The rules and regulations promulgated herein apply to public parks and recreational areas and where applicable, to other lands owned or controlled by the Township and devoted to public use or purpose. Such activity shall be in accordance with the applicable regulations as are now or hereafter may be adopted.

MOTOR VEHICLE
Shall mean all on-road and off-road vehicles including but not limited to, cars, trucks, vans, motorcycles, mini-bikes, mopeds, go-cars, dune buggies, and dirt bikes, and any other similar vehicle of the type that is normally used on land for recreation, entertainment or pleasure.
RECREATION AREA
Shall mean any property owned or leased by the Township that is dedicated for open space and recreation purposes and which is open to the public either without charge or on a fee basis. The term includes, but is not limited to, playgrounds, parks, ball fields, swimming areas, beaches, natural education facilities, and any paths, roadways, sidewalks, and parking areas therein or adjacent thereto.

a. 
No person in a public park and recreation area shall:
1. 
Willfully mark, deface, disfigure, injure, tamper with or displace or remove any buildings, bridges, tables, benches, fireplaces, railings, paving, or paving materials, waterlines, or other public utilities or parts or appurtenances thereof, signs, notices, or placards, whether temporary or permanent, monuments, stakes, posts, or other boundary marker or other structure or equipment, facilities or parks property or appurtenances whether real or personal.
2. 
Dig or remove any soil, rock, sand, stones, trees, shrubs, or plants or other wood or material, or make any excavation by tool, equipment, blasting or other means or agency.
3. 
Construct or erect any building or structure of whatever kind, whether permanent or temporary, or run or string any public service utility into, upon or across or in any other way injure the natural beauty or usefulness of any area.
4. 
Damage, cut, carve, transplant or remove any tree or plant or injure the bark or pick flowers or seed of any tree or plant, dig in or otherwise disturb grass areas or in any other way injure the natural beauty or usefulness of any area.
5. 
Climb any tree or walk, stand or sit upon monuments, vases, planters, fountains, railings, fences or any other property not designated or customarily used for such purposes.
6. 
Hunt, molest, harm, frighten, kill, trap, pursue, chase, tease, shoot, or throw missiles at any animal, wildlife, reptile or bird; nor shall be remove or have in his possession the young of any wild animal or the eggs or nest or young of any reptile or bird.
7. 
Throw, discharge, or otherwise place or cause to be placed in the waters of any foundation, pond, lake, stream, or other body of water in or adjacent to any park or any tributary, stream, storm sewer or drain flowing into such water any substance, matter or thing, liquid or solid, which will or may result in the pollution of said waters.
8. 
Use park or recreational area trash receptacles for personal refuse removal or dumping of materials other than those generated from picnic use at the time of the particular visit.
9. 
Drive any motor vehicle or other power vehicle on any area except the park roads or parking areas or such areas as may on occasion specifically be designated as temporary areas by the Township Committee. All unlicensed motor vehicles or other power vehicles are prohibited from all parks and recreation areas.
10. 
Park a vehicle in other than an established or designated parking area and such shall be in accordance with posted directions there and with the instruction of any attendant who may be present. No owner or driver shall cause or permit his vehicle to stand outside of designated parking spaces, except for a reasonable time to take up or discharge passengers or equipment. No motor vehicle shall be parked in said park areas from one half (1/2) hour after sunset until sunrise, except as otherwise permitted.
11. 
Leave a vehicle standing or parked at night in established parking areas or elsewhere in park areas.
12. 
Leave a bicycle in a place other than a bicycle rack when such is provided and there is space available.
13. 
Ride a bicycle without reasonable regard to the safety of others.
14. 
Tennis courts shall be used for the express purpose of playing tennis. No person shall enter upon any court surface unless such person is wearing tennis shoes or sneakers. No person shall do any act which may cause damage to the surface, nets, fencing, or any other part of the tennis courts or surrounding property.
15. 
No person shall carry or posses firearms of any description or air rifles, spring guns, bow and arrows, slings or any other weapons potentially inimical to wildlife and dangerous to human safety or any instrument that can be loaded with and fire blank cartridges of any kind or trapping device. Shooting into park areas from beyond park boundaries is forbidden.
16. 
Use any portion of the picnic area or any of the buildings or structures therein for the purpose of holding picnics to the exclusions of other persons, nor shall any person use such areas and facilities for an unreasonable time if the facilities are crowded without permit. With a permit, persons may use facilities described in that permit for the time allotted in that permit. Some areas of the park may not be exclusive by permit. Unless a permit has been issued, use of individual fireplaces, picnic tables and picnic benches shall be on a "first come, first served" basis.
17. 
Leave a picnic area before the fire is completely extinguished and before all trash is placed in the disposal receptacles where provided. If no such trash receptacles are available, then the picnicker should properly dispose of trash elsewhere and shall carry trash away from the park area.
18. 
Set up tents, shacks or any other temporary shelter at any time for any purpose, nor shall any person leave in a park after closing hours any movable structure or special vehicle to be used or that could be used for such purpose, such as house trailer, camp trailer, camp wagon or the like.
19. 
Take part in or abet the playing of any games involving thrown or otherwise propelled objects such as stones, arrows, javelins, horseshoes, quoits or model airplanes except in those areas set apart for such forms of recreation. The playing of rough or comparatively dangerous games such as football, baseball or lacrosse is prohibited except on fields and courts or areas provided therefor. Roller skating shall be confined to those areas specifically designed for such pastime.
20. 
No horses are permitted in park area at any time except for special events or by special permit from the Township Committee or in specially designated areas.
b. 
While in a public park or recreation area, all shall conduct themselves in a proper and orderly manner and, in particular, no person shall:
1. 
Have alcoholic beverages or illegal drugs in one's possession.
2. 
Have in one's possession or set or otherwise cause to explode or discharge or burn any firecrackers, torpedo rockets, or other fireworks or explosives of inflammable material without appropriate permit. At the discretion of the Township Committee, permits may be given for conducting properly supervised fireworks in designated park areas.
3. 
Bring animals of any kind to a park at any time, except that dogs used as guides for visually or otherwise impaired persons and commonly known as "seeing eye" dogs shall be permitted when being actively worked as seeing eye dogs during their presence in the park or if they are in training with proper identification, or in specified designated areas.
4. 
Solicit alms or contributions for any purpose, whether public or private, without a permit.
5. 
Build or attempt to build a fire except in such areas and under such regulations as may be designated by the Recreation Committee. No person shall drop, throw or otherwise scatter lighted matches, burning cigarettes or cigars, tobacco, paper or other inflammable material within any park or on any highways, roads, or streets abutting or contiguous thereto.
6. 
Enter an area posted as "Closed to the Public" nor shall any person use or abet in the use of any area in violation of posted notices.
7. 
Gamble or participate in or abet any game of chance except in such areas and under such regulations as may be designated by the Township Committee.
8. 
Sleep on the seats or benches or other areas or engage in loud, boisterous, threatening, abusive, insulting or indecent language or engage with the purpose to offend the sensibilities of a hearer or in reckless disregard of the probability of so doing, in the making of unreasonable loud and offensively coarse or abusive language, given the circumstances of the person present and the setting of the utterance.
9. 
Fail to produce and exhibit any permit from the Township Committee one claims to have upon request of any authorized person who shall desire to inspect the same for the purpose of enforcing compliance with any ordinance or rule.
10. 
Disturb or interfere unreasonably with any person or party occupying any area or participating in any activity under the authority of a permit.
11. 
Expose or offer for sale any article or thing, nor shall one station or place any stand, cart, or vehicle for the transportation, sale or display of any such article or thing. Exception is here made as to any regularly licensed concessionaire acting by and under the authority and regulation of the Township of Frelinghuysen.
12. 
Paste, glue, tack or otherwise post any sign, placard, advertisement or inscription whatsoever, nor shall any person erect or cause to be erected any sign whatsoever on any public lands or highways or roads adjacent to a park.
c. 
A parent, guardian, or other person having legal custody of a child under eighteen (18) years of age is responsible for the behavior of the child at municipal facilities. Pursuant to State law (N.J.S.A. 2A:53A-15), such a responsible person who fails or neglects to exercise reasonable supervision and control of the conduct of such child shall be liable in a civil action for any willful, malicious or unlawful injury or destruction by such child of the real or personal property of another.
d. 
Inappropriate conduct not expressly addressed herein may be subject to prohibition and penalty under the laws of the State of New Jersey.
a. 
Except for unusual and unforeseen emergencies, parks shall be open to the public every day of the year during the designated hours. The opening and closing hours for each individual park shall be posted therein for public information and shall be determined from time to time by resolution of the Township Committee.
b. 
Any section or part of any park may be declared closed to the public by the Township Committee at any time, for any interval of time, either temporary or at regular and stated intervals (daily or otherwise) and either entirely or merely to certain uses as the Township Committee shall find reasonably necessary.
c. 
Permits must be obtained for any event to be held in any park, playground, or recreational facility, or for use by any group exceeding twelve (12) persons for a program not sponsored by the Township, in accordance with the following procedures:
1. 
A person seeking issuance of a permit hereunder shall be at least eighteen (18) years of age and file an application with the Township Clerk stating:
(a) 
The name and address of the applicant to the Township Clerk at the Municipal Building during regular business hours.
(b) 
The name and address of the person, persons, corporation or association sponsoring the activity and the name of participants.
(c) 
The day and hours for which the permit is desired.
(d) 
The park or portion thereof for which the permit is desired.
(e) 
Any other information, which the Township Committee shall find reasonably necessary to a fair determination as to whether a permit should be issued hereunder.
2. 
The Township shall issue a permit upon making the following findings:
(a) 
That the proposed activity or use of the park will not unreasonably interfere with or detract from the general public enjoyment of the park.
(b) 
That the proposed activity and use will not unreasonably interfere with or detract from the promotion of public health, welfare, safety and recreation.
(c) 
That the proposed activity or uses that are reasonably anticipated will not include violence, crime or disorderly conduct.
(d) 
That the proposed activity will not entail extraordinary or burdensome expense or police operation by the Township.
(e) 
That the facilities desired have not been previously reserved for any use at the date and hour requested in the application.
3. 
The issuance of a permit shall bind a permittee and all attendees to all applicable ordinances, park rules and regulations as though the same were fully set forth in the permit.
4. 
The person or persons to whom the permit is issued, as a condition of its issuance, must agree to be personally responsible for cleanup of the used area and for any loss, damage, or injury caused by the event or group. Applications must include a deposit of one hundred ($100.00) dollars to be held by the Township to pay for repairs or cleanup, if necessary. The deposit is to be refunded to the applicant upon satisfactory inspection of the premises.
5. 
Prior to the commencement of any activity or issuance of any permit, the Township Committee shall have the right to require any permittee to submit evidence of liability insurance covering injuries to members of the general public arising out of such permitted activities in such amounts as determined by the Township's insurance representatives.
6. 
Revocation. The Township Committee shall have the authority to revoke a permit upon a finding of violation of any rule or ordinance or upon good cause shown.

a. 
In addition to the Rules and Regulations set forth in this Chapter, the following Rules and Regulations shall be applicable to the Frelinghuysen Forest Preserve ("FFP"). In the event of a conflict between the terms of this subsection 22-1.5 and any other provision of this Chapter, the terms of this section shall take precedence with respect to the Frelinghuysen Forest Preserve.
b. 
General Rules:
1. 
Hours: The FFP shall be open to the public between sunrise and sunset.
2. 
Smoking: Smoking is prohibited on all preserve property.
3. 
Pets: Pets must be leashed at all times. All pet waste must be picked up and removed from the property. With the exception of companion or assistance animals, pets are prohibited from entering indoor facilities.
4. 
Littering: Littering is strictly prohibited. All garbage and trash shall be removed from the property upon leaving the FFP.
5. 
Vehicles and Parking:
(a) 
Parking for the FFP South property is provided at the Lincoln Laurel Road parking area across from the FFP South sign.
(b) 
Motorized vehicles are prohibited on grass or trails.
(c) 
Vehicles must be parked in designated area.
(d) 
Vehicles may not be parked in parking areas overnight.
6. 
Alcoholic Beverages: Alcoholic beverages are prohibited without a permit. With a permit, alcoholic beverages are allowed only in designated areas of the FFP.
7. 
Glass Containers: Glass containers are not allowed.
8. 
Plants and Wildlife:
(a) 
Collection of plants and animals is strictly prohibited. This includes harvesting firewood; collecting mushrooms, wildflowers or other wild plants and their seeds; and otherwise removing or damaging any plants or trees.
(b) 
Hunting or trapping is not allowed on any Frelinghuysen Forest Preserve property. Visitors may not kill, injure or otherwise disturb any animals or their nests.
(c) 
Feeding of wildlife is strictly prohibited.
9. 
Firearms and Weapons: No firearms or other weapons are allowed on the FFP property, with the sole exception of archery as may be permitted by the Township Committee.
10. 
Archaeology, Salvage and Preservation of Property:
(a) 
Any and all historic or prehistoric ruins found in the Frelinghuysen Forest Preserve are the property of Frelinghuysen Township and may not be removed without consent.
(b) 
Metal detecting is prohibited.
(c) 
Patrons may not alter, deface, damage or otherwise change any monuments, either natural or man-made, within the Frelinghuysen Forest Preserve property.
11. 
Recreational Activities:
(a) 
Swimming in any natural body of water is prohibited.
(b) 
Non-motorized boating is allowed in the two (2) large ponds on the FFP property.
(c) 
Boating is prohibited in all vernal (seasonal) ponds.
(d) 
Model airplane and drone flying is prohibited.
12. 
Commercial Activity:
(a) 
Vendors must obtain a license pursuant to Section 4-3 to conduct business on the FFP property.
(b) 
Patrons may not post advertisements on the FFP property.
13. 
Picnics:
(a) 
Permits are required for groups of twenty (20) or more.
(b) 
Picnicking may be prohibited in certain areas. Please observe posted signs.
14. 
Trails:
(a) 
Trail users are asked to be polite and courteous to fellow visitors.
(b) 
Mountain biking is allowed only on designated trails.
(c) 
Trail users must ride or walk on the right side of the trail.
(d) 
Trail users must give an audible warning before passing others. Announce yourself and slow down to pass.
(e) 
Trail users must obey all signs.
(f) 
Speeding is not allowed.
(g) 
Dogs must be leashed and in control on the right side of the trail.
(h) 
Helmets are recommended for all riders, and required for riders sixteen (16) and under.
(i) 
Bicyclists and horses must ride single-file.
(j) 
Stopping is allowed only on the shoulder of the trail.
(k) 
Users shall travel at a responsible, controlled speed. No racing is allowed.
(l) 
Users of paved trails shall stay in their own lane.
(m) 
Equestrian use of paved trails is prohibited.
(n) 
On unpaved trails, bicyclists and equestrians must stay on designated trails. Bicyclists shall yield to hikers and equestrians. Hikers shall yield to equestrians. Trail users shall ask for permission from equestrians prior to passing them.
(o) 
Hikers and snowshoers shall stay out of cross-country skiing tracks.
15. 
Winter Sports:
(a) 
Cross-Country Skiing: Cross-country skiing is permitted in all areas of the FFP. Skiers shall not endanger other FFP users and shall abide by the following:
(1) 
Ski to the right: Ski the right-hand track when available. Groups should ski single file on the right side of the trail.
(2) 
Meeting: Keep to the right when meeting. On hills, downhill skiers have the right of way.
(3) 
Poles In: Keep your poles close to your body when near other skiers.
(4) 
Keep Trails Clear: If you stop, get out of the track. If you fall, get up and out of the track quickly.
(5) 
Watch Your Speed: Suit your skiing speed to your personal ability, the terrain, visibility especially on hills. Keep a safe distance from skiers ahead. As a last resort, fall intentionally to avoid a collision.
(b) 
Snowmobiling: Snowmobiling is prohibited in the Frelinghuysen Forest Preserve.
(c) 
Sledding:
(1) 
Visitors who sled in the Frelinghuysen Forest Preserve do so at their own risk.
(2) 
Proper use of appropriate sledding devices which are in good repair and have no sharp edges is required. Use of skis (in sledding areas), non-winter style tubes, carpets, snowboards and metal-railed sleds is strictly prohibited.
(3) 
Unauthorized building of ramps, bumps, moguls, hills or jumps out of a material or substance is strictly prohibited.
(4) 
Children under the age of twelve (12) should wear a bicycle or multi-sport helmet and must be supervised by an adult.
(5) 
The Township reserves the right to refuse admittance to sledding hills by anyone who fails to comply with the Rules and Regulations.
(d) 
Ice Skating: Ice skating is permitted in designated areas only. Visitors use the FFP skating areas at their own risk.
16. 
Fishing:
(a) 
All fishing in the preserve is catch and release. Practicing CPR (catch, photograph and release) will help maintain the preserve's fisheries.
(b) 
Fishing is allowed only in designated areas.
(c) 
Bow and arrow fishing is not permitted.
(d) 
A valid sport fishing license is required.
(e) 
All waters within the preserve are designated "Fish Preserves." Each fisherman is limited to two (2) lines with no more than two (2) hooks per line and no trolley lines. Additional preserve regulations regarding size, creel limit and/or closings may be in effect and will be posted when applicable. These special regulations are used for management of the preserve's waters and to improve fish populations.
(f) 
Anyone required to have a valid State fishing license must also have a valid State Inland Trout Stamp when fishing for trout within the preserve's trout lakes.
(g) 
Ice fishing is permitted only in designated areas. All ice fisherman fish at their own risk as the preserve does not monitor ice conditions. Ice fishermen should check ice thickness before going out on any frozen body of water. A minimum of four (4) inches of solid ice over the entire lake is recommended before individuals attempt ice fishing.
(h) 
Patrons may not release any fish, including minnows and goldfish, in any preserve water, except in the waters from which they were taken.
(i) 
Patrons must dispose of their fishing line properly. Discarded fishing line presents a hazard to birds and other wildlife.
17. 
Boating:
(a) 
Boating is permitted in designated areas only. No watercraft other than rowboats, canoes and kayaks shall be permitted. Motorboats are prohibited.
(b) 
Radio controlled boats and floatplanes are prohibited.
(c) 
Personal flotation devices, as mandated by Federal law, are required for all watercraft.

a. 
The Frelinghuysen Township Managers of Public Lands shall enforce these Rules and Regulations, and shall have the power to issue summonses for violations.
b. 
In the event that any person is found guilty of a violation of subsection 22-1.5 of this Code, a fine in the amount of fifty ($50.00) dollars may be imposed. In the event of a second violation, a fine of one hundred ($100.00) dollars may be imposed. In the event of any subsequent violations, a fine of two hundred fifty ($250.00) dollars may be imposed.

Fees for programs sponsored by the Township shall be set by resolution of the governing body.

a. 
The Township Committee, Recreation Committee, duly appointed park attendants or any law enforcement officer shall, in connection with his duties imposed by law, diligently enforce the provisions of this chapter.
b. 
Any law enforcement officer or any park attendants duly appointed by the Township Committee shall have the authority to eject from the park area any persons acting in violation of this chapter.
c. 
Any law enforcement officer or any park attendants duly appointed by the Township Committee shall have the authority to seize and confiscate any property, thing or device in the park used in violation of this chapter.
d. 
Violations of this chapter addressed by State law or regulation shall be prosecuted as provided thereby. Any person violating any of the provisions of this chapter or any rule or regulation promulgated pursuant thereto shall, upon conviction, be subject to fines at the discretion of the judge, for each violation a sum of not less than one hundred ($100.00) dollars nor more than five hundred ($500.00) dollars or be imprisoned for a term not exceeding ten (10) days, or both.

The Frelinghuysen Township Mayor and Committee have determined that whitetail deer management on municipally owned property is a necessary duty of the Township to ensure that the health of the whitetail deer herd is maintained, plant and animal life which make up the ecosystems of the natural areas within the Township are not irreparably damaged or destroyed and to ensure the safety and welfare of the residents of the Township.

For the purpose of this Article, terms used herein shall be defined as set forth in the regulations promulgated by the State of New Jersey, Division of Fish and Wildlife.

a. 
General Restrictions. Except as expressly permitted herein, hunting is prohibited on municipally owned property. Harvesting white-tailed deer on municipally owned property shall be permitted only in strict accordance with the provisions of this Article.
b. 
Permissible Methods. Applicants with a permit as required in paragraph c below to hunt deer on municipal property are restricted to use of bow and arrow. All other methods of hunting, including but not limited to the possession and use of firearms, are strictly prohibited.
c. 
Permit Required. No person shall be permitted to hunt, shoot, harvest or remove white-tailed deer from municipally-owned property or carry or possess a bow and arrow upon said lands for such purposes unless that person has applied for and received a municipal deer management permit ("permit") for such activity.
d. 
Hunting Dates. Hunting on municipal property shall be permitted only during the months of October and November, on the days during those months on which hunting is permitted by the Division of Fish and Wildlife.

On or before July 1 each year, the Mayor and Township Committee shall determine whether a white-tailed deer hunt should take place, the number of permits that should be issued, which shall not exceed twenty-five (25) permits per year, the dates on which permit applications will be accepted, and the areas to be hunted. If the Mayor and Committee determine that a hunt shall take place, they shall pass a resolution setting forth the details of the hunt for that year, including the permit application dates. The resolution shall be posted in the Township and on the Township's website.

a. 
Prior to engaging in hunting activity on municipally owned property, any individual desiring to hunt white-tailed deer on designated municipal property with a bow and arrow and who meets the eligibility requirements set forth in this Article shall apply for and receive a permit from the Township. A permit shall be obtained by application to the Township, which application shall contain the following:
1. 
Photocopy of his/her driver's license or other issued government photo ID.
2. 
The applicant's license plate number and car registration.
3. 
A copy of the proper hunting license, bow permit and any other applicable licenses or permits for authorization to hunt white-tailed deer in the deer management zone in which the municipally owned property is located.
4. 
A certification signed by the applicant stating that the applicant is not prohibited by law from possessing a bow and arrow and has not been convicted of any felonies. Any applicant who is prohibited by law from possessing a bow and arrow or who has been convicted of a felony shall not be eligible for a permit.
5. 
A release authorizing the Township to conduct a background check for violations of the New Jersey Fish and Game Code, N.J.A.C. 7:25-5 et seq., plus N.J.S.A. Title 23 and for violations of any local regulations pertaining to parks or to hunting.
6. 
A signed waiver, indemnification and release of liability agreement.
7. 
Payment of the application fee.
b. 
Applications shall be available in the Township Clerk's Office and on the Township website.
c. 
Any hunter who has been convicted for violating local regulations pertaining to parks or hunting will be disqualified.
d. 
Applicants who hunted in prior years must have submitted a harvest report prior to a permit being issued.
e. 
Applicants must be fourteen (14) years of age or older to be eligible for a permit.
f. 
Applications shall be filed during the dates set by the Mayor and Committee. In the event that the number of applications exceeds the number of permits, then permits shall be awarded by lottery drawing.

The following rules and regulations shall apply to any municipal deer management permit issued by the Township:
a. 
All hunting activity must be conducted in compliance with all of the laws, rules and regulations of the State of New Jersey and the Township of Frelinghuysen. All State and local regulations pertaining to parks and to hunting shall remain in full force and effect, and nothing herein shall be construed to abrogate same.
b. 
Each permittee shall be required to display his or her permit prominently on his or her person and vehicle when engaging in hunting activities. This shall include any devices such as armbands, dash plaques or any other identification deemed appropriate by the Township of Frelinghuysen.
c. 
Permits are nontransferable.
d. 
Permittees shall be authorized to hunt only the property designed by the Township of Frelinghuysen and shall be responsible for knowing where they are at all times.
e. 
Only white-tailed deer may be hunted; the hunting, shooting, killing, harvesting, trapping and pursuit or removal of any other wildlife on municipally owned lands is strictly prohibited.
f. 
No buck shall be taken unless it has four or more points on one side of its rack.
g. 
The season dates and bag limits set by this Article shall not exceed those set forth at N.J.A.C. 7:25-5 et seq. and by the Fish and Game Council for deer management zones located within the Township. In the case of the Township of Frelinghuysen securing a Community-Based Deer Management Program permit issued by the Division of Fish and Wildlife, special rules will apply as to season and bag limits or other regulations. In the event that the season dates or bag limits set by N.J.A.C. 7:25-5 et seq., or by the Fish and Game Council for deer management zones located within the Township, are more restrictive than those set forth in this Article, then the more restrictive provisions shall apply.
h. 
All hunting will be from an elevated position, either natural or artificial. Only portable stands that do not harm trees shall be permitted. All stands shall be removed daily. Fall-arrest safety harness protection shall be used when utilizing tree stands. Vegetation removal for stand access shall be minimized.
i. 
Motor vehicles shall be restricted to public roads.
j. 
Target practice is strictly prohibited. For purpose of this Article, discharging a crossbow into a target at the end of a hunt for the purpose of uncocking the crossbow shall not be considered to be target practice.
k. 
Hunters shall remove all deer carcasses and entrails in their entirety from Township property.
l. 
Each hunter must file an annual harvest report by March 31 of the calendar year succeeding the permitted hunt season; reports can be mailed or emailed.
m. 
The Township of Frelinghuysen reserves the right to suspend the hunt and cancel permits for any reason when it is deemed necessary.
n. 
Any permit issued by the Township of Frelinghuysen may contain such additional conditions as the Township of Frelinghuysen determines are reasonably required to ensure the safety of the Township's residents, including but not limited to limiting the days and times during which the permittees may hunt thereon and restricting the areas on which the permittees may hunt.

Hunting permit areas will be designated by resolution. Hunters must abide by all postings within the boundaries of the individual parcels being hunted.

Permits shall be valid only during October and November of the calendar year in which they are issued, and shall be used only on those days in October and November on which hunting is permitted by the Division of Fish and Wildlife.

The Township shall be authorized to revoke a permit issued hereunder at any time if the safety of any persons or the safety of property, including that of the Township, is threatened. Violations by any permittee of any State or local rules and regulations pertaining to hunting or use of parkland shall also cause the permit to be revoked. Where such permit has been revoked or where persons or property are endangered as set forth above, the Township is authorized to require and take all steps necessary to eliminate the condition which endangers persons or personal property, which may include removing the permittee from municipally owned property.

a. 
Violation of this Article, any special condition or any applicable State or local regulation will result in the immediate loss of hunting privileges on municipally owned property, and will subject the person who commits the violation to any applicable penalties.
b. 
Any person violating any of the provisions of this Article or any rule or regulation promulgated pursuant hereto shall, upon conviction, be required to repair, replace or restore and property damaged by that person.
c. 
Any person violating any of the provisions of this Article shall, upon conviction, be subject to the general penalty provisions set forth at Sections 1-5.1 et seq. of the Frelinghuysen Township Code.
d. 
Any person hunting without a permit shall be considered to be trespassing and subject to the fines and penalties in paragraph b and may be prosecuted as a trespasser.
