General Fees. Unless fees are otherwise specified in this chapter
or State statute, all Township departments of the Township of Edison
shall be authorized to charge for making available to the public copies
of all other public records at the following rate:

The public records of the Township of Edison shall be accessible
for examination and copying in accordance with N.J.S.A. 47:1A-1 et
seq., upon the terms and conditions herein provided. Such inspection
shall be made only at reasonable times during the business hours and
without interference with the conduct of the affairs of the office
or other place where such records are kept or maintained.

Prior to allowing access to any government record, the custodian
thereof shall redact from that record any information which discloses
the social security number, credit card number, unlisted telephone
number, or driver's license number of any person, in accordance with
N.J.S.A. 47:1A-5 and redact any personal information or information
otherwise protected by law.

A copy or copies of a government record may be purchased by
any person upon payment of the following fees:
| |||
$0.05 per letter size page or smaller
| ||||
$0.07 per legal size page or larger
| ||||

|
If the Township can demonstrate that its actual costs for duplication
of a government record exceed the foregoing rates, the Township shall
be permitted to charge the actual cost of duplicating the record.
The actual cost of duplicating the record, upon which all copy fees
are based, shall be the cost of materials and supplies used to make
a copy of the record, but shall not include the cost of labor or other
overhead expenses associated with making the copy except for a special
service charge as provided herein, if applicable.

Special Service Charges. Whenever the nature, format, manner
of collation, or volume of a government record embodied in the form
of printed matter to be inspected, examined, or copied pursuant to
this subsection is such that the record cannot be reproduced by ordinary
document copying equipment in ordinary business size or involves an
extraordinary expenditure of time and effort to accommodate the request,
the Township may charge, in addition to the actual cost of duplicating
the record, a special service charge of twenty-five ($25.00) dollars
per hour. A deposit of the estimated special service charge shall
be required prior to the request being processed and the full amount
of the actual special service charge shall be paid prior to the release
of the documents. The requestor shall have the opportunity to review
and object to the estimated special service charge prior to it being
incurred.

Mailing charges for any of said items shall be the actual postage
charge incurred by the Township.
| |||
7.
|
Access to electronic records and nonprinted materials shall
be provided free of charge, but the public agency may charge for the
actual costs of any needed supplies such as computer discs.

g.
|
Handling of Tax Sale Certificates.
| |||
1.
|
Discharge or Cancellation of Record of Tax Sale Certificates.
Upon redemption of a Tax Sale Certificate, the Tax Collector shall
send the certificate to the Middlesex County Clerk for cancellation
of record. The Township shall impose a charge of thirty dollars ($30.00)
to handle, process and mail the cancelled certificate to the County.
The Tax Collector shall collect the charge for each Tax Sale Certificate
redeemed or when service requested at any time after the redemption
occurred.

2.

Certificate of Redemption. In the event that an original redeemed
Tax Sale Certificate, already signed for cancellation by the Lien
Holder, is lost and needed to be replaced to prove payment, and/or
for processing of cancellation of record, the Tax Collector shall
issue a notarized certificate of redemption and impose a charge of
twenty-five dollars ($25.00) due upon the issuing.

Returned Checks.
| |||
1.
|
A service charge fee in the amount of twenty ($20.00) dollars
shall be charged to any resident, corporation, group, nonprofit group
or other legal entity ("payor") who tenders a check or other written
instrument and it is returned to the Township for insufficient funds.
In accordance with N.J.S.A. 40:5-18(b), the Tax Collector is authorized
to include the twenty ($20.00) dollar charge onto the Township's Tax
Sale list for any taxpayer who is delinquent in paying property taxes
or special tax assessments.

Any payor who has tendered insufficient funds to the Township
will be required, in the Director of Finance's discretion, to make
any and all future payments to the Township either cash, certified
or cashier's check.

3.
|
Township volunteers, Township sponsored organizations and senior
citizens are not exempt from the provisions of this section.
