There shall be a Department of Water and Wastewater Utility, the head of which shall be the Director. The Director shall:
A. 
Have, exercise and discharge the functions and duties of a department head as otherwise provided by the City Code.
B. 
Supervise or maintain departmental records and collect and record data for payroll and inventory controls and costs analyses as required or approved by the Business Administrator.
Within the Department there shall be the following divisions and bureaus:
A. 
Division of Water.
B. 
Division of Wastewater.
The Division of Water, under the direction and supervision of the Director, shall:
A. 
Operate, maintain and repair the city-owned water supply and distribution system.
B. 
Purchase, sell or exchange water service to, from and with other municipalities in accordance with intermunicipal agreements.
C. 
Install, repair, replace and maintain water meters and provide for the reading of meters periodically as the basis of billing and collection of water rates and charges by the Division of Finance.
D. 
Maintain, repair and replace fire hydrants as needed.
The Division of Wastewater, under the direction and supervision of the Director, shall:
A. 
Operate, maintain and repair the city sewage pumping stations.
B. 
Operate, maintain and repair the city sewage collection system, including combined sewers, interceptors, mains, pipes and valves.
C. 
Purchase, sell or exchange sewage treatment service to, from and with other municipalities in accordance with intermunicipal agreements.
D. 
Administer and enforce the city ordinances regulating the use of public and private sewers and the discharge of waters and waste into the public sewerage system.
