A planning commission is hereby established in and for the city.

The commission shall have five voting members serving with compensation as set by the city council from time to time by resolution, and two ex-officio advisory members, who shall be the director of community development, the director of public works, or their respective designees. All members of the commission shall be residents of the City of Oakdale excepting that the present nonresident member shall remain a voting member of the commission until he resigns, is removed, or not reappointed.

Members of the commission shall be appointed by the mayor with the consent of the city council for four year terms. A term of office for each commission shall expire on April 30 of the fourth year. Members of the commission shall have overlapping terms. Every two years, three members or four members respectively of the commission shall be appointed.

Appointments to fill vacancies shall be for the remainder of the unexpired term. All members of the planning commission shall serve at and during the pleasure of the city council and may be removed with or without cause. A member who fails to attend at least seventy-five percent (nine) of the annual meetings, without an excuse as approved by the commission chairman or director of community development, is presumed to be in nonperformance of duty and the council may declare the position vacant, and a new commissioner shall then be appointed.

At its first meeting in May each year, the commission shall elect a chairman and a vice chairman to serve one year terms. These officers shall be elected annually to serve during the commission year, which begins May 1 and ends on the following April 30.

The commission shall select a secretary who need not be a member of the commission. The secretary shall serve as a secretary to the commission and shall keep minutes of each meeting and record the actions taken. When a roll call vote is taken, roll shall be taken with the chairman voting last. Minutes and recommendations shall expeditiously be forwarded to the city council.

The commission shall hold a regular meeting each month. Special meetings may be called by the chairman or by any four members by written notices served upon the members twenty four hours before the proposed time of such meeting. The commission shall adopt rules for the transaction of business and shall keep a record of its resolutions, transactions, findings and determinations, which records shall be on file in the city clerk's office and shall be a public file.
The office of the city clerk shall furnish stenographic services as are needed to make possible the necessary recording and filing of these records.

Four members of the commission shall constitute a quorum.

The planning commission shall have the power and it shall be its duty:
(a)
To prepare and recommend for adoption a comprehensive long term general plan for the physical development of the city and of any land outside its boundaries, as provided for by the conservation and planning laws of the state.
(b)
To prepare plans based on the master plan and drafts of such regulations, programs, and legislation as may in its judgment be required for the systematic execution of the master plan, and to recommend such plans and measures to the council for adoption.
(c)
To act as the advisory agency for the city in connection with the administration of the Subdivision and Map Act of the state and the city subdivision regulations.
(d)
To investigate and recommend to the council plans for the improvement and beautification of the city such as the opening, straightening, widening, closing of public streets or parking thereon; the location and improvement of public buildings and public works.
(f)
Periodic review of the general plan of the city with particular reference to the open space and recreation elements.
(g)
Yearly review and update of the parks master plan.
(h)
Yearly review and update of properties and funds deriving from the (Quimby Act ordinance).
