No person or group of persons shall loiter by standing, sitting
or lying on any public street or sidewalk or at the entrance to or
exit from any private residence, any place of business, or any public
park in such a manner as to obstruct the free access by the Town residents
and visitors to and from the public streets, sidewalks, private residences,
place of business and public parks within the Town of McCandless.

When any person causes or commits any of the conditions enumerated in Section
721.01, a police officer or any law enforcement officer shall order that person to stop causing or committing such conditions and to move on or disperse. Any person who fails or refuses to obey such orders shall be guilty of a violation of this article.

Any person violating any provision of this article shall, upon
conviction thereof before a Justice of the Peace, be fined not more
than $300, plus costs of prosecution.
