The purpose of this district is to protect older established
neighborhoods comprised primarily of single-family dwellings on small
lots, to provide opportunities for limited commercial development
on properties that front on arterial or collector roads, to provide
services to the immediate neighborhoods and local traffic, and to
provide for compatible public, semipublic and accessory uses as conditional
uses or uses by special exception.

1. In the R-1-V Village Residential District, only the following uses
are authorized:
A. Permitted uses:
(1)
Principal uses:
(f)
Temporary use or structure, other than a construction trailer, model home or sales office, subject to §
27-1905.
(h)
Oil and gas pipelines and temporary water pipelines, subject to §
27-1413.
(i) Small wireless communications facility and accessory equipment on a wireless support structure, subject to §
27-2100 et seq.

(2)
Accessory uses:
(a)
Keeping of domestic pets.
(b)
No-impact home-based business, subject to §
27-1411.
(c)
Off-street parking and loading, subject to Part
15.
(d)
Other accessory uses customarily incidental to and on the same
lot with any permitted use, conditional use or use by special exception
authorized in this district.
(e)
Private garages and storage buildings, subject to §
27-1403.
(f)
Private residential swimming pools or sports courts, subject to §
27-1403.
(g)
Temporary construction trailer, model home or sales office, subject to §
27-1407.
B. Conditional uses:
(1)
Principal uses:
(a)
Active recreation, low-impact.
(d)
Personal-care boarding home.
(e)
Residence in combination with business.
C. Uses by special exception:
(1)
Principal uses:
(a)
Communications antenna mounted on an existing building or on
an existing public utility storage or transmission structure.
(b)
Day-care center or preschool in a place of worship or school.
(c)
Place of worship/place of assembly.
(e)
Public utility building or structure.
(f)
Schools (public or private).
(g) Short-term lodging accommodations, subject to §
27-1303, Subsection

1. In the R-1-V Village Residential District, all uses shall be subject to the following regulations, except as they may be modified by the express standards and criteria for the specific conditional uses and uses by special exception contained in Part
13:
A. Minimum lot area:
(1)
Single-family dwelling:
(a)
Without public sewers: one acre (43,560 square feet).
(b)
With public sewers: 6,000 square feet. (NOTE: For provisions
governing nonconforming lots of record, see § 27-1703A.)
(2)
Two-family dwelling:
(a)
Without public sewers: one acre (43,560 square feet).
(b)
With public sewers: 12,000 square feet, or 6,000 square feet
per dwelling unit.
(3)
Limited commercial uses: 6,000 square feet.
(4)
All other principal uses: one acre.
B. Minimum lot width:
(1)
Single-family dwelling:
(a)
Without public sewers: 100 feet.
(b)
With public sewers: 60 feet. (NOTE: For provisions governing
nonconforming lots of record, see § 27-1703A.)

Two-family dwelling:
(a)
Without public sewers: 100 feet.
(b)
With public sewers: 80 feet.
(3)
Limited commercial uses: 60 feet.
(4)
All other principal uses: 150 feet.
C. Maximum impervious surface coverage: 35%.
D. Minimum front yard: 20 feet.
E. Minimum rear yard:
(1)
Principal structures: 25 feet.
(2)
Accessory structures: See § 27-1403C.
F. Minimum side yard:
(1)
Single-family or two-family dwellings:
(a)
Without public sewers: 15 feet.
(b)
With public sewers: 7.5 feet.
(2)
All other principal structures: 25 feet.
(3)
Accessory structures: See § 27-1403C.
H. Permitted projections into required yards: see §
27-1404.
I. Maximum height:
(1)
All principal structures: three stories, but no more than 35
feet.
(2)
All accessory structures: one story, but no more than 15 feet.
