It shall be lawful for any of the members of the Division of Health, the Health Officer, Inspector or any person acting under and by the authority of the Division of Health to enter in or upon any land, tenement or building to inspect the same and to ascertain whether the provisions of this chapter or any other sanitary or health ordinance regulations and laws are being complied with. It shall be unlawful to prevent, obstruct or resist any such officer or any person employed in or by the Division of Health in entering in or upon any land, tenement or building for any of the purposes specified in this chapter.
