No person, except employees in the performance of their official
duties or officers of the Township, shall be on the premises of the
Fairfield Pool or any Township park when such facilities are closed.

The effectiveness of this section shall be contingent upon signs
being erected at the principal entrance of the facility, stating the
times of closing and opening thereof.

No person shall operate a recreational motor-driven vehicle,
as defined herein. or skateboard on any Township-owned property, (including
sidewalks), other than streets in accordance with New Jersey Statues
applicable thereto. Emergency personnel are exempt from this prohibition.

This section shall be known and may be cited as the "Fairfield
Recreation Regulations."

As used in this section:
BEVERAGE CONTAINER
Shall mean a container designed to contain and be sold to
consumers containing beer, malt, beverage, wine, distilled spirits
or alcoholic beverages, mineral water, soda water, juice or carbonated
or non-carbonated soft drink of any variety in liquid form and intended
for human consumption but shall not include containers to be used
in feeding infants nor containers containing prescription and/or nonprescription
drugs.
DRIVER; OPERATOR
Shall mean any person who propels, operates or is in charge
of a vehicle.
PARK
Shall mean a park, reservation, playground, recreation center
or any other area in Fairfield owned or used by the Township, devoted
to active or passive recreation.
PERMIT
Shall mean any written license issued by or under the authority
of the Superintendent or his designee, permitting the performance
of specified act or acts.
PERSON
Shall mean any person, firm, partnership, association, corporation,
company or organization of any kind.
RECREATIONAL MOTOR-DRIVEN VEHICLES
Shall include, but are not limited to, mini-bikes, electric
bicycles, motorized bicycles, hybrid bicycles, motorized scooters,
motorized skateboards, go-carts, motor cross bikes, mopeds, snowmobiles,
ATVs (all-terrain vehicles) or other similar types of motor-driven
vehicles used for recreational purposes.

SUPERINTENDENT
Shall mean the Superintendent of Parks and Recreation appointed
by the Mayor. "Superintendent," as used in this section shall also
mean his designee where appropriate.
VEHICLE
Shall mean any wheeled conveyance, whether motorpowered,
animal-drawn or self-propelled. The term shall include any trailer
in tow of any size, kind or description. Exception is made for baby
carriages and vehicles in the service of the Township and devices
customarily used by the handicapped such as wheelchairs.

In the interpretation of the Fairfield Recreation Regulations,
the provisions shall be construed as follows:
a. Any term in the singular shall include the plural;
b. Any term in the masculine shall include the feminine and neuter;
c. Any requirement or prohibition of any act shall, respectively, extend
to and include the causing or procuring, directly or indirectly, of
such act;
d. No provision hereof shall make unlawful any act necessarily performed
by any officer or employee of the Township in the line of duty or
work, as such, or by any person, his agents, or employees, in the
proper and necessary execution of the terms of any agreement with
the Fairfield Recreation Regulations.
e. Any act otherwise prohibited by the Fairfield Recreation Regulations,
provided that it is not otherwise prohibited by law or local ordinance,
shall be lawful if performed under the provisions of a permit so to
do and to the extent authorized thereto.

a. Buildings and Other Property.
1. Disfiguration and Removal. No person in a park shall willfully mark,
deface, disfigure, injure, tamper with or displace or remove any building,
bridges, tables, benches, fireplaces, railings, paving or paving material,
waterlines or other public utilities or parts or appurtenances thereof,
signs, notices or placards, whether temporary or permanent, monuments,
stakes, posts or other structures or equipment, facilities or park
property or appurtenances whatever, whether real or personal.
2. Rest Rooms and Washrooms. No person in a park shall fail to cooperate
in maintaining rest rooms and washrooms in a neat and sanitary condition.
3. Removal of Natural Resources. No person in a park shall dig or remove
any soil, rock, stones, trees, shrubs or plants, down timber or other
wood or materials, or make any excavation by tool, equipment, blasting
or other means or agency.
4. Erection of Structures. No person in a park shall construct or erect
any building or structure of any kind, whether permanent or temporary
in character except on special written permit issued by the Township
Engineer. The proposed structure shall not interfere with the use
of the park by the general public or be in any manner dangerous or
unsightly and shall comply with the appropriate building and safety
codes.
b. Trees, Shrubbery and Lawns.
1. Injury and Removal. No person in a park shall damage, cut, carve,
transplant or remove any tree or plant or injure the bark or pick
the flowers or seeds of any tree or plant; nor shall any person attach
any rope, wire or other contrivance to any tree or plant. No person
shall dig in or otherwise disturb grass areas or in any other way
injure or impair the natural beauty or usefulness of any area.
2. Hitching of Animals. No person in a park shall tie or hitch a horse
or other animal to any tree or plant.
c. Wild Animals and Birds.
1. Hunting. No person in a park shall hunt, molest, harm, frighten,
kill, trap, chase, tease, shoot or throw missiles at any animal, reptile
or bird; nor remove or have in his possession the young of any wild
animal or the eggs or nest or young of any reptile or bird; nor collect,
remove, have in his possession, give away, sell or offer to sell or
buy or offer to buy or accept as a gift, any specimen alive or dead
of any of the group of tree snails. Exception to the foregoing is
made for snakes known to be poisonous.
2. No person in a park shall give or attempt to give to any animal or
bird any tobacco, alcohol or other known noxious substances or have
any animals feed off the grounds.

a. Pollution of Waters. No person in a park shall throw, discharge or
otherwise place or cause to be placed in the waters of any fountain,
pond, lake, stream or other body of water in or adjacent to any park
or any tributary, stream, storm sewer or drain flowing into such waters,
any substance, matter or thing, liquid or solid, which will or may
result in the pollution of such waters.
b. Refuse and Trash. No person in a park shall dump, deposit or leave
any material or debris, whether organic or inorganic. No refuse or
trash shall be placed in any waters in or contiguous to any park or
left anywhere on the grounds thereof, but may be placed in the proper
receptacles provided therefor. If receptacles are not so provided,
all such rubbish or waste shall be carried away from the park by the
person responsible for its presence and properly disposed of elsewhere.
c. Glass Beverage Containers. Use or possession of glass beverage containers
is hereby prohibited within the confines of all parks. This prohibition
also applies to use of glass beverage containers in motor vehicles.
Any persons violating this subsection shall be subject to a fine of
not more than $50 for each occurrence in violation of this subsection.
d. Vehicles; Washing or Repair. No person in a park shall wash any vehicle
or repair any vehicle except for emergency situations.

a. State Motor Vehicle Act. All provisions of the New Jersey State Motor
Vehicle Act and traffic laws will apply in park access roads and parking
areas and will be strictly enforced, with such further restrictions
as hereinafter stated.
b. Vehicles Confined to Roads. No person in a park shall drive any vehicle
on any area except the paved park roads or parking areas where allowed
or such other areas as may on occasion be specifically designated
as temporary parking areas by the Superintendent.
c. Commercial Vehicles. No person in a park shall operate a commercial
vehicle through a park except with a special park permit designated
by the Superintendent and who has obtained a permit from the Township
Health Department.
d. Bicycles Confined to Roads. No person in a park shall ride a bicycle
on other than a paved vehicular road or path designated for that purpose.
A bicyclist is permitted to wheel or push a bicycle by hand over any
grassy area or wooded trail or on any paved area reserved for pedestrian
use.
e. Snowmobiles Prohibited. No motorized vehicles or snowmobiles will
be permitted in the parks.
f. Overnight Parking. No motor vehicle shall be parked overnight upon
park premises.
g. Driving Instruction. No person shall use park premises for the purpose
of instructing or learning to drive a motor vehicle.

a. Bathing and Swimming.
1. Designated Areas. No person in a park shall swim, bathe or wade in
any waters or waterways in or adjacent to any park except in such
waters and at such places as are provided therefor and in compliance
with such regulations as are herein set forth or may be hereafter
adopted; nor shall any person frequent any waters or places customarily
designated for the purpose of swimming or bathing or congregate thereat
when such activity is prohibited by the Superintendent upon a finding
that such use of the water would be dangerous or otherwise inadvisable.
2. Certain Hours. No person in a park shall frequent any waters or places
designated for the purpose of swimming or bathing or congregate thereat,
except between such hours of the day as shall be designated by the
Superintendent for such purposes for each individual area.
b. Boating.
1. Designated Areas. No person in a park shall bring into or operate
any boat, raft or other watercraft, whether motor-powered or not,
upon any waters, except at places designated for boating by the Superintendent.
Such activity shall be in accordance with applicable regulations as
are now or may hereafter be adopted.
c. Fishing.
1. No person shall fish in any water or waterways in or adjacent to
any park waterways, except at such places provided therefor and in
compliance with applicable regulations as are now or may hereafter
be adopted.
d. Camping. There shall be no camping or setting up of tents without
a permit.
e. Games and Sports. No person in a park shall participate in games,
contests and sports except in areas designated for such use, and in
no case shall such use be permitted in areas where lawns or planting
may be injured or where such activity may interfere with park or playground
regulations.
f. Motorized Toys. There shall be no motorized model airplanes, no motorized
toy vehicles or boats (unless authorized).
g. Horses. No horses are allowed in a park.
h. Recreational
Motor-Driven Vehicles. Recreational motor-driven vehicles are prohibited
in all Township parks except those operated by emergency personnel.

i. Skateboards
and Electric Skateboards. The use of skateboards is prohibited in
all Township parks.

a. Prohibited Activities. The following are a list of prohibitive activities
on Fairfield Township's parks, playgrounds, and within the municipal
pool facility:
1. Intoxicating Beverages, Barbiturates or Narcotics. No person shall
bring in, possess or consume any beer, alcoholic beverages, narcotics
or barbiturates in any park, playground, or pool facility.
2. Smoking. No smoking is permitted in any park, playground, or at the
pool facility at any time.
3. Dogs and Domestic Animals. Dogs or any domestic animals are not permitted
in park, playground, or pool facility areas at any time.
4. Fires. No fires shall be allowed in any park, playground, or pool
facility for any purpose.
5. Closed Areas. No person in a park, playground, or pool facility shall
enter or drive in an area posted as "Closed to the Public," nor shall
any person use or abet the use of any area in violation of posted
notices.
6. Going Onto Ice. No person in a park, playground, or pool facility
shall go onto the ice on any of the waters except such areas as are
designated, and provided that a safety signal is displayed.
7. Exhibit Permits. No person in a park, playground, or pool facility
shall fail to produce and exhibit any permit from the Superintendent
he claims to have upon request of any Township official who desires
to inspect the same for the purpose of enforcing compliance with any
ordinance or rule.
8. Interference with Permittees and Other Park Users. No person in a
park, playground, or pool facility shall disturb or interfere unreasonably
with any person or party occupying any area or participating in any
activity under authority of a valid permit or any party making valid
use of park, playground, or pool facilities.
9. No person shall have in his possession or use or employ any firecracker,
torpedo, firework or explosive of any kind or nature whatsoever, or
use or employ any bow or arrow, slingshot or weapon whose propelling
force is a spring or air, without prior written permission from a
designated recreation representative.
10. No person, not duly authorized by law, shall discharge or use or
employ or have possession of any firearms in any park, playground,
or pool facility.
11. No person shall play, wager or participate in any game of chance
or have possession of any instrument or device for gambling in any
park, playground, or pool facility. This does not include competition
in organized activities or sporting contests.
12. No person, not employed by recreation, shall go within the shrubbery
or climb trees, walls or fences. No persons are to protractedly lounge
or sleep on the benches, seats or other areas in any park, playground,
or pool facility.
13. No person shall conduct a public gathering without prior notice to
the Recreation Department in any park, playground, or pool facility.
14. No unauthorized person shall loiter in or be present on the premises,
except during the hours when the premises are open to the public.
15. All picnic parties and all assemblages of persons shall occupy only
those grounds or areas designated to them.
16. No person shall use loud, violent, obscene or profane language or
act in a disorderly or lewd manner.
17. No person shall use or play with golf clubs or golf balls.
18. No person on or within the premises shall throw stones or other projectiles,
except as part of a permitted activity.
19. No person shall throw, hit or project any ball or projectile of any
kind except in areas designated therefore and shall not, under any
circumstances, intentionally cause any ball or projectile to land
on or strike private property outside of the designated area or the
park. Each person using a ball or other projectile shall take such
care as is necessary to prevent it from being propelled beyond the
limits of the designated area or onto public or private property.
b. Violations and Penalties. The Police Department and/or municipals
officials, including park employees, are given full authority to issue
violations of any paragraph of subsection of 24-2.8. Any person violating
this subsection shall be liable to a fine of not more than $50 for
the first occurrence in violation of this subsection. Every and all
subsequent violations shall carry a penalty of not more than $200.

a. Solicitation and Literature Distribution Prohibited. Political activity,
solicitation for donations or distribution or display of handbills,
cards or advertisements of any nature is prohibited.
b. Vending and Peddling. No person in a park shall expose or offer for
sale any article or thing, nor shall be station or place any stand,
cart or vehicle for the transportation, sale or display of any such
article or thing, except under the authority and regulation of the
Superintendent.
c. Advertising. No person in a park shall announce, advertise or call
the public attention in any way to any article or service for sale
or hire.
d. Signs. No person in a park shall paste, glue, tack or otherwise post
any sign, placard, advertisement or inscription whatever, nor shall
any person erect or cause to be erected any sign whatever on any public
lands or highways or roads adjacent to a park.

a. Hours. Except for unusual and unforeseen emergencies, parks shall
be open to the public every day of the year from dawn to dusk. The
opening and closing hours for each individual park shall be posted
therein for public information. No person shall be in any Township
park or playground except during hours permitted as posted or for
a permitted, scheduled event sanctioned by the Township.

b. Closed Areas. Any section or part of any park may be declared closed
to the public by the Superintendent at any time and for any interval
of time, either temporarily or at regular and stated intervals whether
daily or otherwise and either entirely or merely to certain uses,
as the Superintendent finds reasonably necessary.
c. Permit Issuance and Exemption. All permits and special permission
for exemptions from any rules and regulations as set forth herein
shall be issued by the Superintendent. All permits and special permissions
shall be either printed or written and be signed by the Superintendent.
1. Application. A person seeking issuance of a permit hereunder shall
file an application with the office of the Superintendent. The application
shall state:
(a)
The name and address of the applicant;
(b)
The name and address of the person, persons, corporation or
association sponsoring the activity, if any;
(c)
The day and hours for which the permit is desired;
(d)
The park or portion thereof for which such permit is desired;
(e)
An estimate of the anticipated attendance;
(f)
Any other information which the Superintendent finds reasonably
necessary to a fair determination as to whether a permit should be
issued hereunder.
2. Standards for Issuance. The Superintendent shall issue a permit hereunder
when he finds that:
(a)
The proposed activity or use of the park will not unreasonably
interfere with or detract from the general public enjoyment of the
park;
(b)
The proposed activity and use will not unreasonably interfere
with or detract from the promotion of public health, welfare, safety
and recreation;
(c)
The proposed activity or use is not reasonably anticipated to
incite violence, crime or disorderly conduct;
(d)
The proposed activity will not entail unusual, extraordinary
or burdensome expense of Police operation by the Township;
(e)
The facilities desired have not been reserved for other use
at the day and hour required in the application.
3. Appeal. Within five days after receipt of an application, the Superintendent shall apprise an applicant in writing of his reasons for refusing a permit, and any aggrieved person shall have the right to appeal in writing within five days to the Town Administrator who shall consider the application under the standards set forth in subsection
24-2.10c2 hereof and sustain or overrule the Superintendent's decision within 10 days. The decision of the Town Administrator shall be final.
4. Effect of Permit. A permittee shall be bound by all park rules and
regulations and all applicable ordinances fully as though the same
were inserted in the permits.
5. Liability of Permittee. The person or persons to whom a permit is
issued shall be liable for any loss, damage or injury sustained by
any person whatever by reason of the negligence of the person or persons
to whom the permit shall have been issued. The Recreation Department
shall not be liable in such instances.
6. Revocation. The Superintendent shall have the authority to revoke
a permit upon a finding of violation of a rule or ordinance or upon
good cause shown.
7. Ejectment. The Superintendent shall have the authority to eject from
the park any person acting in violation of any applicable ordinance
or statute.
8. Seizure of Property. The Superintendent and Township officers and
any park attendant shall have the authority to seize and confiscate
any property, thing or device in the park, or used in violation of
any applicable ordinance or statute.

Fees for permits and for admission to the parks programs and
activities may be charged as authorized by resolution of the Mayor
and Council.

Any person violating any of the provisions of this chapter shall upon conviction be subject to the replacement, repair or restoration of any damaged park property and shall be liable to the penalty stated in Chapter
1, Section
1-5.

This chapter may be enforced by the Superintendent, park attendants
or Municipal officers.

a. Purpose. This document embodies the policies and procedures which
govern facility use and users in order to insure optimal maintenance
of athletic fields and other recreational facilities, owned by the
Township of Fairfield and by the Fairfield Board of Education, and
to assure fair and efficient access to those facilities. The primary
use of municipal recreation areas and facilities is for public recreation
activities. Municipal facilities may be made available for activities
during normal school hours if available and if not in conflict with
maintenance of the facility or other community use. Factors to be
considered in determining permission for use, as well as permission
for type of use, are: current capital improvements or rehabilitation,
regular maintenance, extent of wear and tear to be caused by use,
coordination of uses, efficient scheduling, location of facility,
and availability of services at a facility. All parties must comply
with Federal and State anti-discrimination laws. All facility users
shall comply with all applicable Federal, State and local laws; such
user shall pay all the costs, expenses, fines, penalties, and damages
which may be imposed upon the owner of the property by reason of,
or arising out of, the user's failure to fully and promptly comply
with all legal requirements and observe all the provisions of this
policy.
b. List of Facilities Governed. The outdoor athletic fields and outdoor
and indoor recreational facilities within the Township of Fairfield
are listed according to ownership as follows:

c. Priority of Use By Category. Permits for field/facility use are issued by category
in which the organization or event is placed. Category 1 user/event
has priority over Category 2, 3 and 4 user/event. Permits must be
available for review at time of field use.
1. Category I Permit/Use.
Recreation Directly Sponsored Activities.
These activities include all athletic and nonathletic program
offerings and special events.
2. Category II Permit/Use.
Fairfield Teams in Established Leagues.
(a)
These teams are independent organizations that have been established
to serve the recreational interest of the participants. 75% of the
host team must live or work full time in Fairfield. Indoor facility
permits will be issued through the BOE Business Administrator. All
outdoor permits will be issued through the Fairfield Recreation Department.
A written roster, proof of insurance and a hold harmless agreement
must be submitted at the time of application to the issuing entity.
No permits will be issued unless this criterion is met.
(b)
These teams are independent organizations that have been established
to serve the recreational interest of the participants, however, less
than 75% of the host team lives or works full time in Fairfield. Indoor
facility permits will be issued through the BOE Business Administrator.
All outdoor permits will be issued through the Fairfield Recreation
Department. A written roster, proof of insurance and a hold harmless
agreement must be submitted at the time of application to the issuing
entity.
3. Category III Permit/Use.
(a)
Private Group Field Requests. These groups are made up of citizens
of Fairfield, or businesses based in Fairfield, who request the use
of facilities on an occasional basis when space is available. 75%
of host team must live or work full-time in Fairfield; a written roster
and proof of insurance must be submitted at the time of application
to the issuing entity. No permits will be issued unless this criteria
is met.
(b)
Private Groups and Privately Operated Programs Field Requests.
These groups are made up of citizens of Fairfield, or businesses based
in Fairfield, who request the use of facilities on an occasional basis
when space is available. The host team is less than 75% of full-time
Fairfield residents or work full-time in Fairfield. A written roster
and proof of insurance must be submitted at the time of application
to the issuing entity. No permits will be issued unless this criterion
is met.
4. Private Group(s) and Privately Operated Programs(s) Field Requests.
Township facilities may be made available for organizations, entities,
individuals or groups for the purpose of providing recreational services
to youth or adults if the event to be operated is on a for-profit
basis. When these groups compete with Fairfield provided recreational
activities it will be determined by the Fairfield Recreation Department
if these field requests for private groups will be accepted.
5. Private Groups and Privately Operated Tournament Requests. Tournament
requests will be decided by the Fairfield Recreation Department on
an individual basis. The decision will be based on, but not limited
to, park scheduling and field availability. The costs associated to
a tournament request will be based on individual tournament needs
and will be determined by the Fairfield Recreation Department.
d. Allocation of Fields and Facilities. The fields/facilities use schedule
created by the Recreation Director and/or the Board of Education Business
Administrator will establish the opening and closing dates for field/facilities
use as well as the period of time affected by that schedule. The schedule
will serve as a permit for use of the facility named. Responsible
officials within the Township (police, emergency services, parks department,
and others) and within the BOE (building principals, custodial staff,
and others) will receive a copy of the fields/facilities schedule.
The fields/facilities schedule will be divided into at least
the following such parts: school days (after school until 5:30 p.m.,
school days after 5:30 p.m., Saturdays (a.m./p.m.) and Sundays (a.m./p.m.);
they may be further subdivided if desired to accommodate needs and
not to reserve more time than necessary for a function or event. Special
note will be made of time slot variations due to special events (tournaments,
town events, July 4th parade, and other Township/school events are
examples).
Communication is the key to efficient maximization of use of
scarce facilities. Consistent with that goal, any assigned user must
notify the Recreation Director or the Director's designee, of expected
non-use of a particular facility, at a particular time. Every effort
should be made to do so at least seven calendar days in advance. This
non-use does not apply to weather cancellations.
1. Gymnasium and Other Indoor Facilities. A seasonal schedule is prepared
by the BOE Business Administrator and the Recreation Director. Communication/cooperation
is the key to efficient maximization of use of the scarce facilities
we have. Consistent with that goal, any assigned user must notify
the Business Administrator or his designee of expected non-use of
a particular facility at a particular time. Every effort should be
made to do so at least seven calendar days in advance.
2. Notes Concerning Scheduling. Priority of assignment is made based
upon the categories established in paragraph 3 above. Priority is
given within a particular sport's designated "season". In-season sports
have equal status to each other; out of season sports have equal status
to each other. Recognizing that most sports have some program on more
than an in-season basis, consideration should be made to accommodate
the out-of-season sport's minimum necessary allocation for (a) games
as a first priority and (b) practices as a second priority. Assignment
of particular fields will be done with an effort towards accommodating
such use rather than simply on a preference basis; efficient, coordinated
use is the goal.
(a)
Priority Assignment. Priority of assignment within Category
2 permits will be granted equitably to applicants who have submitted
all required information and paperwork on dates of assignment. On
the last business date of each month, such available time will be
allocated to such users for the second following month (for example,
on March 31 for the month of May). Applications for Category 3 permits
will be assigned on a similar timetable.
(b)
Game Delays. Youth sports activities are often subject to delays
due to late arriving opponents and/or officials, or emergencies. In
such cases, use may extend beyond the normal time. Likewise, overtime
and extra innings can require additional time. Other users take their
starting time subject to previous team's right to complete their games
and with the knowledge that termination of the activity is not solely
within the control of the representative. Practices may not delay
the start of the next user session.

Makeup Schedule. Under unusual circumstances, the Recreation
Director has the right to bump a previously scheduled activity provided
at least 24 hours' notice is given to the assigned user at the original
site. Every effort should be made to limit such late rescheduling.
3. Field Closings Due to Weather. All users of athletic fields are subject to the determination
of field playing conditions on a daily basis. Determination is made
on week-days at 3:30 p.m. and on weekends by 9:00 a.m. by the Recreation
Director, or his assigned designee. Generally, all users are subject
to the same standard for closure. Nevertheless, determination will
be made on a field-by-field basis, as well as a user-by-user basis
where conditions are such that some fields may be playable while others
are not, and some users may do less damage by use than others. Final
determination will be placed on the Recreation Department phone system
973-882-2745 after 3:30 p.m.
4. Special Events. Township of Fairfield is known to occasionally sponsor
special events such as sport tournaments, July 4th parade and fireworks,
Summer Concert Series, Town Day, and others. Every effort will be
made to accommodate events that may coincide with Fairfield special
events. Exceptions can only be granted by the Recreation Director.
e. Facility Use Rules and Regulations.
1. Use of any active recreation area by a group is authorized by permit
only. Permits must be available for review at time of facility/field
use.
2. Use of alcoholic beverages or controlled substances of any kind,
use of profane, loud, threatening, insulting, indecent and abusive
language is prohibited.
3. Use of amplifiers for music, announcements or otherwise is not permitted
to be unreasonably loud. The limit to such volume must be so that
it is barely audible 30 yards from the limits of the playing area.
No public address systems may be used after 10:00 p.m. PA systems
may be used for games at the Recreation Complex until 10:00 p.m. or
the completion of half time (whichever is earlier). No loudspeaker
use is permitted before 9:00 a.m.
4. Use of loudspeakers in all other cases will require a special use
permit from the Recreation Director.
5. Athletic fields/facilities may not be used before 8:00 a.m. or after
dusk, except where lights are utilized. The recreation complex has
a 10:00 p.m. lights out time for all outdoor facilities. Practices
and games should be scheduled to end before this time with the lights
to be turned off as soon as the pick up of players allows.
6. All trash must be placed in proper receptacles. Users are expected
to leave the facility in the same condition in which it was found,
or better.
7. Concession sales are by separate permit only in compliance with all
Township ordinances.
8. Warm-ups for the next scheduled event must be performed so as not
to interfere with existing event and so as not to endanger the welfare
of all participants, spectators and facilities.
9. All managers, coaches, or persons in charge of a group using the
fields will be responsible for the conduct of all participants, spectators
and others connected with the activity, including visiting teams and
opponents.
10. Clothes must be changed in rest rooms only.
11. Additional permits for grills/cooking, or tents are needed as deemed
by law, or local ordinance.
12. The Site Supervisor will make sure that the rest rooms are opened
and fully stocked and that the field is cleaned up and free of debris.
The Site Supervisor will require that all spectators stay in the stands
and off of the fields.
f. Field Modifications. Any substantial proposed changes to fields or
parks should be submitted to the Recreation Director to consider impact
upon facility use. Those requested changes, along with a recommendation,
will then be forwarded to the Recreation Commission for recommendation
to the BOE Business Administrator and/or Township Council for consideration.
This would include the development of active recreation areas from
property not currently used for that purpose. It would include the
installation of fences, structures, scoreboards, permanent stands
and permanent lighting. It would not include the replacement of any
current structure (an old backstop with a new one of roughly the same
size) or the repair or replacement of existing fencing. These types
of items will be the responsibility of the Recreation Director, or
the BOE, or the Township Council. The placement location of all movable
items (portable stands, soccer goals, batting cages, blocking sleds,
temporary fencing, etc) will be the responsibility of the Recreation
Director.

2. Fairfield Township Tennis Courts:
Permit required for all resident and non-Fairfield resident
Permit Fee: No charge.
Permit holders will have priority use over non-permit users.
Permit will also include participation, by volunteer, in a Fairfield
Recreation's permit user database in order to assist tennis players
in finding other registered tennis players.
3. Fairfield Township Pool. The pool facility can be rented for a fee
of $300 after the pool season (Memorial Day to Labor Day) concludes
and the pool is covered and the facility is properly closed down from
the summer season.

Certificate of Insurance must read — all persons or entities
reserving concession stand must provide a Certificate of Liability
Insurance specifically naming the Township of Fairfield, its officers,
servants, agents and employees as additional insureds under said policy
providing general liability, bodily injury and property damage coverage
with minimum limits of liability not less than $1,000,000 per occurrence.
Additionally, the annexed Hold Harmless must be executed.

6. Fairfield BOE Athletic Fields and Recreational Facilities. Recreation
may direct applicants to the Board of Education Business Administrator
if the request does not fall within Fairfield Recreational responsibilities
and/or fall within the above stated uses. The Fairfield Board of Education
has the legal rights to enforce their own documented use requirements
and permit costs.
