As used in this section:
OPERATOR
Includes every individual who shall operate a vehicle as the owner or as the agent, employee or permittee of the owner or any individual who is in actual physical control of a vehicle.
PARK or PARKING
The standing of a vehicle, whether occupied or not, upon any parking zone herein designated and constituted.
VEHICLE
Any device by which any person or property may be transported upon a highway, excepting devices operated upon rails and permanent tracks.

All that area owned or leased by the Borough and lying within the block bounded by Broad Street on the east, Third Street on the south, Main Street on the west and Front Street on the north, shall be a public parking area.

The area above described and owned or leased by the Borough may be used by any person for the parking of vehicles without charge.

No person or operator shall park any vehicle within the parking area for a continuous period of time longer than three hours on weekdays of Monday to Friday, between the hours of 9:00 a.m. to 6:00 p.m. Parking time limitation of the three-hour period shall not be changed, supplemented or amended for a period of five years from the date of adoption.

It shall be unlawful for any person or operator to park or allow to be parked any vehicle in such a manner as to obstruct the entrances and exits to the parking area.

There shall be reserved at the Municipal parking lot situated on Broad Street and being Lot 14A and 15 Block 61, as shown on the tax map of the Borough, two parking spaces to be utilized for parking by handicapped persons as provided in the provisions of N.J.S.A. 52:32-11 as amended and supplemented.

The Public Works Department of the Borough shall designate such parking spaces in accordance with provisions of N.J.S.A. 52:32-12, including identifying the parking spaces with a clearly visible sign displaying the International Symbol of Access.

No vehicle other than one driven by or containing a physically handicapped passenger may park or stand in such spaces.

Any person violating any of the provisions of this section shall be subject to the General Penalty established in Section 1-5 of this Code.

It is hereby declared to be in the best interest of the health, safety and general welfare of the citizens of the Borough that parking in the American Legion Drive parking lot, along American Legion Drive (both sides), and in the Fireman's parking lot adjacent to American Legion Drive be restricted during certain hours.

No motor vehicle shall be parked in the American Legion parking lot, along American Legion Drive (both sides), and in Fireman's parking lot, between the hours of 1:00 a.m. and 6:00 a.m. Vehicles shall further be limited to a maximum of six hours of parking from 9:00 a.m. to 5:00 p.m. every weekday, except holidays, except for certain parking spaces allocated to the ferry service for commuter parking, which shall be exempt from the six-hour restriction set forth herein.

The provisions of Subsection 8-3.2 above shall not apply to:
a. 
Members of the Police Force;
b. 
Other Borough officials or employees while on duty or performing their respective duties;
c. 
Patrons and employees of any adjacent business establishments while patronizing or working at said establishments during hours of operation, except that the six-hour weekday time restriction shall not be excepted, and shall remain in full force and effect.
d. 
Groups or organizations utilizing lots while on bus trips or events except that the six-hour weekday time restriction shall not be excepted, and shall remain in full force and effect.
The Mayor and Council may waive the provisions of subsection 8-3.2 and fix the closing hour for a specific occasion or a special event.

Ball playing, frisbee playing, skateboarding, or any other similar activity are prohibited at all times in the areas designated in Subsection 8-3.1.

Any person violating or failing to comply with any of the provisions of this section shall, upon conviction thereof, be subject to a fine of not more than $200.

All that area owned or leased by the Borough and lying within the block bounded by Osborn Street on the east, Third Street on the south, Division Street on the west, Front Street on the north, shall be a public parking area.

The area above described and owned or leased by the Borough may be used by any person for the parking of vehicles without charge.

No person or operator shall park any vehicle within the parking area between the hours of 9:00 p.m. and 6:00 a.m. on weekdays, Monday through Friday except with a valid Borough of Keyport parking permit and during snow emergencies.

It is hereby declared to be in the best interest of the health, safety and general welfare of the citizens of the Borough of Keyport that parking in the Pine Street Parking Lot owned and maintained by the Borough of Keyport and being Lot 6, Block 137, on the tax map of the Borough, shall be restricted during certain hours.

The provisions of subsection 8-6.2 above shall not apply to:

Groups or organizations utilizing lots while on bus trips or events.

When streets are snow covered.

For the violation of any provision of this Chapter which relates to parking in a restricted parking space reserved for handicapped individuals, either on a public street or roadway or in any parking lot located within the Borough of Keyport, an individual shall be subject to a fine of $250 for a first offense. For a second or subsequent offense, a person shall be subject to a fine of $250 and may be sentenced to perform a maximum of 90 days' community service, or both, at the discretion of the Municipal Court Judge.
