All extensions of the public sewer line shall be by and at the
expense of the person desiring the extension. He shall submit to the
Borough Engineer complete plans and specifications of the extension
that is contemplated, prepared by a qualified licensed professional
engineer, along with an application for a street opening permit.
The basis for the design shall be in accordance with Water Pollution
Control Federation Manual of Practice No. 9 and the New Jersey State
Department of Health Rules and Regulations and any revision thereof.
Following submission of such plans to the Borough Engineer,
the applicant shall submit the plans for approval to the Borough Board
of Health, the New Jersey State Department of Health and other appropriate
bodies.
All borough engineering fees for reviewing plans and all borough
inspection fees shall be paid for by the owner or developer.
When the Borough Engineer is satisfied that all the requirements
of the borough have been met, and when approval of the State Department
of Health has been obtained, he will approve said sewer extension.
The applicant shall proceed with the construction of the sewer
extension as shown on the approved plans, and all his work shall be
subject to inspection and approval by the Borough Engineer. No work
shall be covered or backfilled without the approval of the Borough
Engineer.
In addition to the street opening permit provided for in §
140-44, the applicant or the user of the sewer shall secure a building sewer permit for each connection to the extension and shall pay the fee provided for in Article
IV.
Any permit for a street opening shall expire at the end of six
(6) months from the date of issue. Such permit may be extended by
the Borough Engineer for an additional six (6) months if, in his opinion,
such an extension is in the interest of the borough.
In addition to the annual service charge, a charge for connection
to the system shall be made, which connection charge shall be as determined
by the Mayor and Council.
Each residential user or basic service unit located outside
the borough limits shall pay a basic annual use rate as shall be determined
by the Mayor and Council.
