Every owner, lessee or occupant of any building or structure which adjoins a sidewalk described in § 74-21 of the Village Code shall be required to keep and maintain the sidewalk in front of his, her or its premises free from and clean of all litter, garbage, debris and natural growth (including, but not limited to, weeds and grass).
Every owner, lessee or occupant of premises which adjoin a sidewalk, as described in § 74-21 of this article, who shall fail, neglect or refuse to keep such sidewalk free from and clean of all litter, garbage, debris and natural growth, shall be guilty of a violation and subject to a fine not exceeding $100. Each day that the sidewalk is not kept free and clean of all litter, garbage and debris shall be deemed a separate offense.
