A. 
All manufactured home parks (mobile home parks), where permitted pursuant to Chapter 365, Zoning, shall conform to the following standards as well as other applicable standards in the subdivision regulations.
B. 
All manufactured home parks shall be planned as a complete community, and the tract shall be in single ownership. The lot and lot lines mentioned hereinafter in regard to manufactured homes do not imply individual ownership of the lot or lots.
C. 
All manufactured home parks shall be planned and developed as a unit, and each manufactured home park shall remain in single ownership and control.
D. 
Public water and sanitary sewers must be provided.
E. 
All manufactured home parks shall be laid out with due consideration to slopes and other natural features. Natural drainageways shall not be impaired by development. Streets shall run, where possible, with the contours of the land. Efforts will be made to lay out the park in other than grid patterns so that long sight distances may be avoided.
F. 
Access to manufactured home parks shall be designed to minimize congestion and hazards at the entrance and exit and to allow free movement of traffic on adjacent public roads. At least two points of egress shall be provided to each manufactured home park. Where existing roads permit, these points of egress will be no closer to each other than 100 feet.
G. 
In computing the maximum number of manufactured home lots that may be created, any lands located within a floodplain area subject to periodic flooding or a seasonal high-water table, occupied by public utility easements, having a slope in excess of 15% or having, in the judgment of the Board of Supervisors, other physical features which severely limit development possibility shall not be counted as part of the total gross tract area.
H. 
The standards and requirements of this article are intended to and shall be in addition to and not in lieu of any other applicable design standards and requirements of this chapter; provided, however, that in the event of a conflict, the provisions of this article shall be controlling.
A. 
All manufactured home lots within the manufactured home park shall be clearly laid out in conformance with the standards set out herein:
(1) 
Homes placed on individual manufactured home lots are encouraged to be placed off-center on the lots, so as to provide a large, usable, open yard space and outdoor living area in one section of the lot.
(2) 
The design of manufactured home parks shall avoid the conventional practice of straight-grid-patterned streets with units placed at monotonous slant angles. Groups or clusters of homes shall be arranged to create interior spaces and courtyards, and shall be incorporated whenever feasible.
(3) 
Each manufactured home lot shall provide for the secure anchoring of the home as required by the Edgmont Township Building Code,[1] or, if no such requirements exist, as required by the Board of Supervisors.

(4) 
Each such manufactured home lot shall contain utility connections to which the manufactured home can be connected and usage independently metered.
(5) 
Once placed on a pad, wheels used for transport, if any, shall be removed and skirting shall be required around the base of the manufactured home.
(6) 
Storage beneath the home is prohibited.
(7) 
No accessory rooms, additions, porches or attached decks, except those specifically allowed by the manufacturer, shall be permitted.
(8) 
Accessory structures in accordance with Chapter 365, Zoning, shall be permitted.
A. 
General road requirements.
(1) 
Access to the community shall be designed to minimize congestion and hazards at the entrance and exit and allow free movement of traffic on adjacent public roads. At least two points of egress shall be provided. The second point of access, when provided for emergency purposes only, may traverse open space, grass, etc. Exceptions to this standard may be permitted when main entrances to communities are designed with one-way ingress and egress points.
(2) 
The overall circulation system should be designed to create a functional circulation pattern for safe and convenient access for pedestrians and vehicles.
(3) 
The street design should discourage the unnecessary removal of trees.
(4) 
Where streets will remain private, street widths shall conform to the standards established herein, except that local and collector streets within the community may also provide on-street parking lanes.
(5) 
On-street parking shall not be located within 100 feet of the entrance road measured from the nearest point of its intersection with the public right-of-way.
(6) 
Roads shall be laid out so as to intersect as nearly as possible at right angles, and no street shall intersect any other street at less than 60°.
B. 
Road rights-of-way and cartway widths.

(2) 
Roads serving homes of six units or fewer may reduce the paved area to a minimum width of 22 feet.
(3) 
The grade of roads shall not exceed 6%, provided that short lengths with a maximum grade of 10% may be approved by the Township, provided that traffic and resident safety is assured. At any intersection, including community parking areas, this grade shall not exceed 4%.
(4) 
Except as set forth in this section to the contrary, roads shall be in designed accordance with this chapter.
(5) 
Roads intended to be offered to the Township for dedication shall be designed and constructed in accordance with this chapter for public roads, notwithstanding any provisions of this article to the contrary.
C. 
General driveway requirements.
(1) 
Driveways shall be provided for all homes. Alignment and gradient shall be properly adapted to topography and shall otherwise be in accordance with Township driveway standards.
(2) 
Each driveway shall be designed to serve a single home and shall be a minimum of eight feet wide.
D. 
General parking requirements.
(1) 
Two parking spaces shall be provided for each home.
(2) 
When provided on a manufactured home lot, up to two paved nine-foot by twenty-foot parking spaces may be located within the front yard of the lot.
(3) 
Community parking areas shall be designed with full circulation to permit vehicles to proceed to and from each parking space without moving of any other vehicles.
(4) 
Community parking areas shall be visually screened from surrounding homes.
(5) 
Permanent, hard-surface walkways shall be provided in areas of major concentrations of activity, such as open space, recreation areas, community rooms and laundry facilities, and shall be constructed to provide access by each home and shall be no less than 48 inches in width. Such walkways should have a minimum of contact with roadways. Similar walkways shall also be constructed between homes and roadways and/or parking lots.
A. 
Open space.
(1) 
A minimum of 30% of the total tract shall be dedicated for use as open space.
(a) 
Up to 1/2 of this requirement may be met in areas of floodplains, steep slopes, required setbacks, buffer areas or other undevelopable areas.
(b) 
The remaining 1/2 must be developed in usable, open space, exclusive of required buffers, and may include swimming facilities, community buildings, tot lots and other recreational uses as needed.
(c) 
All open space shall be located so as to be easily accessible to most residents of the community.
(2) 
Areas designated as buffer areas between manufactured home lots may be used to meet total open space requirements but may not be included when figuring individual manufactured home lot sizes. A landscape buffer of at least 20 feet shall be located along the tract perimeter, except when adjacent to a public or private road, and may consist of existing vegetation.
B. 
Landscaping.
(1) 
General.
(a) 
Portions of the tract not covered by pads, walkways, parking spaces and accessory structures shall be planted in suitable ground cover.
(b) 
The developer shall provide or preserve on the tract at the time of construction one tree on each manufactured home lot. Such a tree should be of a type, size and location as directed by the Township and should be located so as not to interfere with the placement of the home on its site or the free access by emergency equipment and utilities.
(c) 
Manufactured home lots shall have basic landscape improvements. A reasonable amount of shade and visual relief shall be assured by tree preservation or planting, and lawns shall be established to prevent erosion of the soil.
(2) 
Buffers.
(a) 
A fifty-foot buffer is required along the boundaries between the manufactured home park and all adjacent residential developments as well as between the park and all streets (not including any internal streets within the park). Buffers shall comply with the following standards:

The buffer shall be measured from the tract boundary line.
[2] 
The buffer may be coterminous with required front, side or rear yards, and in case of conflict, the larger yard requirements shall apply.
(b) 
No structure, activity or storage of materials shall be permitted in the buffer; however, parking of passenger automobiles shall be permitted in the portion of the buffer exclusive of the exterior fifty-foot width.
(c) 
All buffers shall include a dense screen planting of trees, shrubs or other plant materials, or both, to the full length of the tract boundary line to serve as a barrier to visibility, airborne particles, glare and noise. Such screen planting shall be located within the buffer and shall be in accordance with the following requirements:

The buffer planting shall be so placed that at maturity it shall not be closer than three feet to any road right-of-way or tract boundary line.
[2] 
The developer shall provide a maintenance guarantee of all planted buffer material, equal to 15% of the cost of such material (including installation) for a period of 18 months following completion of the community. Thereafter, the buffer planting shall be maintained permanently by the community.
[3] 
A clear sight triangle shall be maintained at all road intersections and driveways and at all points where private accessways intersect public streets.
[4] 
The buffer planting shall be broken only at points of vehicular or pedestrian access.
[5] 
Buffer plantings shall be properly spaced and trees staggered where practicable.
[6] 
Existing vegetation may be incorporated as part of the required buffer plantings.
A. 
Where individual home collection is not provided, one or more community collection stations shall be provided for trash and recycle collection.
B. 
Community collection stations shall be located, enclosed, screened and landscaped as approved by the Township.
A. 
Except to the extent provided in this article to the contrary, all other articles, sections and subsections or other provisions of this chapter shall remain in full force and shall remain valid and be applicable to manufactured home parks.
