A. 
Pursuant to the City Charter, there is hereby created a Water Department.
B. 
As directed by the City Manager, the head of such department shall be the Water Department Superintendent.
C. 
The Water Department Superintendent shall have the power to hire and discharge the employees of his or her department upon the advice and consent of the City Manager, subject to the provisions of any merit or civil service system, or any collective bargaining agreement.
D. 
The Water Department Superintendent shall not be construed to be an administrative officer as defined in the City Charter.
A. 
The function of the Water Department is to serve as a public utility by efficiently operating a water filtration plant, water distribution system, and water billing system to provide municipal water in said department's service area, with such water meeting or exceeding State of Michigan standards for quality, and to provide a sufficient quantity of water to meet the City's goals for (1) fire protection purposes and (2) projected future needs.
B. 
The duties, authorities and responsibilities of the officers of the Water Department are commiserate with the function of said department.
C. 
The City Manager may prescribe such duties and responsibilities of the officers of the Water Department which are not inconsistent with the City Charter, these ordinances, or resolution adopted concerning such duties and authorities under the authority of the City Charter.
