The purpose of this district is to provide for medium-density, single-family development and to provide multifamily housing opportunities in planned residential developments in areas served by public sewers and other public services and to provide for compatible public, semipublic and accessory uses as conditional uses or uses by special exception.

In the R-3 High-Density Residential District, only the following uses are authorized:
A. 
Permitted uses:
(1) 
Principal uses:
(a) 
Essential services.
(b) 
Forestry, subject to § 27-1410.
(c) 
Passive recreation.
(d) 
Public buildings.
(e) 
Single-family dwellings.
(f) 
Temporary use or structure, other than a construction trailer, model home or sales office, subject to § 27-1905.
(g) 
Oil and gas pipelines and temporary water pipelines, subject to § 27-1413.
(h) 
Small wireless communications facility and accessory equipment on a wireless support structure, subject to § 27-2100 et seq.

(2) 
Accessory uses:
(a) 
Keeping of domestic pets.
(b) 
No-impact home-based business, subject to § 27-1411.
(c) 
Off-street parking and loading, subject to Part 15.
(d) 
Other accessory uses customarily incidental to and on the same lot with any permitted use, conditional use or use by special exception authorized in this district.
(e) 
Private garages and storage buildings, subject to § 27-1403.
(f) 
Private residential swimming pools or sports courts, subject to § 27-1403.
(g) 
Specialized animal raising.
(h) 
Temporary construction trailer, model home or sales office, subject to § 27-1407.
B. 
Conditional uses:
(1) 
Principal uses:
(a) 
Active recreation, low-impact.
(b) 
Age-restricted planned community.
(c) 
Non-family facility, Type 1 and/or 2.
(d) 
Multifamily dwellings.
(e) 
Nursing home.
(f) 
Personal-care boarding home.

Planned residential development, subject to Part 12.

Uses by special exception:

Principal uses:
(a) 
Communications antenna mounted on an existing building or on an existing public utility storage or transmission structure.
(b) 
Day-care center or preschool facility in a place of worship or school.
(c) 
Place of worship/place of assembly.
(d) 
Public utility building or structure.
(e) 
Schools (public or private).
(f) 
Short-term lodging accommodations, subject to § 27-1303, Subsection 60.60.

In the R-3 High-Density Residential District, all uses shall be subject to the following regulations, except as they may be modified by the express standards and criteria for the specific conditional uses and uses by special exception contained in Part 13:

Minimum lot area:
(1) 
Single-family dwelling:
(a) 
Without public sewers: one acre (43,560 square feet).
(b) 
With public sewers: 0.35 acre (15,246 square feet).
(2) 
All other principal uses: one acre (43,560 square feet).
B. 
Minimum lot width:
(1) 
Single-family dwelling: 70 feet.
(2) 
All other principal uses: 150 feet.

Maximum lot coverage: 35%.

Minimum front yard: 35 feet.
