A.
Conformity To Official Plans. The location and width of all streets and alleys within the jurisdiction of the City shall conform to the official City plans and the provisions in this Article.
B.
Right-Of-Way. The minimum right-of-way width of a street shall be as shown on the official plans, or if not shown on the official plans shall be not less than as follows:

Additional Width On Existing Streets. A subdivision that adjoins an existing street shall dedicate additional right-of-way if necessary to meet the minimum street width requirements as required by this Article, as follows:

Restriction Of Access. When a subdivision or portion thereof adjoins an arterial street, no lot shall have direct access to the arterial street. Lots shall be provided with access on local or collector streets.

Street Grades. Grades on arterial and collector streets shall not exceed six percent (6%). Grades on other streets shall not exceed ten percent (10%).
G.
Horizontal Curves. Where a deflection angle of more than ten degrees (10°) in the alignment of street occurs, on streets sixty (60) or more feet in width the center line radius shall be not less than three hundred (300) feet, and on other streets not less than eighty (80) feet.
H.
Intersections. Street intersections shall be at right angles or as nearly at right angles as possible, and no intersection shall be at any angle of less than seventy degrees (70°). All intersections shall have an unobstructed view of pedestrian and vehicular traffic in both directions.

Street Jogs. Street jogs with center line offsets of less than one hundred twenty five (125) feet shall not be allowed.

Dead-End Streets.

Collector streets that are also dead-end streets shall be no more than five hundred fifty (550) feet long unless necessitated by topography. A paved turnaround at the closed end of a dead-end street shall be provided with a minimum radius of forty (40) feet from the center of the circle to the outer curve.

Where it is necessary to provide for street access to unsubdivided property adjoining a subdivision, proposed streets shall be extended by dedication to the boundary of the unsubdivided property. Temporary dead-end streets that are created by this requirement shall have a roadway diameter of at least eighty (80) feet when lots face the street.
K.
Private Streets And Reserve Ships. There shall be no private street platted in any subdivision.. Every subdivision shall be served from a publicly dedicated street. No empty reserve strips shall control access to a lot, except where a reserve strip is approved by the Council.
L.
Street Names. A proposed street that is in alignment with and joins an existing named street shall bear the name of the existing street. In no case shall the name of a proposed street bear the name of an existing street within the jurisdiction of the City. The use of a suffix such as "street," "avenue" or similar word shall not be sufficient to constitute distinction from another street and compliance with this Subsection.
M.
Alleys. Alleys may only be provided in the rear or side of lots.
