The purpose of this chapter is to establish a Board of seven (7) residents of the Township of Barnegat to review and recommend to the Township Committee recreation programs and activities for the municipality. Primary emphasis shall be on future planning and development.

There is hereby created a Board to be known as the Recreation Commission of the Township of Barnegat.
The Board shall be appointed by the Township Committee and shall consist of seven (7) members. All members shall be noncompensated and shall be residents of the Township of Barnegat.
A. 
The term of said Board member shall be four (4) years except that the member first appointed shall hold office as follows: One (1) member shall hold office for two (2) years; two (2) members shall hold office for three (3) years; and two (2) members shall hold office for four (4) years. The terms of the two (2) additional members added by Ordinance No. 1995-12 shall initially be for a term of one (1) year and four (4) years respectively.

B. 
Vacancies on the Board shall be filled for their unexpired term only and all members shall serve until their respective successors are appointed.
The Recreation Commission, subject to the direction and control of the Township Committee and the Township Recreation Director, shall have the responsibility to perform the following:
A. 
Shall recommend and review all recreational programs;
B. 
Shall review the use and operation of all township parks and recreational facilities;
C. 
Shall advise and recommend rules and regulations for the public use of said areas and all recreational programs;
D. 
Review and recommend future development and planning of recreational facilities;
E. 
Shall submit annually, after review of the Recreation Director, a budget necessary for the performance of the above responsibilities.
In all respects operate through and under the direction and control of the Township Committee and the Recreation Director in accordance with the administrative procedures established within the Township of Barnegat.
