A. 
At the time of the establishment of any use, construction of any building, or at the time any principal building is enlarged or increased in capacity by adding dwelling units, guest rooms, seats or floor area, there shall be provided permanent vehicle parking spaces.
B. 
The parking spaces may be provided either in an off-street parking lot or as parallel or other approved parking along streets that are internal to a development.

Except as may be established by an approved Alternate Parking Plan, the number of vehicle parking spaces to be provided for each type of land use shall be determined by Table 9-1, rounded to the nearest whole space. Developments containing two or more of the uses listed on the table shall provide the number of spaces required for each use, except as may be reduced under shared parking in Section 400.1350.

The parking requirements established in this Chapter may be modified by the Governing Body pursuant to an Alternate Parking Plan adopted as part of a Planned Overlay District. An Alternate Parking Plan may be approved only upon evidence that the circumstances justify modification of the parking guidelines set forth in Table 9-1 in Section 400.1330, satisfy the objectives of this Article, and are in the public interest. An Alternate Parking Plan may be subject to any appropriate conditions determined by the Governing Body to be necessary to mitigate any impact of a modification.

A. 
The parking spaces provided for separate uses may be combined in one lot, but the required spaces assigned to each use may not be assigned to another use, except as follows:
1. 
One-half of the parking spaces assigned to a church, theater or assembly hall, whose peak attendance will be between 6:00 P.M. and Midnight or on Sundays, may be assigned to a use that will be closed between 6:00 P.M. and Midnight or closed on Sundays.
2. 
Parking spaces may be shared by more than one use if the Zoning Officer finds that the total number of spaces will be adequate at the peak hours of the uses they serve. The ratios in Table 9-2 shall be utilized in determining the time of day and the day of the week at which the maximum number of spaces will be needed by the uses served by the shares parking facility.

Parking spaces that are proposed to be shared among two or more uses must be clearly available to each use and should not appear to be serving only a particular use, either through signage dedicating the spaces or through design techniques that would orient use of the spaces to a particular establishment or building.
4. 
Shared parking arrangements must be evidenced by a written agreement that the Zoning Officer determines to meet the objectives of this Article, and approved by the owners of each of the affected establishments or uses. A shared parking arrangement may be approved by the Zoning Officer that use ratios other than those appearing in Table 9-2 if the spaces will be adequate at the peak hours of the uses they serve. The approved agreement shall be recorded and a copy supplied to the Zoning Officer.

A. 
Location Of Parking Spaces. All parking spaces required to meet the regulations of this Article shall be located in relation to the use the spaces serve, as set forth in Table 9-3.

B. 
Off-Site Parking. If required parking spaces are not located on the same lot as the use or building, they are intended to serve, the following shall apply:
1. 
The parking spaces must be located on property that has the same zoning classification as the property that the spaces serve, or a less restrictive zoning classification.

A. 
The provisions of this Section apply to all vehicle parking spaces and parking areas.
1. 
Orientation To Street. Except for parcels of land devoted to one-family, two-family or townhouse residential uses, all areas devoted to vehicle parking shall be of such size and designed so that no vehicle is required to back into a public street to obtain access.
2. 
Vehicle Parking Spaces.
a. 
No parking spaces shall be accessible from an access driveway within the first ten (10) feet of the driveway from the street right-of-way line.
b. 
Every parking space shall provide a usable rectangular area at least nine (9) feet wide by nineteen (19) feet long. Access aisles shall not encroach into this minimum rectangular area. Every parking space shall be clearly drawn by lines painted on or otherwise applied to the parking lot surface.
3. 
Access And Circulation.
a. 
Access aisles in parking lots must be at least twenty-two (22) feet wide for two-way traffic, and fourteen (14) feet wide for one-way traffic. One-way traffic aisles must be clearly marked with directional arrows on the pavement at each intersection with another aisle.
b. 
Ingress and egress to parking areas shall be by means of paved driveways from the adjoining street. The minimum width of driveways for ingress and egress shall be the same as those specified above for aisles. Driveway width, for the purpose of this Section, shall include only the pavement and not the curbs and gutters.
c. 
The distance of a parking area entrance drive from the intersection of two streets, and the distance between curb cuts, shall be based on the street design standards set forth in Table 9-4. All measurements shall be taken along the right-of-way lines.

4. 
Lighting Of Parking Areas. Any lights used to illuminate the parking area shall be arranged, located or screened to direct light away from any adjoining residential use. Lighting standards shall in no event exceed sixteen (16) feet in height.
5. 
Improvement Of Parking Areas (excluding R-1 and R-2)
a. 
Surfacing And Curbing.
(1) 
All vehicle parking areas and all access drives shall be improved with a permanent dust-free surface consisting of a minimum of a six-inch rolled stone base overlaid with a one and one-half (1 1/2) inch asphalt surface, or a four-inch asphalt base overlaid with a one and one-half (1 1/2) inch asphalt surface, or as otherwise approved by the Zoning Officer to provide an appropriate alternative to expanses of impervious surfaces.
(2) 
All vehicle parking areas and all access drives in commercial and industrial zoning districts shall have a boundary constructed of straight-back concrete curbing (Type CG-1) or an integral concrete sidewalk and curb with a vertical face.
b. 
Maintenance. Vehicle parking areas shall be maintained in proper repair with a dust-free surface.
c. 
Drainage Facilities. For any use that will require a parking area to be newly constructed, added to, or altered so as to affect drainage either on or off the site, stormwater drainage plans, including grading plans, shall be submitted to and approved by the Zoning Officer, prior to the issuance of a building permit or certificate of occupancy.
d. 
Permit Required. No person shall initiate construction of a new parking lot or expansion of an existing parking lot without first obtaining a permit from the Zoning Officer. A permit shall not be required to resurface an existing parking area; and a permit shall not be required to construct or alter customary driveways for single-family and two-family residential dwellings.
e. 
Time Limit. All required vehicle parking areas shall be ready for use, including any surfacing requirement, before the issuance of a certificate of occupancy in the case of a new building or addition or within forty-five (45) days after the issuance of an occupational license in the case of a change of occupancy in an existing building. An extension of time may be granted by the Zoning Officer due to adverse weather conditions.

A. 
An aisle five (5) feet wide shall be adjacent to handicap accessible parking spaces, and at least one in every eight (8) handicapped spaces shall be adjacent to an aisle eight (8) feet wide and the space shall be clearly marked with a sign indicating that the space is "van accessible." Handicapped parking spaces aisles shall be clearly drawn by lines painted on or otherwise applied to the parking lot surface.
B. 
Handicap accessible parking spaces shall be located on a surface with a slope not exceeding one (1) vertical in fifty (50) horizontal feet.
C. 
Handicap accessible spaces shall be provided in each parking lot in the ratios to the total number of spaces required for the use as set forth in Table 9-5.

D. 
Handicap accessible parking spaces shall be counted as part of the total number of parking spaces required by this Article.
E. 
In addition to the requirements of this Subsection, all handicapped parking shall comply with the requirements of the Americans with Disabilities Act.

A. 
Residential Districts.
1. 
No motor vehicle designed or regularly used for carrying freight, merchandise, other property or more than eight (8) passengers and that is licensed in excess of 18,000 pounds gross vehicle weight, excluding any vehicle which is licensed as a recreational vehicle, shall be parked in a residential district, except for deliveries.
2. 
Outside storage of commercial vehicles, recreational vehicles, boats or personal watercraft shall meet the following performance standards:
a. 
The outdoor storage is to be located on land owned by, leased by, or under the control of the users.
b. 
Outdoor storage shall be restricted to side or rear yards.
c. 
Outside storage of inoperative vehicles exceeding fifteen (15) days is prohibited unless otherwise specifically permitted by the City Code.
d. 
The owner or person in control of any private parking shall, at all times, maintain the premises free of waste or litter.
3. 
The storage or parking of vehicles in residential districts shall be permitted only to the extent authorized as a primary or accessory use of the property.
B. 
Construction Equipment And Vehicles. In zoning districts other than the M-1 District, construction equipment and construction vehicles may not be stored or repaired on the premises other than in enclosed garages, except as follows:
1. 
When being utilized for construction activities on the premises pursuant to a valid permit issued by the City for construction work necessitating use of such equipment, or when used for permitted work on the public right-of-way; or
2. 
When associated with a special use permit as part of an allowable primary use, such as an equipment rental business.

Any business or industrial building, hospital, institution, hotel or motel hereafter constructed, reconstructed, or expanded in any zoning district shall provide adequate vehicle facilities for the loading and unloading of merchandise and goods within or adjacent to the building as approved on a site plan pursuant to Article V. Loading facilities shall not obstruct vehicular traffic or pedestrian movement on the public streets, sidewalks or alleys.
