There is created a Department of Engineering, the head of which
shall be the Township Engineering Administrator who shall be appointed
by the Mayor, with the advice and consent of Council, for the term
of the Mayor, appointing him/her and until appointment and qualification
of a successor. The Mayor may also appoint a Township Engineer, with
the advice and consent of Council, for the term of the Mayor appointing
him/her and until appointment and qualification of a successor. The
Engineering Administrator shall be the appointing authority for all
technical personnel and laborers necessary to carry out the function
of the Department.

The Department of Engineering shall be responsible for general
engineering including but not limited to the preparation of water,
sewer and sanitary as-builts, review of daily operational problems
relating to drainage, curbs and sidewalk programs, maintaining the
Tax Map on a current basis, maintaining the road map on a current
basis and general drafting and surveying work required by the various
Township Departments. The Director of the Department of Engineering
shall have the power, subject to approval of the Mayor and/or Council
and subject to budgetary appropriations to engage the Township Engineer
and/or outside engineering services to give technical and consultation
help on various projects.

The Department of Engineering shall:
a. Provide engineering services to the various departments, boards,
and agencies of the Township as directed by the Council, Mayor or
other authorized authority;
b. Prepare or review all plans and specifications for public works and
improvements undertaken by the Township either of force account or
by contract;
c. Provide and maintain maps, plans and specifications, surveys and
records with respect to public property, works and facilities owned
or operated by the Township government; and
d. The Township Engineering Administrator shall direct the Township
Engineer or a designated Engineer to attend all Planning Board meetings.
The Township Engineer or a designated Engineer shall attend Council
and Caucus meetings if directed by the Township Engineer Administrator
or Council members.
