a. 
Creation; Appointment. The positions of Manager of Public Lands and Assistant Manager of Public Lands are hereby created and established. The Manager and Assistant Manager of Public Lands shall be appointed to one (1) year terms by the Mayor, with the advice and consent of the Township Committee. Vacancies shall be filled for the unexpired term by appointment by the Mayor, with the advice and consent of the Township Committee.
b. 
Manager of Public Lands; Duties. The Manager of Public Lands shall have the following duties:
1. 
To create, for review and, if deemed appropriate, approval by the Township Committee, a budget for the use of funds from the open space and recreational trust fund;
2. 
To serve as project manager of site development for municipally owned all open space within the Township, in accordance with the Township's approved Forestry and Use Plans;
3. 
To serve as a liaison between the Township Committee and the Open Space Advisory Committee, Recreation Committee, and Environmental Commission with respect to matters pertaining to the FFP and development and maintenance of the Kids' Camp property;
4. 
To hire and manage temporary labor for the maintenance of Township facilities on municipally owned lands; and
5. 
To perform such other duties as the Township Committee may prescribe concerning the management of public lands within the Township.
c. 
Assistant Manager of Public Lands; Duties. The Assistant Manager of Public Lands shall assist and serve under the direction of the Manager of Public Lands in the performance of his or her duties, and shall perform such other duties as the Township Committee may prescribe concerning the management of public lands within the Township. In the absence or temporary disability of the Manager of Public Lands, the Assistant Manager shall perform the duties of the Manager of Public Lands.
