a. 
Definitions. The Zoning Officer is the head of the Zoning Office and the Chief Enforcing Agent of the provisions of Chapter 45 of the Township Code.
b. 
Duties.
1. 
Discover and ascertain the existence of any violations of the Township Zoning Code.
2. 
Investigate and inspect any alleged zoning violation within his/her knowledge and coming to his/her attention.
3. 
Prevent further or continued zoning violations which are known by him/her to exist, and by every lawful means cause the violators to cease and desist from committing such further violations.
4. 
To prosecute zoning violations in the manner provided by law.
5. 
Make an inspection of every parcel of land, building or structure for which a zoning permit is requested prior to the issuance of such permit, in order to ascertain that the occupancy or use will comply with every standard, regulation and requirement of this chapter for such occupation and use.
6. 
After proper inspection and investigation, issue zoning permits in appropriate instances and within his/her jurisdiction.
7. 
Report to the Board of Adjustment with respect to matters which are properly before the Board, and otherwise conduct investigations, report to and be responsible to the Construction Code Official with respect to matters pertaining to the Zoning Code and otherwise within his/her jurisdiction.
8. 
Start and maintain an accurate and complete file with respect to every alleged zoning violation or other matter investigated and processed by him/her.
9. 
File reports of his/her activities, including the complaints and cases processed by him/her and the disposition thereof with the Mayor and Council as may be directed by them.
10. 
Report his/her activities, including the complaints and cases processed by him/her and the disposition thereof, to the Township Engineer.

c. 
Requirements. The Zoning Officer shall be a high school graduate and have two years experience in the field of zoning, planning, engineering and construction.

a. 
Purpose. The purpose of this subsection is to create the administrative mechanisms needed for the execution of the Township of Fairfield's responsibility to assist in the provision of affordable housing pursuant to the Fair Housing Act of 1985.
b. 
Definitions. As used in this subsection, the following terms shall have the meanings indicated:
ADMINISTRATIVE AGENT
Shall mean the entity responsible for administering the affordability controls of some or all units in the affordable housing program for the Township of Fairfield to ensure that the restricted units under administration are affirmatively marketed and sold or rented, as applicable, only to low- and moderate-income households.
MUNICIPAL HOUSING LIAISON
Shall mean the employee charged by the Governing Body with the responsibility for oversight and administration of the affordable housing program for the Township of Fairfield.
c. 
Establishment of Municipal Housing Liaison Position and Compensation; Powers and Duties.
1. 
Establishment of Position of Municipal Housing Liaison. There is hereby established the position of Municipal Housing Liaison for the Township of Fairfield.
2. 
Subject to the approval of the Council on Affordable Housing (COAH), the Municipal Housing Liaison shall be appointed by the Governing Body and may be a full or part-time municipal employee.
3. 
The Municipal Housing Liaison shall be responsible for oversight and administration of the affordable housing program for the Township of Fairfield, including the following responsibilities which may not be contracted out, exclusive of Subsection (f) which may be contracted out:
(a) 
Serving as the Township of Fairfield's primary point of contact for all inquiries from the State, affordable housing providers, Administrative Agents, and interested households;
(b) 
Monitoring the status of all restricted units in the Township of Fairfield's Fair Share Plan;
(c) 
Compiling, verifying, and submitting annual reports as required by COAH;
(d) 
Coordinating meetings with affordable housing providers and Administrative Agents, as applicable;
(e) 
Attending continuing education opportunities on affordability controls, compliance monitoring, and affirmative marketing as offered or approved by COAH;
(f) 
If applicable, serving as the Administrative Agent for some or all of the restricted units in Fairfield Township.
4. 
Subject to approval by COAH, the Township of Fairfield may contract with or authorize a consultant, authority, government or any agency charged by the Governing Body, which entity shall have the responsibility of administering the affordable housing program of the Township of Fairfield, except for those responsibilities which may not be contracted out pursuant to Subsection 3 above. If the Township of Fairfield contracts with another entity to administer all or any part of the affordable housing program, including the affordability controls and Affirmative Marketing Plan, the Municipal Housing Liaison shall supervise the contracting Administrative Agent.
5. 
Compensation. Compensation shall be fixed by the Governing Body at the time of the appointment of the Municipal Housing Liaison.
6. 
Administrative Powers and Duties assigned to the Municipal Housing Liaison. Only the five required responsibilities outlined in Subsection 3 above will be handled by Township of Fairfield's Municipal Housing Liaison. All other duties will be delegated to an approved Administrative Agent.

Authority. The Code Enforcement Officer is authorized to enforce all ordinances of the Township pertaining to land, buildings, and maintenance and as otherwise set forth by ordinance.
b. 
Duties.
1.
