A. 
Conformity To Official Plans. The location and width of all streets and alleys within the jurisdiction of the City shall conform to the official City plans and the provisions in this Article.
B. 
Right-Of-Way. The minimum right-of-way width of a street shall be as shown on the official plans, or if not shown on the official plans shall be not less than as follows:
1. 
Arterial street: eighty (80) feet to one hundred twenty (120) feet.
2. 
Collector street: sixty (60) feet.
3. 
Local street: fifty (50) feet.
4. 
Alley: twenty (20) feet.
C. 
Pavement Widths. The minimum pavement widths of street types shall be not less than as follows:
1. 
Arterial street: forty-eight (48) feet.
2. 
Collector street: thirty-four (34) feet.
3. 
Local street: thirty-two (32) feet.
4. 
Alley: twenty (20) feet.
D. 
Additional Width On Existing Streets. A subdivision that adjoins an existing street shall dedicate additional right-of-way if necessary to meet the minimum street width requirements as required by this Article, as follows:
1. 
The entire additional right-of-way shall be provided where the subdivision occupies both sides of the street.
2. 
When the new subdivision is located on only one side of an existing street, one-half of the additional right-of-way shall be provided.
E. 
Restriction Of Access. When a subdivision or portion thereof adjoins an arterial street, no lot shall have direct access to the arterial street. Lots shall be provided with access on local or collector streets.
F. 
Street Grades. Grades on arterial and collector streets shall not exceed six percent (6%). Grades on other streets shall not exceed ten percent (10%).
G. 
Horizontal Curves. Where a deflection angle of more than ten degrees (10°) in the alignment of street occurs, on streets sixty (60) or more feet in width the center line radius shall be not less than three hundred (300) feet, and on other streets not less than eighty (80) feet.
H. 
Intersections. Street intersections shall be at right angles or as nearly at right angles as possible, and no intersection shall be at any angle of less than seventy degrees (70°). All intersections shall have an unobstructed view of pedestrian and vehicular traffic in both directions.
I. 
Street Jogs. Street jogs with center line offsets of less than one hundred twenty five (125) feet shall not be allowed.
J. 
Dead-End Streets.
1. 
Collector streets that are also dead-end streets shall be no more than five hundred fifty (550) feet long unless necessitated by topography. A paved turnaround at the closed end of a dead-end street shall be provided with a minimum radius of forty (40) feet from the center of the circle to the outer curve.
2. 
Where it is necessary to provide for street access to unsubdivided property adjoining a subdivision, proposed streets shall be extended by dedication to the boundary of the unsubdivided property. Temporary dead-end streets that are created by this requirement shall have a roadway diameter of at least eighty (80) feet when lots face the street.
K. 
Private Streets And Reserve Ships. There shall be no private street platted in any subdivision.. Every subdivision shall be served from a publicly dedicated street. No empty reserve strips shall control access to a lot, except where a reserve strip is approved by the Council.
L. 
Street Names. A proposed street that is in alignment with and joins an existing named street shall bear the name of the existing street. In no case shall the name of a proposed street bear the name of an existing street within the jurisdiction of the City. The use of a suffix such as "street," "avenue" or similar word shall not be sufficient to constitute distinction from another street and compliance with this Subsection.
M. 
Alleys. Alleys may only be provided in the rear or side of lots.

A. 
Utility Easements. Except where alleys are provided for the purpose, utility easements not less than ten (10) feet in width shall be provided along rear or side lot lines for the use of constructing or placing poles, wires, conduits, storm sewers, sanitary sewers, surface drainage, water mains, electrical lines and other public utilities that are reasonably required for the subdivision. No structure shall be erected on an easement required by this Section. The City shall have the authority to demolish any fence, wall or structure that is built or placed by the property owner in a utility easement area in violation of this Section, and the City shall not be responsible for reconstruction or replacement.
B. 
Stormwater Easement. Where a subdivision is traversed by a water course, drainage way, channel or stream, there shall be provided a stormwater easement or drainage right-of-way that conforms substantially with the lines of the water course, and at additional width as will be adequate for the purpose of drainage. Parallel streets or parkways may be required to satisfy this requirement.

A. 
Each block in a subdivision shall be numbered in a reasonable, schematic method.
B. 
In a residential subdivision, blocks shall be no more than 1,320 feet in length, measured along the greatest dimension of the enclosed block area unless necessitated by topography. Block length in a commercial or industrial subdivision shall be as determined by the Commission to be suitable for the intended use.
C. 
In blocks over six hundred (600) feet in length, the Commission may require one (1) or more public walkways within an easement lot less than ten (10) feet in width, to extend entirely across the block, at a location deemed necessary and at intervals not closer than four hundred (400) feet.
D. 
Blocks shall be of sufficient width to allow two (2) tiers of lots with a minimum depth of one hundred (100) feet, except when adjoining a railroad or arterial street or where one tier of lots is necessary due to topography.

A. 
Arrangement.
1. 
Lots shall be numbered in each block, starting with lot number one (1), and continuing in a reasonable method.
2. 
Side lot lines shall be at right angles to straight street lines or radial to curved street lines.
3. 
The subdivision of land shall provide adequate access from each lot to a public street.
4. 
Each lot must front on a public street for at least fifty (50) feet, except cul-de-sac lots.
5. 
Through lots that are not located on a corner shall not be allowed to abut more than one (1) street, and through lots that are located on a corner shall not be allowed to abut more than two (2) streets.
6. 
Residential lots shall be separated from arterial streets and railroad rights-of-way by a landscaped buffer strip not less than ten (10) feet in width.
B. 
Size Of Lots.
1. 
No lot shall have an area or width than is required by the applicable zoning regulations of this Chapter.
2. 
Corner lots shall be platted at least fifteen (15) feet wider than the minimum otherwise required by this Chapter.
3. 
Lots abutting on a pedestrian walkway required pursuant to Section 400.1810 shall be treated as corner lots.
