The Animal Control Department is hereby created and the official in charge thereof shall be known as the "Animal Control Official.

The Mayor, with the consent and approval of the majority of the members of the Board of Aldermen, shall have power to appoint an Animal Control Official.

The Animal Control Official shall have power to appoint an Animal Control Officer. Such officer shall have power as delegated by the Animal Control Official.

The following terms shall have the following meanings:
The provision, at suitable intervals of not more than twelve (12) hours, unless the dietary requirements of the species requires a longer interval, of a quantity of wholesome foodstuff, suitable for the species and age, sufficient to maintain a reasonable level of nutrition in each animal, all of which foodstuff must be served in a safe receptacle, dish, or container.
The continuous provision of a sanitary facility, protection from the extremes of weather conditions, proper ventilation and appropriate space depending on the species of animal, as defined by regulations of the USDA, as revised.
The provision either continuously or at intervals suitable to the species, which intervals shall not exceed eight (8) hours, of a supply of potable water in a safe receptacle, dish, or container.
Any living vertebrate except a human being.
The City of Wright City Animal Control Department.
Any person or agent authorized by the Animal Control Official.
The person appointed by the Mayor to act as the Animal Control Official.
Any cat, male or female.
Any animal determined to have:
Any dog, male or female.
Any dog, cat or livestock other than poultry.
A fence or structure suitable to prevent the entry of young children and which is suitable to confine a dangerous or potentially dangerous animal, in conjunction with other measures, which may be taken by the owner or keeper of the animal. The enclosure shall be designed to prevent the animal from escaping.
Taken into the custody of the Animal Control Department.
The use of land or buildings for the purpose of selling, breeding, boarding or training dogs or cats or the combination thereof or the keeping of four (4) or more dogs or cats or the combination thereof over four (4) months of age.
Shall be defined as meaning horses, mules, cows, sheep, goats, pigs, etc.
Any animal determined to have:
When provoked, on any occasion in the past, engaged in any behavior that required a defensive action by any reasonable person to prevent bodily injury, when the person and the animal are off the property of the owner or keeper of the animal; or
When unprovoked, on any occasion in the past, has killed, seriously bitten, inflicted substantial bodily injury, or caused substantial injury when attacking a domestic animal off the property of the owner or keeper of the animal; or
Engaged in animal-fighting activities as described in Section 578.025, RSMo.
A locked pen with sound sides, bottom and top to prevent the entry of young children and to prevent the animal from escaping by climbing, jumping or digging out. The pen must be within a reasonable distance of a conspicuous sign warning the presence of a dangerous or potentially dangerous animal in the pen. Nothing in this Article shall be interpreted as allowing a pen in areas where structures or pets are not authorized by zoning laws.
Any physical injury to a human being that results in muscle tears, disfiguring lacerations or necessitates corrective cosmetic surgery.
