The position of Chief Financial Officer for the Township of
Union is hereby established with the salary for that position to be
in accordance with the Salary Ordinance.

Appointment to the position of Chief Financial Officer shall
be in accordance with Section 5 of P.L. 1988 c. 110 to carry out the
responsibilities set forth under N.J.S.A. 52:27BB-26 et seq.

The position of Zoning Officer is hereby established. The Zoning Officer shall be appointed for a term of one year. The Zoning Officer shall have all powers and duties set forth in §
30-12.2 of the Union Township Code, and as otherwise provided by law.

The position of Deputy Zoning Officer is hereby established.
The Deputy Zoning Officer shall be appointed for a term of one year.
The Deputy Zoning Officer shall operate under the supervision and
control of the Zoning Officer and shall exercise the powers and duties
of the Zoning Officer when so authorized by the Zoning Officer or
the Township Committee.

The position of Animal Control Officer is hereby established.
The Animal Control Officer shall be appointed for a term of one year.
The Animal Control Officer shall have all powers and duties prescribed
by New Jersey law.

The position of Deputy Tax Collector is hereby established.
The Deputy Tax Collector shall be appointed for a term not to exceed
one year, as specified by the Township Committee, ending on December
31. The Deputy Tax Collector shall serve at the pleasure of the Township
Committee. The Deputy Tax Collector shall operate under the supervision
and control of the Tax Collector and shall exercise the powers and
duties of the Tax Collector when so authorized by the Tax Collector
or the Township Committee.

a. Pursuant to N.J.S.A. 40A:9-154.7, there is hereby created in the
Township of Union, Hunterdon County the office of Parking Enforcement
Officer. The Parking Enforcement Officer shall be appointed and removed
at will by the Township Committee. The Parking Enforcement Officer
shall:
1. Be a resident of New Jersey during the term of his or her appointment.
2. Be able to read, write and speak the English language well and intelligently.
3. Be of sound mind and in good health.
4. Be of good moral character.
5. Not have been convicted of any offense involving dishonesty or which
would make the person unfit to perform the duties of his or her office.
6. Possess a good familiarity with the ordinances, codes, resolutions,
statutes and regulations of the Township of Union, the County of Hunterdon
and the State of New Jersey applicable to parking enforcement within
the corporate limits of the Township of Union.
b. Taking of Fingerprints; Determination of Eligibility and Qualifications.
1. An applicant for the position of Parking Enforcement Officer shall
have fingerprints taken, which fingerprints shall be filed with the
Division of State Police and the Federal Bureau of Investigation.
2. Before any Parking Enforcement Officer is appointed, the chief law enforcement officer of Union Township shall, based upon information supplied by Union Township pursuant to §
2-20.1a above, ascertain the eligibility and qualifications of the applicant and report these determinations in writing to the Union Township Committee.
c. Completion of Training Course; Waiver. No person may commence duties
as a Parking Enforcement Officer unless that person has successfully
completed a training course conducted or approved by Union Township.
The Union Township Committee may waive this training requirement for
any person otherwise eligible to be appointed as a Parking Enforcement
Officer if the person possesses substantially equivalent training
and background, as determined by the chief law enforcement officer
of Union Township.

a. The Parking Enforcement Officer shall enforce State, County or municipal
statutes and resolutions, ordinances or regulations related to the
parking of vehicles within the Township of Union, Hunterdon County.
The Parking Enforcement Officer shall possess the power and authority,
in the manner and to the extent granted by this section, to:
1. Issue a parking ticket for a parking offense, as those two terms
are defined in the "Parking Offenses Adjudication Act," P.L. 1985,
c. 14 (N.J.S.A. 39:4-139.2 et seq.);
2. Serve and execute all process for any parking offenses issuing out
of the court having jurisdiction over the complaint;
3. Cause any vehicle parked, stored or abandoned in the Township in
violation of a statute, resolution, ordinance or regulation to be
towed away from the scene of the violation and to cause to be collected
by the appropriate Court official from the vehicle's owner or the
owner's agent, on behalf of the Township, the costs of the towing
and subsequent storage of the vehicle before surrendering the vehicle
to the owner or agent.

a. Prior to the commencement of his or her duties, the Parking Enforcement
Officer shall be furnished with a uniform, which shall clearly identify
the officer's function. The uniform shall include, but not be limited
to, a hat and appropriate badges, which shall bear an identification
number or name tag and the name of Union Township. The uniform shall
also include an insignia issued by Union Township which clearly identifies
the officer's status as a Parking Enforcement Officer. The uniform
shall be distinct in color from the uniform of a regular police officer
or special law enforcement officer.
b. The Township shall issue permanent insignia not later than 90 days
following its first appointment of a Parking Enforcement Officer.
The Township may issue temporary insignia for use prior to issuance
of permanent insignia. A Parking Enforcement Officer is deemed to
be on duty while the officer is performing the public safety functions
enumerated in this section and for which the officer is receiving
compensation, if any, from the Township at the rates or stipends as
established by ordinance.

No person appointed as Parking Enforcement Officer shall be
a member of the Township of Union Police Department, if a Police Department
is hereafter created in the Township of Union, Hunterdon County nor
shall such person be a special law enforcement officer. He or she
may not carry or use a firearm while on duty. He or she is not eligible
for membership in the Police and Firemen's Retirement System established
pursuant to P.L. 19044, c. 255.

The Parking Enforcement Officer shall be appointed for a term
of one year, such term expiring on December 31 of the year of his
or her appointment. If he or she shall be appointed after January
1 of any year, the appointment shall be deemed, for the purpose of
calculating the term, to have commenced the January 1 immediately
prior to his or her appointment. He or she shall serve at the pleasure
of the Township Committee and such hours and for such compensation
as it shall determine by separate resolution or ordinance.

The Township may charge a reasonable fee, as determined by the
Township Committee, for uniforms supplied pursuant to this section,
but shall not charge a fee for the costs of required training or the
issuance of a certificate of appointment.

The Parking Enforcement Officer shall maintain an accurate and
complete file with respect to every alleged violation or other matter
investigated by him or her, and shall file a monthly report of his
or her activities, including violations processed by him or her and
the disposition thereof, with the Township.

All files, books and records maintained by the Parking Enforcement
Officer are the property of the Township of Union, Hunterdon County.
Every Parking Enforcement Officer, on the expiration of his term,
shall forthwith deliver to his successor all files, books and records
which are in his possession or under his control or maintained by
him or her, and if no successor has been appointed, to the Township
Clerk.

There is hereby created the position of Purchasing Agent for
the Township of Union.

The Purchasing Agent shall be appointed by the Township Committee.

The Purchasing Agent is required to possess a valid Qualified
Purchasing Agent certificate, as issued by the New Jersey Division
of Local Government Services, Department of Community Affairs.

The Purchasing Agent shall have, on behalf of the Township Committee
of the Township of Union, the authority, responsibility and accountability
for the purchasing activity pursuant to Local Public Contracts Law
(N.J.S.A. 40A:11-1 et seq.); to prepare public advertising for and
to receive bids and requests for proposals for the provision or performance
of goods, services and construction contracts; to award contracts
pursuant to New Jersey law in accordance with the regulations, forms
and procedures promulgated by State regulatory agencies; and conduct
any activities as may be necessary or appropriate to the purchasing
function of the Township of Union.

a. There is hereby created the position of Personnel Administrator of
the Township of Union.
b. The Personnel Administrator shall be appointed annually for a term
ending on December 31, and shall serve at the pleasure of the Township
Committee. The Personnel Administrator shall be compensated in accordance
with the current salary ordinance of the Township.
c. The Personnel Administrator shall keep personnel records of all Township
employees and shall study, recommend and implement personnel policies
of the Township after consultation with the Township Committee and
Department Heads. The Personnel Administrator shall assist the Township
Committee and all managerial and supervisory personnel in implementing
Township personnel policies and procedures. The Personnel Administrator
shall also have access to the Township Attorney and/or Township Employment
Attorney appointed by the Township Committee, for guidance in personnel
matters.
d. The Township Personnel Administrator, in consultation with the Township
Committee and Department Heads, shall establish and maintain procedures
for insuring that the personnel policies of the Township are being
implemented and maintained on a regular basis.

a. Position created; appointment; duties.
1. There is hereby created the position of Public Safety Director of
the Township of Union.
2. The Public Safety Director shall be appointed annually for a term
ending on December 31, and shall serve at the pleasure of the Township
Committee. The Public Safety Director shall be compensated in accordance
with the current salary ordinance of the Township.
3. The Public Safety Director shall preferably have experience in, or
knowledge of, law enforcement, firefighting, investigations, public
relations and emergency services, or shall be otherwise qualified
to serve as Public Safety Director.
4. The duties of the Public Safety Director shall be to research and
study any matters of interest or concern to the Union Township Committee
with regard to public safety and emergency services in Union Township,
as directed by the Township Committee, to analyze and evaluate such
facts and information as may be obtained by the Public Safety Director,
and to provide the Township Committee with written or oral reports
and recommendations with regard to such matters.
5. In the course of the Public Safety Director's activities, he may
communicate and confer with the officers and personnel of the various
fire companies, rescue squads and other emergency services organizations
having jurisdiction in Union Township as needed.
