The head of the Department of Administration shall be the Director of the Department. The Administrator shall be the Director.

a. 
Creation of Office.[1] Pursuant to Chapter 367, Laws of 1968, State of New Jersey, there is hereby created the position of Administrator.

b. 
Appointment; Term; Composition. The Administrator shall be appointed by the Mayor, with the advice and consent of the Council, for a term of three years. The Administrator shall receive a salary such sums as may be fixed and adopted by the Township Council in the Salary Ordinance. The Administrator shall be reimbursed for all reasonable expenses incurred in the performance of his office.
c. 
Disability or Absence. During the absence or disability of the Administrator, the Mayor and Council may, by resolution, appoint an officer or regular employee of the Township to perform the duties of the Administrator during such absence or disability.
d. 
Removal. The Administrator may be removed by a 2/3 vote of the Township Council. The resolution of removal shall become effective three months after its adoption by the Council. The Council may provide that the resolution shall have immediate effect; provided, however, that the Council shall cause to be paid to the Administrator forthwith any unpaid balance of his salary and his salary for the next three calendar months following adoption of the resolution.
e. 
Qualifications.
1. 
The Administrator shall be chosen on the basis of his executive and administrative abilities and qualifications with special regard as to education, training and experience in governmental affairs.
2. 
The Administrator need not be a resident of the Township of Fairfield.
f. 
Duties and Responsibilities. The Administrator shall, under the supervision and control of the Mayor and Council to the extent not prohibited by law, have the following duties and responsibilities.
1. 
Serve as the principal administrative officer representing the Mayor and Council.
2. 
Attend all meetings of the Mayor and Council as required.
3. 
Carry out the instructions of the Mayor and Council in its relations with the Federal Government, State, County and other municipalities.
4. 
Keep the Mayor and Council informed on the condition of the Township and make such reports thereon as required and annually prepare a comprehensive report on the condition of the Township.
5. 
Study the administrative and other operations of the Township and make recommendations for plans and programs to meet the needs of the Township.
6. 
Receive and reply to inquiries and complaints concerning Township business and provide information and assistance in respect thereto.
7. 
Supervise the administration of all departments and offices in consultation with the respective Council Chairmen.
8. 
Recommend to the Mayor and Council assignments and scheduling for all departments and offices. He shall also have the administrative authority over the work of all clerical personnel.
9. 
Establish and maintain sound personnel practices and maintain appropriate records of all employees. Recommend to the Mayor and Council the initial hiring and disciplining of all Township employees.
10. 
Recommend the nature, location and extent of public improvements and coordinate the execution of the same when authorized by the Mayor and Council.
11. 
Implement and enforce the policies of the Mayor and Council with respect to the compiling and release of public information.
12. 
Receive from each head of a department, office and board their annual budget requests, review the same with the Treasurer and each department head, and on completion of review, transmit the same with his comments and recommendations to the Mayor and Council.
13. 
Consult with the Mayor and Council and Treasurer on preparation of the tentative budget, recording changes, additions and deletions thereto, and submit final recommendations in the form required by law, together with an analysis of the various items of expenditure and revenue and such explanatory comments as may be required.
14. 
Supervise and continually review the Township's insurance program.
15. 
Act as Purchasing Agent, approving all requisitions from departments for services and materials up to a total amount of $500, except that, as herein set forth, the approval of appropriate committee chairman must first be obtained. For purchases over $500 and simple purchase items over $250, the approval of the Township Council must first be obtained.
16. 
Perform such other duties as may otherwise be directed by the Mayor and Council.
g. 
Full-Time Position. The Administrator shall devote his full time to the interests of the Township.
