A. 
The owner or owners, occupant or occupants of any premises, property, or vacant land abutting or bordering upon any street in the City of Perth Amboy shall remove all snow and/or ice from the sidewalks of any street or, in case of ice which may be so frozen to the sidewalks as to make removal impracticable, shall cause the same to be thoroughly covered with sand or ashes within twenty-four (24) hours after same has ceased to fall or form thereon.

B. 
The owner of real property on which there has been constructed any private street, highway, lane, alley or other roadway which is open to the public or for which the public is invited shall remove all snow and ice from such street, highway, lane, alley or other roadway within twelve (12) hours of daylight after the same shall fall or be formed thereon. This subsection shall apply only to the owner of real property on which there has been constructed a multiple-dwelling housing development containing three (3) or more units of dwelling space, as set forth in N.J.S.A. 40:48-2.47.
No person or corporation, the owner or occupant of any premises abutting on any street, shall throw, place or deposit any snow or ice onto or upon any street in the city except such as falls upon or is formed upon that portion of the property so abutting said street lying within the sidewalk lines thereof. It is the intent and purpose of the provision of this section to prohibit all persons from throwing, casting, placing or depositing snow and ice which is accumulated within the private property belonging to persons or corporations upon the sidewalks or streets of the City of Perth Amboy.
In case such snow or ice shall not be removed from such sidewalks or private property or shall be cast, deposited, thrown or placed upon said sidewalk or said street by the owner or owners, occupant or occupants of any premises as provided in §§ 380-1 and 380-2 hereof, the same may be removed by and under the direction of the officer in charge of the Department of Public Works, and the cost thereof, as nearly as can be ascertained, shall be certified to the Assessor whose duty it is to assess and levy taxes for said city and shall thereupon become and be a first and paramount lien upon said premises and shall be added to, recorded and collected in the same manner as taxes next to be assessed and levied upon such premises, and the imposition and collection of the fine or fines imposed by the provisions of this chapter shall not constitute any bar to the right of the City of Perth Amboy to collect the costs as certified for the removal of said snow or ice in the manner herein authorized.
Any person, firm or corporation violating any of the provisions of this chapter shall, upon conviction thereof, be fined a sum not to exceed one thousand dollars ($1,000) or be imprisoned for a period not to exceed ninety (90) days, or both, and each and every day in which said violation exists shall constitute a separate violation.
