No. 5-78, adopted 3/21/78) and has authorized a renewal of a Cable Television Franchise Agreement with Comcast Cablevision of New Jersey (see Ord. No. 2147-98, adopted October 6, 1998); Fiber Optic Agreement (see Ord. No. 18-93; New); Telecommunications, Fiber Optic Cable Agreement with Teleport Communications New York (see Ord. No. 13-96).

a. 
Pursuant to the provisions of N.J.S.A. 40A:11-11(5), the Mayor and Township Clerk are hereby authorized to enter into a Cooperative Pricing Agreement with the Lead Agency as defined in the Agreement or any other contracting unit within the County of Morris or adjoining Counties for the purchase of work, materials and supplies.
b. 
The Lead Agency entering into contracts on behalf of the Township of Millburn shall be responsible for complying with the provisions of the Local Public Contracts Law (N.J.S.A. 40A:11-1 et seq.) and all other provisions of the Revised Statutes of the State of New Jersey.

The Township Committee hereby finds that savings and efficiencies may be achieved in the purchase of work, materials and supplies through participation in volume purchasing on behalf of two (2) or more public agencies pursuant to N.J.S.A. 40A:11-11(5). The Township therefore agrees to participate in the Essex County Cooperative Pricing Program in the purchase of work, materials and supplies for use by the Township and the County and by such other contracting units as may lawfully enter into similar agreements. The terms and conditions of a certain agreement between Essex County and the Township and other municipalities located in Essex County are hereby approved, and the agreement shall be kept on file in the office of the Township Clerk. The Mayor and Township Clerk are hereby authorized to enter into the agreement on behalf of the Township.

a. 
Certain Interlocal Services Agreements for the furnishing of health services by the Millburn Township Board of Health, as provided in the agreement more particularly described below, are hereby approved by reference.
An agreement between the Essex Regional Health Commission (hereafter "Commission"), Provider, and the Millburn Township Board of Health, Recipient, for the Commission to provide environmental and public health service to the Recipient. The term of the agreement shall be indefinite.
b. 
The Mayor and Township Clerk and the President and Secretary of the Millburn Township Board of Health are hereby authorized and directed to execute the agreement on behalf of the Township of Millburn. A copy of the agreement is available for public inspection in the Offices of the Township Clerk and the Township Board of Health.
c. 
This agreement shall take effect after its approval by the New Jersey Commissioner of Health and the filing of this ordinance (subsection) with the New Jersey Division of Local Government Services.
