as Snow Streets whenever snow has fallen and accumulation is such that it covers the streets and highways.
The above parking prohibition shall take effect immediately after
the snow has covered the streets and remain in effect until the snow
has either been removed or disappeared to such an extent that parking
will not interfere with the normal flow of traffic.
The Chief of Police or his designee, is authorized to declare an
emergency and to direct the posting of temporary "Emergency No Parking"
signs when weather conditions, accidents, fires, public celebrations
or any other conditions would create a situation where the parking
of vehicles would interfere with the free flow of traffic; or which
would hinder and obstruct the City authorities in the performance
of their necessary functions and duties in reducing or preventing
hazards caused thereby.
Notification that the "Emergency No Parking" signs are being or will
be posted shall be given to the operator or owner of any vehicle which
has been parked prior to the posting of the signs.
Any occupied or unoccupied vehicle parked in violation of this article
shall be deemed a nuisance and a menace to the safety and proper regulation
of traffic and any peace officer may provide for the removal of such
vehicle.
The "Emergency No Parking" signs shall conform with Sketch No. R9-651,
Streets Snow Covered, and Sketch No. R9-655, Emergency No Parking,
prepared by the Traffic Safety Service, New Jersey Division of Motor
Vehicles.
