In order to preserve a maximum number of affordable housing units within the Township of Piscataway it is necessary to acquire any such unit which is the subject of a foreclosure complaint.

a. 
The Township Attorney or special counsel and such other appropriate officials as necessary be and hereby are authorized to acquire said affordable housing units either by negotiation or by purchasing same at Sheriff's sale, provided the liens and real estate taxes covering the unit are less than the resale price for such affordable unit as designated by the New Jersey Council on Affordable Housing.
b. 
Counsel for said acquisition, by negotiation or at Sheriff's sale, shall commence and complete proceedings as expeditiously as possible and said Township Attorney or special counsel, as the case may be, shall receive reasonable compensation for their services.
c. 
The Township Attorney and other appropriate officials be and are hereby authorized to hire and employ such consultants and experts as may be appropriate to effectuate such acquisitions, whether by negotiation or at Sheriff's sale, and to pay said consultants and experts a reasonable fee for their services.
