The executive power of the Township shall be exercised by the
Mayor, who shall serve in that capacity on a full-time basis.

The Mayor shall enforce the charter and ordinances of the Township
and all general laws applicable thereto. The Mayor shall annually
report to the Council and the public on the work of the previous year
and on the condition and requirements of the municipal government
and shall make such recommendations for action by the Council as he/she
may deem in the public interest. The Mayor shall supervise all of
the Departments of the municipal government and shall require each
Department to make an annual and such other reports of its work as
he/she may deem desirable.

The Mayor shall designate the Business Administrator, any other
Department Head, or the Township Clerk to act as Mayor whenever the
Mayor is prevented by absence from the Township, disability or other
cause from attending to the duties of his office. During such time
the person designated by the Mayor shall possess all the rights, powers,
and duties of the Mayor.

a. Appointments. Each Department Head shall be appointed by the Mayor,
with the advice and consent of Council.
b. Removal. The Mayor may remove any Department Head after notice and
an opportunity to be heard. Prior to removing a Department Head the
Mayor shall first file written notice of his intention with the Council,
and the removal shall become effective on the twentieth day after
the filing of the notice unless the Council, prior thereto, shall
have adopted a resolution by a two-thirds (2/3) vote of the whole
number of the Council, disapproving the removal.

a. The municipal budget shall be prepared with the assistance of the
Chief Financial Officer and/or Treasurer. During the month of May,
the Mayor shall require all Department Heads to submit requests for
appropriation for the ensuing budget year, and to appear before the
Mayor or Chief Financial Officer or Treasurer at hearings, which shall
be held during that month, on the various requests.
b. On or before July 15, the Mayor shall submit to Council his recommended
budget together with such explanatory comment or statement as he may
deem desirable. The budget shall be in the form required by law for
municipal budgets, and shall have appended to it a detailed analysis
of the various items of expenditure and revenue. Council may reduce
any item or items in the Mayor's budget by a majority vote of the
Council, but an increase in any item or items therein shall become
effective only upon an affirmative vote of two-thirds (2/3) of the
members of Council.
c. The Council shall, where practicable, provide for the maintenance
of a system of work programs and quarterly allotments, for operation
of the budget. It shall be the duty of the officer or department administering
any such program to develop and report appropriate unit costs of budgeted
expenditures.
There is hereby created within the Office of the Mayor the position
of Chief of Staff, who shall be appointed by the Mayor, with the advice
and consent of Council, for the term of the Mayor appointing him/her
and until appointment and qualification of a successor, and to be
paid such compensation as shall be fixed from time to time by a general
salary ordinance, and who shall be the appointing authority for all
personnel and necessary to carry out the duties and functions of the
Chief of Staff.

The Chief of Staff shall be a Department Head and shall oversee
the administrative staff of the Office of the Mayor. Responsibilities
shall include: assisting the Mayor in evaluating plans, policies,
objectives and guidance by performing research and review of materials,
and assembly of factual information; collaborates with all stakeholders
to ensure effective implementation of major initiatives; provides
oversight and counsel on matters of communication strategy, social
media and messaging to Mayor and Council; oversees constituent relations;
coordinates with Business Administrator to prepare Mayor and Council
for Council meetings; advise on local policy and legislative matters;
maintains strategic community partnerships; represents Mayor and Council
at meetings and advisory boards; attends meetings for elected officials
as requested.
