a.
A department of public works is established, which shall consist of not more than ten (10) employees: one (1) superintendent of public works, one (1) assistant superintendent of public works; up to five (5) driver/operators, and up to three (3) laborers. Up to two (2) of the driver/operators may be assigned the additional duties of the position of working foreperson, with compensation pursuant to the applicable contract and salary ordinance.
b.
The superintendent is an officer of the borough whose duties consist of the supervision and management of the department of public works, under the control of the mayor and council. The superintendent shall be appointed by a resolution of the mayor and council. The superintendent will have and maintain all certificates required by State law.
c.
The other members of the department of public works shall be employees of the borough. Their appointment, and the terms and conditions of their employment, shall be as established by resolution of the mayor and council.
