The position of Township Administrator is hereby created in
the Township of Chatham pursuant to and in accordance with Chapter
200, Laws of 1971 (N.J.S. 40A:9-136 et seq.).

The Township Administrator shall be appointed by the Township
Committee. If the Administrator does not reside within 20 miles of
the Township municipal building at the time of appointment, he/she
shall reside within such distance within three months as a condition
of employment. If he/she fails to do so, the office shall be deemed
vacant and shall be filled by a new appointment.

The term of office of the Township Administrator shall be at
the pleasure of the Township Committee. The Administrator may be removed
by resolution of the Township Committee, adopted by 2/3 vote. The
Township Committee may provide that a resolution for removal shall
have immediate effect, provided however that the Township Committee
shall cause to be paid to the Administrator forthwith any unpaid balance
of his salary and his salary for the next three calendar months following
adoption of the resolution.

The Township Administrator shall be appointed on the basis of
executive and administrative abilities and qualifications with special
regard to education, training and experience in government affairs.

The Township Administrator shall be the Chief Administrative
Officer of the Township and shall be responsible to the Township Committee
for the proper and efficient administration of Township affairs. The
office of Township Administrator may be combined with that of Township
Clerk.

The Township Administrator shall have the following duties and
responsibilities to the extent not prohibited by law:
a. Be responsible for the receipt of the monthly and annual reports
from all department heads and officers of the Township.
b. Be responsible for the preparation of the annual Township capital
and operating budgets and submit same to the Township Committee for
their approval; and see that each department, office, board or other
agency adheres to the budget approved by the Township Committee.
c. Be responsible for Township purchasing procedures, administrative
procedures and organizational structure, and make such recommendations
for changes to the Township Committee he shall deem necessary from
time to time.
d. Maintain sound personnel practices in accordance with "A Guide to
the Personnel Policies and Practices for the Township of Chatham,
New Jersey" and maintain appropriate records of all employees.
e. With the approval of the Township Committee, delegate to any department
head or other Township employee such of his powers as he may deem
necessary for efficient administration.
f. Make studies and surveys of such municipal problems of the Township
shall be assigned to him, from time to time, by the Township Committee
and prepare and submit written reports of his findings and determinations
to the Township Committee for their consideration and action.
g. Attend all conference, public, regular and special meetings of the
Township Committee.
h. Implement and enforce the policy of the Township Committee with respect
to the compiling and release of public information.
i. Investigate complaints respecting local government operations and
report thereon to the Township Committee.
j. Maintain liaison with the Township Treasurer by continuous review
of operating expenses and report periodically to the Township Committee
on the status of all accounts.
k. Perform such additional duties as may be assigned to him by the Township
Committee.

The Township Administrator shall serve as Township Purchasing
Agent and Contracting Agent and in connection therewith shall have
the following powers:
a. To supervise purchases by the Township and the rendering of services
to the Township in order to assure the proper maintenance of an encumbrance
system which utilizes purchase order forms evidencing the availability
of funds to meet each obligation;
b. To award contracts for purchases by the Township of materials and
supplies and for the rendering of non-professional services to the
Township whenever such contracts do not exceed $9,200 in amount, and
in connection therewith to solicit and maintain records of quotations
for purchases or contracts exceeding $500;
c. Whenever an emergency situation affecting the public health, safety
or welfare requires the immediate delivery of materials or the performance
of services, to award contracts for materials or services not exceeding
$9,200 in amount; to issue change orders not exceeding $9,200 under
existing contracts whenever necessary to meet an emergency situation
requiring immediate action;
d. To prepare or cause to be prepared bidding documents and advertisements
for bids for contracts for materials and services requiring public
sealed bidding, and in connection therewith to receive and report
bids to the Township Committee, recommending action thereon;
e. To issue purchase orders under Township open-end contracts within
limitations of law and the availability of funds; and
f. To delegate to the Superintendent of the Township Department of Public
Works to the Chief of the Township Police Department authority to
issue purchase orders for materials or services for their respective
departments, provided that no purchase order shall exceed $1,000 in
amount.

The Township Administrator shall receive the compensation as
fixed from time to time by ordinance by the Township Committee, provided
however that whenever the Township Clerk is serving as Township Administrator,
then there shall be no additional compensation for service as Township
Administrator.

Nothing contained herein shall be construed to derogate from
or authorize the Township Administrator to exercise powers exclusively
vested or undertake duties exclusively imposed by law upon the various
elected and appointed officers, boards, and commissions of the Township.

Whenever used herein, the masculine gender shall include the
feminine.

The position of Chief Financial Officer of the Township is hereby
established.

The Chief Financial Officer shall possess the qualifications
which are required by N.J.S. 40A:9-140.1 and following and shall carry
out the responsibilities set forth in N.J.S. 52:27BB-26 and following.
The Chief Financial Officer shall perform such other duties as may
be assigned by the Township Committee.

The office of Township of Chatham Tax Collector is hereby created,
continued and confirmed by the Township Committee.

The Township Tax Collector shall hold office for a term of four
years from the first day of January next following the appointment.
Vacancies other than due to expiration of term shall be filled by
appointment of the Township Committee for the unexpired term.

The Township Tax Collector may obtain tenure as provided by
law.

The Township Tax Collector shall meet those qualification requirements
and hold those certifications required by law.

The Township Tax Collector shall perform all duties imposed
by law, administrative code or regulation and directive of the Township
and shall file such reports as the Township Committee shall require,
including but not limited to the following:
a. Collect and deposit money assessed or raised by taxes.
b. Collect all charges, payments and impose penalties for delinquent
payment of taxes.
c. Keep such records as are required by law.
d. Enforce all municipal liens and other liens on real property as may
be authorized by law and charge fees authorized by law.
e. Conduct tax sale proceedings and in rem foreclosures.
f. Certify searches for taxes and other liens on real property as may
be authorized by law and charge fees authorized by law.
g. Perform all other duties required by law.

The Township Tax Collector shall receive such salary or compensation
as shall be fixed and determined by the Township Committee in accordance
with law.

The office of Township of Chatham Tax Assessor is hereby created,
continued and confirmed by the Township Committee.

The Township Tax Assessor shall hold office for a term of four
years from the first day of January next following the appointment.

appointment of the Township Committee for the unexpired term.

The Township Tax Assessor shall meet those qualification requirements

The Township Tax Assessor shall perform all duties and obligations
imposed or granted to a Tax Assessor by law, including but not limited
to the following:
a. Having, performing and discharging all the functions, powers and
duties prescribed by law for a Tax Assessor.
b. Making assessments for benefits for local improvements and, for that
purpose, having and exercising the powers and duties of an assessor
for local improvements as provided by law.
c. Maintaining adequate assessment records of each separate parcel of
real property assessed or exempt.
d. Maintaining a current tax duplicate of the municipality and causing
to be recorded thereon all changes in ownership or character of the
real property assessed.
e. Reporting to the Township Committee as to equalization proceedings
and other matters involving the County Tax Board and making recommendations.
f. Reporting to the Township Committee on all New Jersey Tax Court or
County Tax Board litigation in which the Township is a party.

There shall be as many Deputy Tax Assessors as shall be appointed
by the Township Committee to hold office until removed by the Township
Committee.

The Township Tax Assessor and Deputy Tax Assessors shall receive
such salary or compensation as shall be fixed and determined by the
Township Committee in accordance with law.

The office of Township of Chatham Zoning Officer is hereby created,
continued and confirmed by the Township Committee.

The Township Zoning Officer shall be appointed by and hold office
until removed by the Township Committee.

The Township Zoning Officer shall meet those qualification requirements
and hold those certifications required by law.

It shall be the duty of the Zoning Officer to enforce and administer
the Land Development Regulations of the Township.

There shall be as many Deputy Zoning Officers as shall be appointed
by the Township Committee to hold office until removed by the Township
Committee.

The Township Zoning Officer and Deputy Zoning Officers shall
receive such salary or compensation as shall be fixed and determined
by the Township Committee in accordance with law.

Pursuant to the provisions of the Local Historians Enabling
Act, N.J.S. 40:10A-1 and following, the position of local historian
of the Township of Chatham is hereby established.

The position of Local Historian shall be filled by appointment
by the Township Committee. The Local Historian shall serve at the
pleasure of the Township Committee.

The Local Historian shall serve without compensation and shall
have the powers and responsibilities provided in Section 7 of the
Local Historians Enabling Act, N.J.S. 40:10A-7.
