Every application for review or a hearing by the Land Use Board or for the issuance of permits pursuant to this section shall be accompanied by the appropriate fees as set forth herein below:
A. 
Conditional use: An application fee of two hundred ($200.00) dollars and a minimum escrow review fee deposit of seven hundred fifty ($750.00) dollars.
B. 
Variance pursuant to N.J.S.A. 40:55D-70d (use variance):
1. 
Residential: An application fee of two hundred ($200.00) dollars and a minimum escrow review fee deposit of seven hundred fifty ($750.00) dollars, except that the application fee shall only be one hundred ($100.00) dollars with no review fee deposit for a use variance to enlarge a nonconforming use single-family dwelling in a zoning district in which a single-family dwelling is a prohibited use.
2. 
Commercial, industrial or other uses: An application fee of five hundred ($500.00) dollars and a minimum escrow review fee deposit of one thousand ($1,000.00) dollars.
C. 
Variance pursuant to N.J.S.A. 40:55D-70c: An application fee of two hundred ($200.00) dollars and a minimum escrow review fee deposit of five hundred ($500.00) dollars.
D. 
Interpretation of the Land Development Regulations Ordinance or zoning map by the Land Use Board: One hundred ($100.00) dollars and a minimum escrow review fee deposit of four hundred ($400.00) dollars.
E. 
Direction pursuant to N.J.S.A. 40:55D-34 or 40:55D-36 (building lot in bed of mapped street, etc., or not abutting improved street): Three hundred ($300.00) dollars. Minimum escrow deposit of seven hundred fifty ($750.00) dollars.
F. 
Zoning permits.
1. 
Proposed new use or structure:
a. 
Residential, single-family, detached, including a mobile home: $40.
b. 
Accessory use thereto Subsection F1a above: $10.
Home occupation: $25.00
c. 
Residential, multi-family, including conversions, per structure: $40.
d. 
Commercial: $50.
e. 
Industrial: $60.
2. 
Alterations not involving additional lot coverage:
a. 
Residential: $10.
b. 
Commercial: $30.
c. 
Industrial: $40.
3. 
Alterations involving additional lot coverage:
a. 
Residential, single-family including mobile home: $20.
b. 
Residential, multi-family: $30.
c. 
Commercial: $50.
d. 
Industrial: $60.
e. 
Other: $20.
4. 
No fee shall be collected for a zoning permit issued as a result of the approval of a variance and/or the approval of a Village Commercial Home Occupation.
G. 
Forestry permit.
1. 
Application fee. One hundred ($100.00) dollars payable at the time of submission of an application to the Zoning Officer
2. 
Administrative fee. Upon the issuance of a forestry permit pursuant to Section 35-8.5E3 of this chapter, the applicant shall be required to pay a sum of two hundred fifty ($250.00) dollars, which shall serve as reimbursement for any administrative costs incurred by the Township during the ten (10) year permit period. The applicant shall not be subject to any additional fees for the duration of the forestry permit.
H. 
Review of density transfer program applications. Upon application for approval of the proposed form of deed under the Density Transfer Program set forth in Section 35-10.9 of this chapter, the applicant shall pay a fee of one hundred fifty ($150.00) dollars. Fifty ($50.00) dollars of said fee shall be used to cover the costs of processing the application and the remainder one hundred ($100.00) dollars to cover the costs of obtaining the Planning Board Solicitor's review and approval of the proposed form of deed.
I. 
Sign permit.
1. 
Temporary: ten ($10.00) dollars.
2. 
Signs not exceeding twenty-five (25) square feet in area: twenty ($20.00) dollars
3. 
Signs not exceeding fifty (50) square feet in area: thirty ($30.00) dollars.
4. 
Signs in excess of fifty (50) square feet in area: forty ($40.00) dollars.
J. 
Yard sale permit. First permit in any given calendar year to be issued free, all subsequent permits as allowed by this chapter to be three ($3.00) dollars per permit.
K. 
Subdivision and site plan review. Fees shall be paid and escrow funds established in accordance with the following schedule, for use in connection with the total processing of a proposed subdivision or site plan:
1. 
Minor Subdivision.
a. 
Application fee — two hundred fifty ($250.00) dollars.
b. 
Minimum escrow deposit — one thousand two hundred ($1,200.00) dollars.
2. 
Major Subdivision.
Preliminary plat submission:
a.
At the time of filing an application and a preliminary plat of a major subdivision for review, an application fee of five hundred ($500.00) dollars for five (5) lots or less; seven hundred fifty ($750.00) dollars for six (6) or more lots, plus
b.
In addition to the foregoing application fee, the applicant shall deposit a minimum of one thousand seven hundred fifty ($1,750.00) dollars in an escrow review account to be established per Section 35-14.2 of this chapter.
Final plat:
a.
At the time of submission of the final plat, the applicant shall pay an application fee of seven hundred ($700.00) dollars, plus
b.
The applicant shall deposit an amount of money in the escrow review account established as a result of Section 35-14.1K2b herein, an equal amount as required in said cited subsection of this chapter and pay an inspection escrow fee computed in accordance with Section 35-14.2 of this chapter.
3. 
Minor site plan.
a. 
At the time of filing an application and preliminary site plan for a minor site plan, the applicant shall pay an application fee of two hundred fifty ($250.00) dollars, and
b. 
In addition to the foregoing application fee, the applicant shall deposit a minimum of one thousand two hundred ($1,200.00) dollars in an escrow review account to be established per Section 35-14.2 of this chapter and in an escrow inspection account an amount to be computed in accordance with Section 35-14.2 of this chapter, or a minimum of five hundred ($500.00) dollars.
4. 
Major site plan.
Preliminary site plan:
a. 
At the time of filing an application and preliminary site plan for a major site plan, the applicant shall pay an application fee of five hundred ($500.00) dollars, and
b. 
In addition to the foregoing application fee, the applicant shall deposit a sum in an escrow review account to be established per Section 35-14.2B of this chapter, of not less than one thousand seven hundred fifty ($1,750.00) dollars to be computed as follows:
(1) 
Residential (apartments and multi-family dwellings): twenty ($20.00) dollars per dwelling unit up to ten (10) dwelling units; plus ten ($10.00) dollars per dwelling unit from eleven (11) to one hundred (100) dwelling units; plus five ($5.00) dollars per dwelling unit from one hundred one (101) to one thousand (1,000) dwelling units; plus two ($2.00) dollars per dwelling unit for each unit over one thousand (1,000), but in no case to exceed five thousand ($5,000.00) dollars;
(2) 
Commercial/Industrial: one hundred ($100.00) dollars for the first acre or part thereof and twenty-five ($25.00) dollars for each additional acre or part thereof, but in no case to exceed five thousand ($5,000.00) dollars.
(3) 
Other: one hundred ($100.00) dollars for the first acre or part thereof and fifty ($50.00) dollars for each additional acre or part thereof, but in no case to exceed five thousand ($5,000.00) dollars.
Final Site Plan:
At the time of submission of final site plan for review and approval, the applicant shall deposit in the escrow review account established as a result of Section 35-14.1K4b herein, an equal amount as required in said cited subsection of this chapter and an inspection review account deposit to be computed in accordance with the provisions of Section 35-14.2B of this chapter.
L. 
General Development Plan. At the time of submission of an application and general development plan for review, the applicant shall pay an application fee of one thousand ($1,000.00) dollars and in addition, shall deposit escrow review amounts as determined in Section 35-14.1K according to the type of proposed development application. The amount of escrow fees required for conceptual, sketch, preliminary and final development plan approval shall be determined based upon the hourly fees of the consultants hired in connection with a planned development of regional impact as provided for in Section 35-9.13 of this chapter.
M. 
Waiver of Site Plan: At the time of filing an application to request a waiver of site plan, the applicant shall pay an application fee of one hundred ($100.00) dollars plus an escrow fee of four hundred ($400.00) dollars.
N. 
Informal review of a concept plan (fee to be credited toward fee for application for development of same project): Three hundred ($300.00) dollars plus one hundred fifty ($150.00) dollars per hour for every hour of meeting time spent in excess of two (2) hours.
O. 
Hearing transcript: Maximum permitted in N.J.S.A. 2A:11-15.
P. 
Duplicate recording of hearing: Twenty-five ($25.00) dollars per CD.
Q. 
Certificates of nonconforming use or structure: Twenty ($20.00) dollars.
R. 
Mailing charges: Whenever an applicant requests that the Board Secretary forward copies of application forms and plats or plans in connection with a minor subdivision or site plan to the County Planning Board or other regulatory agency, the application fee as set forth in both Section 35-14.1K1 and K3 shall be increased by ten ($10.00) dollars.
S. 
Payment of fees. All fees shall be paid to the Secretary of Land Use Board or other municipal official designated to receive the specific application for review. All application fees shall be used to cover the cost of processing the application. The escrow review and inspection fee deposits shall be utilized in accordance with the provisions of Section 35-14.2 of this chapter.

A. 
Review Fee Deposit. The review fee deposit is to be used to pay the fees of any professional personnel retained or employed by the Township to assist in processing, reviewing and making recommendations concerning the subject application. The review fee deposit shall include any and all fees incurred by the Township as a result of minor subdivision approvals and/or major subdivision approvals, which result in required revisions to the Township Tax Map. If at any time it becomes evident that the escrow fund is, or will become, insufficient to cover all reasonable fees for the required professional services, the applicant shall increase the fund as determined by the Land Use Board. Any excess funds in the escrow fund remaining after all review fees have been paid shall be returned to the developer.
Whenever a review fee is required, the developer shall deposit with the Township Chief Financial Officer, a sum of money which the Chief Financial Officer shall, in turn, deposit in a separate escrow account and carry under the Township's trust fund section of accounts on the books of the Township as a review fee escrow fund. The Chief Financial Officer shall periodically report to the Land Use Board on the current balance in each escrow account being held by the Township.

B. 
Inspection fees: This escrow fund shall be used to pay the fees of professional personnel employed to inspect subdivisions and site developments and approve the construction of the improvements for subdivision and site plan approvals. Any excess funds in the escrow at the time when all improvements have been finally accepted shall be returned to the developer. If at any time it becomes evident that the escrow fund is or will be insufficient to cover said inspection fees, the developer shall increase the fund as required by the Land Use Board.
Prior to final approval of the plat or site plan, the developer is required to deposit with the Township Chief Financial Officer a sum of money which the Township Chief Financial Officer shall, in turn, deposit in a separate escrow account and carry under the Township's trust fund section of accounts on the books of the Township as an inspection fee escrow fund. At the time of submission of the final plat or site plan, the applicant shall deposit an amount of money equal to four percent (4%) of the cost of all improvements required as a condition of subdivision or site plan approval as such cost is estimated by the Township Engineer. However, there shall be a minimum escrow deposit of three hundred ($300.00) dollars. Even though the aforesaid computation produces a less amount, unless there are no improvements required for a subdivision or site plan approval in which case the minimum inspection fee deposit will be one hundred ($100.00) dollars.
C. 
Collection of fees.
1. 
All review escrow or inspection escrow fee required by this Article, unless otherwise specified, shall be paid by the applicant or appellant to the Secretary or Clerk of the Land Use Board at the same time as his application is submitted or his appeal is filed.
2. 
Where deemed applicable and not detrimental to the intent and purpose of this Article, the Land Use Board, in its sole discretion, may determine that the number of acres included in a subdivision or site plan application for which an escrow fee is payable shall be limited to a particular portion of a larger tract.
3. 
All application or permit fees received by the Zoning Officer or Secretary of the Land Use Board, or other municipal officials designated to receive applications for zoning, forestry or sign permits, or applications for variances, conditional uses, subdivision or site plan review, or other matters provided for under the requirements of this chapter, shall be duly recorded and reported to the Township Committee and deposited with the Municipal Chief Financial Officer on a monthly basis. The Municipal Chief Financial Officer shall deposit said fees in the General Fund of the Township or as may be directed by the provisions of this Article.
4. 
The payment of interest on escrow review or inspection accounts shall be made in accordance with the provisions of N.J.S.A. 40:55D-53.1.
